Item Breakup - 01-Contract for Construction and Operation of GCT/AJJ/FBW
The bidder shall quote the Percentage(%) share of Lumpsum Terminal Charges/Terminal Access Charges(percentage up to 2 decimal points) which shall be retained by railways for all traffic handled at the terminal in the financial offer tab(in the bid rate/unit rate column). The percentage entered here with either "% at par" or "% above" options chosen shall be taken to be the final offer of share of TC/TAC and the financial bid shall be evaluated on this Percentage share as quoted(in the bid rate/unit rate column). The bidder shall quote At Par if they wish to quote 0% to be retained by railways. The bidder shall quote any percentage with the " % above" option chosen and enter the percentage to be retained by railways. The bidder shall not choose "% below" option while entering their bids. The bidder who has quoted the highest percentage share to be retained by railways shall be awarded the contract. If the bid is made with selecting the "% below" option then the bid shall be rejected. The "Rebate on Total Value(%)" column should not be altered or filled and may be kept at "0". If there is a percentage mentioned against the "rebate of total value(%)" column other than 0, then the bid shall be rejected. Note : 1.The bidder shall fill the rate at the designated field in IREPS. Quoting rate anywhere in the bid except at the designated field of IREPS shall not be considered for evaluation. 2.Bidder has to quote the rate only in the financial packet of bid, quoting rate in the technical packet would render the bid summarily rejected. 3.Bidders shall quote the percentage of the share of Terminal Charge / Terminal Access charge (TC/TAC) that will be retained by Railways is as under: a. If bidder quotes between 0 to 100 % (Say X %), it implies that Railway shall pay (100 - X) % of TC / TAC to contractor. b. If bidder quotes more than 100% (Say Y %), it implies that Railway will retain 100% Charges and moreover bidder shall pay (Y-100) % of TC / TAC over and above TC / TAC retained by Railway. Eligible bidders giving maximum share of Terminal Charges / Terminal Access Charges will be awarded the contract. Note : In case of two (or more) eligible bidders quoting the same percentage, decision to award the contract shall be taken through the draw of lots Total 1.00
