Eligibility Criteria

Tenders from Joint ventures are not acceptable.

Bidders shall not be under a declaration of ineligibility for corrupt and fraudulent practices issued by Government of Karnataka

Bidders shall ensure upload of relevant document certifying his/her status as Scheduled Caste/ Scheduled Tribe/other reserved category as prescribed in the tender document.

It shall be the responsibility of the Bidder to ensure credit of Tender Processing Fee and EMD into the respective receiving bank accounts of e-Procurement on or before the last date and time of bid submission.

EMD Payments through e-Payment mode shall be made as one single transaction and payments made in part are liable for rejection.

Minimum financial turnover (civil engineering construction works) not less than two times the annual payments from this contract (Rs. xxxxx Lakhs)

Satisfactoriy completed (atleast 90%) as prime contractor at-least one such similar work of value not less than Rs. xxxxxxx (80% of estimated cost of tender)

Tenderer or his identified Sub Contractor should possess valid Electrical License for executing building electrificatio works and should have executed similar electrical works totallng Rs. xxxxxx (not less than 50% of electrical works) n any one year

Tenderer or his identified Sub Contractor should possess valid license for executing water supply / sanitary engineering works and should have executed similar works totallng Rs. xxxxxx (not less than 50% of electrical works) n any one year

Total value of civl engineering works executed and payments received in the last five years (year-wise)

Banker Details for reference

Construction equipment owned by the tenderer and equipment proposed to be deployed on this contract, if awarded

Reports on the financial standing of the tenderer, such as profit and loss statements and auditor’s reports for the last five years

Qualification and experience of the key technical and management personnel in permanent employment with the tenderer and those that are proposed to be deployed on this contract, if awarded

Proposals for subcontracting components of works amounting to more than 20% of the contract price (for each, the qualifications and experience of the identified sub-contractor in the relevant fields should be attached)

Work completion period 3 Months for the Ayacut roads and 5 Months for checkdams/Bridge cum barriage/Pickup weir from the date of handing over of site (including rainy days).

The tenderer should maintain the works during defective liability period. Defect liability period for one year from date of completion of the entire work. The FSD amount will be released after one year and 30 days from the Date of Final bill payment.

The necessary certificates/documents in support of eligibility criteria fulfilled as stipulated shall be scanned and attached to e-Tender documents. The original certificates/documents shall be produced on or before stipulated date and time for verification. Scanned signature of the bidder/authorized representative of the bidder shall be attached while uploading the bid document.

Before Tendering for the works the tenderer should inspect the site personally.

EMD Payment through e-payment mode shall be made as one single transaction and payments made in part are liable for rejection. Bidder shall pay Contract Management Module processing fees of 0.025% of the contact value (Min Rs.500/- & Max Rs.7500/-) soon after contract has been issued to bidder.

Typo-graphical errors if any will not be ground for any claims by the contractors.

Tenderer shall obtain the Work done Certificate in the prescribed format from the Competent Authority not below the rank of Executive Engineer (District Level Officer) and scan the Original Certificate and attach the scanned file to the tender. The Original Certificate shall be produced at the time of opening of Technical Bids for physical verification .

Corrigendum/modification/correction if any will be published in the website only.

The right to accept/reject the tender through e- procurement prior to award of contract without assigning any reasons whatsoever and without any obligation to inform the affected tenderer and without any legal bindings shall rest with the Tender inviting Authority.

Income tax, GST and TDS recovery will be applicable as per Govt Orders. The increase in GST shall not be paid in the extended period of Contract for which the contractor alone is responsible for delay as determined by the authority while granting the extension of time

All materials like Steel, Cement, bitumen, Murrum, Sand & Metal etc, required for the above work should be procured by the contractor only. The contractor should furnish the approved/satisfied quality control test for these materials including the quality of finished items tested at their own cost from recognized/approved quality control agencies during execution of work and Photos in 3 stages (before starting, during execution and after completion) and the same to be submitted to the respective bill for Payment.

Royalty for Minerals and Sub-minerals used in the construction works shall be deductible as per the prevailing Rules,Regulations, Government Orders,Circulars,Judgements etc from the bill.

Payment of bills for the above work will be made depending on the availability of grant and as per the instruction of the Administrator TBP CADA Munirabad.

As per Karnataka state Government order LD/300/LET/2006 Bangalore dated 01.01.2007 and Government letter no PW/134/BMS/2007 dated 27.07.2007, a sum amounting to 1% of the bill amount will be deducted towards constructions labour welfare fund.

The tenderer should obey and accept all the terms and conditions mentioned in Notification and Bid Document. The successful tenderer should provide monthly physical and financial progress to be achieved in Bar chart/Milestone chart/PERT chart during agreement.

Contractor has to make his own arrangements like necessary men, materials & equipments to complete the work satisfactorily. Contractor should take all precautions to ensure that no damage is caused to the existing structures which have been constructed by other agencies during project execution. If any damage is caused, it has to be rectified at his own risk and cost and Its Contractors responsibility to take all safety precautions, warning signs, night illumination, reflectors, deployment of security guards has to be ensured so that no incident happens on account of negligence or any project activity till completion.

If many successful bidders quoted the lowest same price to the work (indent wise) Award of work will be done by toss/lottery system or by obtaining no objection certificate.

The intending bidders should note that, if any of the lands either in part / Parts or in whole required for the works is not acquired by the CADA. Hence it is the responsibility of the bidder to take possession of such land and start the work on his own risk and cost.

All the documents pertaining to the works are to be uploaded through e portal no document will be received by hand after opening of the tender. Only to verify the authenticity of the uploaded documents the hard copy of the documents will be called for.

The tenderers shall note that as per the Government Order No.FD/850/EXP-12/15 dated 29-12-2015 and GO No.FD/130/EXP-12/15 dated 8-9-2015, the exemption from payment of EMD for Micro and small enterprises registered with NSIC under single point vendor registration scheme is applicable only for supply of goods but not for works.

Any shortcomings in the uploaded documents shall be liable for rejection

Contractor should follow strictly the prevailing rules of labour act and applicable any other law as concerned to work. In case of any mishap, accidents are cause of death it is the duty of the contractor to settle the dispute at is own cost. In no way department is held responsible

Incomplete tenders will be rejected. Failure of the successful tenderer to comply with the requirements of Tender clauses shall constitute sufficient grounds for cancellations of the award and forfeiture of the Earnest money deposit

The contractor shall furnish the programme of execution of work to suit the stipulated period to complete the work within the tender period & payments to the contractor shall be made only after obtaining the satisfactory test results from agency fixed by the Authority

The tenderers are requested to abide instructions and conditions contained in the standard tender Documents KW-1 and KW-2 and further orders there on

Conditional tenders are liable to be rejected

The Tenderer is required to ensure browser compatibility of the computer well in advance to the last date and time for receipt of tenders.The departments shall not be responsible for non accessibility of e-procurement portal due to internet connectivity issues and technical glitches

The contractor / authorized signatory should attach his / her scanned signature to the Schedule-B before uploading the document

If any of the dates mentioned above happened to be a general holiday, the next working day holds good for the process

The validity period of EMD shall be for a minimum period of 180 days from the date of opening of tenders
