Financial Eligibility Criteria:The tenderer must have minimum average annual contractual turnover of V/N or 'V' whichever is less; where V= Advertised value of the tender in crores of Rupees N= Number of years prescribed for completion of work for which bids have been invited. The average annual contractual turnover shall be calculated as an average of "total contractual payments" in the previous three financial years, as per the audited balance sheet. However, in case balance sheet of the previous year is yet to be prepared/ audited, the audited balance sheet of the fourth previous year shall be considered for calculating average annual contractual turnover. The tenderers shall submit requisite information as per Annexure-VIB, along with copies of Audited Balance Sheets duly certified by the Chartered Accountant/ Certificate from Chartered Accountant duly supported by Audited Balance Sheet.
The tenderers shall submit requisite information of contractual receipts as per Annexure- VIB, along with copies of Audited Balance Sheets duly certified by the Chartered Accountant/ Certificate from Chartered Accountant with valid UDIN, duly supported by Audited Balance Sheet.
The tenderer shall possess a valid Electrical Contractor License, issued by any State Government or Union Territory Administration, authorizing execution of electrical works up to 11 kV. The contractor shall have in his employment or shall engage a person holding a valid certificate of competency issued by any State Government or Union Territory Administration for supervision of electrical works up to 11 kV. Offers not accompanied by a valid Electrical Contractor License and requisite Supervisor competency for works up to 11 kV shall be summarily rejected.
SIMILAR NATURE OF WORK: Works of wiring/cabling or installation and commissioning of electrical items (other than on coaches) such as lights, fans, pumps, charging arrangements, earthing etc. (with or without supply of items/equipments) for 230V, 1phase or 415V, 3phase system or higher voltages. A copy of similar nature of work should be uploaded through IREPS with their offer, failing which the tender will be rejected.
TECHNICAL ELIGIBILITY CRITERIA: The tenderer must have successfully completed or substantially completed any of the following categories of work(s) during last 07 (seven) years, ending last day of month previous to the one in which tender is invited: (i)Three similar works each costing not less than the amount equal to 30% of advertised value of the tender, or (ii)Two similar works each costing not less than the amount equal to 40% of advertised value of the tender, or (iii)One similar work costing not less than the amount equal to 60% of advertised value of the tender.
Note for Technical Eligibility criteria: Work experience certificate from private individual shall not be considered. However, in addition to work experience certificates issued by any Govt. Organization, work experience certificate issued by Public listed company having average annual turnover of Rs 500 crore and above in last 3 financial years excluding the current financial year, listed on National Stock Exchange or Bombay Stock Exchange, incorporated/registered at least 5 years prior to the date of closing of tender, shall also be considered provided the work experience certificate has been issued by a person authorized by the Public listed company to issue such certificates. In case tenderer submits work experience certificate issued by public listed company, the tenderer shall also submit along with work experience certificate, the relevant copy of work order, bill of quantities, bill wise details of payment received duly certified by Chartered Accountant, TDS certificates for all payments received and copy of final/last bill paid by company in support of above work experience certificate.

IN CASE OF SINGLE PACKET TENDERS; CONSORTIUM AGREEMENTS, JOINT VENTURE FIRMS AND MOUS SHALL NOT BE CONSIDERED
IN CASE OF TWO PACKET TENDERS CONSORTIUM AGREEMENTS AND MOUS SHALL NOT BE CONSIDERED . BUT JOINT VENTURE FIRMS ARE CONSIDERED FOR ELIGIBILITY.
CONDITIONS FOR PARTICIPATION OF PROPRIETARY FIRM /PARTNERSHIP FIRM /PRIVATE LIMITED COMPANY / LIMITED COMPANY/ JV FIRMS:
In case the tenderer is an individual / proprietary concern, the experience and turnover shall be in the name and style of the Individual / Proprietary concern only.
In case the tenderer is a Partnership Firm, the experience and received contractual payments shall be in the name and style of the firm only. The other guidelines at Clause 18 of Part I of 3.1.1 IRSGCC shall be applicable . Note: The partner of a Partnership Firm cannot claim the credentials of Partnership firm to the extent of his share either during the subsistence of the Partnership firm or after its dissolution.
FOLLOWING DOCUMENTS SHALL BE ENCLOSED:
In case the Tenderer is a Partnership Firm: [i] Partnership deed . [ii]Power of Attorney (duly registered as per prevailing law) in favour of an individual to sign the tender documents and create 3.2.1 liability against the Firm. [iii] PAN / TAN number of Partnership firm (PAN / TAN number in the name of any of the constituent partners shall not be considered).
In case the Tenderer is a Company registered under Companies Act-2013:(i) the copies of MOA (Memorandum of Association) and AOA (Articles of Association) of the company; and (ii) A copy of Authorization/Power of Attorney issued by the Company 3.2.2 (backed by the resolution of Board of Directors) in favour of the individual to sign the tender on behalf of the company and create liability against the company.(iii) copy of PAN number of the Company.
In case of JOINT VENTURE (JV) FIRMS: Clause No.17 of Part-I of IRSGCC with upto date correction slip shall be applicable in all aspects for Participation of Joint Venture[JV] firms in works tenders. JV firm should submit Memorandum of 3.2.3 Understanding[MOU] as per the format attached as annexure to the tender in DOCUMENTS. Submission of all other documents by JV firm / Members of JV should also be as per Cl.No.17.14 of Part-I of IRSGCC.
In case the Tenderer is a LLP Firm registered under LLP Act-2008 (i) a copy of LLP Agreement, (ii) a copy of Certificate of Incorporation; and (iii) a copy of Power of Attorney/Authorisation 3.2.4 issued by the LLP Firm in favour of the individual to sign the tender on behalf of the LLP Firm and create liability against the Firm. (iv) copy of PAN number of the LLP Firm
In case the Tenderer is a Registered Society & Registered Trust: (i) a copy of the Certificate of Registration, (ii) Deed of Formation; and (iii) a copy of Power of Attorney in favour of the 3.2.5 individual to sign the tender documents and create liability against the Society/Trust. (iv) copy of PAN number of the Society/Trust.

The General Conditions of Contract governing the performance of the works covered by this tender are the Indian Railway Standard General Conditions of Contract as amended from time to time up to date. A soft copy of the Indian Railway Standard General conditions of Contract is uploaded in the annexed documents to the tender. Hard copy may be perused in the office of the Deputy C h i e f Electrical E n g i n e e r / S/ LGD,Secunderabad - 500025. In submitting his tender it would be deemed that the tenderer has kept himself fully Informed of the provision of the IRS General conditions of Contract including all corrections and Amendments issued up to date and claim that he is not aware of any amendment or correction slip to the IRS GCC shall not be entertained
The tenderer shall thoroughly go through the entire tender documents and strictly adhere the instructions and directions given at different pages.
Unreleased Bid security, if any, held with the Railway Administration, shall not be adjusted towards the Bid security to be remitted.
All terms and conditions in the tender documents are binding on the Tenderers
Railways reserves the right to accept or reject any or all the tenders and to award the work in whole or in part without assigning the reason for any such action.
The Tenderers are advised to visit the site of work in their own interest and acquaint themselves with the site conditions and expected quantum of work and assess all the site specific difficulties to be experienced while executing the same and the rate shall be arrived duly considering all the facts above and quoted in the tender. Any representation at a later date specifying the site difficulties shall not be consider.
Contractors are allowed to make payments against this tender towards Bid security in respect of e-tendering, shall be deposited either in cash through e payment gateway modes available ON IREPS portal LIKE net banking, debit card, credit card etc. or submitted as Bank Guarantee bond from a scheduled commercial bank of India. The Bank Guarantee bond shall be as per Annexure-VIA and shall be valid for a period of 90 days beyond the bid validity period. Manual payments through Demand draft, Banker cheque, Deposit receipts, FDR etc. are not allowed
In case the date of closing mentioned in the Notice Inviting Tender is declared a holiday/bandh/strike etc. on any account, the date of closing tender online will not be changed as the application in the website of IREPS does not permit submission of any offer after closing date and time of the tender. However, opening of tenders online will be on any convenient day after the closing date/time of tender
Should the Railway decide to negotiate with a view to bring down the rates, the tenderer called for negotiations should furnish the following form of declaration before commencement of the negotiations.
Railway Board vide their letter No. 2022/CE-I/CT/GCC-2022/Policy dated 27.04.2022 has issued Standard General Conditions of Contract (works contracts) is applicable to this contract.
CORRIGENDUM NOTICE ON IREPS: [I]Railway may modify the tender document by issuing online corrigendum through "www.ireps.gov.in" 15 days prior to the tender closing date. For the purpose of CORRIGENDUM in the tender, NIT period is splitted as under: (a) ADVERTISEMENT PERIOD: The time during which all information pertaining to tender shall be available but offers cannot be submitted (b) OFFER SUBMISSION PERIOD: 15 days prior to closing of tender, during which tenderers can submit their offer.
Applicable for the tenders with eligibility criteria: The offer of Tenderer(s) who do not enclose Experience Certificate & Turnover Certificate with requisite details, and supporting documents along with their Tender to establish their credentials shall be summarily rejected, even though they are working contractors or contractors on approved list.
The offer shall be evaluated only from the certificates/documents submitted along with the tender offer.
Any Certificate /Documents offered / submitted /received after the tender opening shall not be given any credit and shall not be considered.
Attestation of documents may be self attested or attested by a Gazetted Officer.
Railway reserves the right to verify the authenticity of the documents/information furnished.
TAXES: if rates of existing GST or cess on GST for Works Contract is increased or any new tax /cess on Works Contract is imposed by Statute after the date of opening of tender but within the original date of completion/date of completion extended under clause 17 & 17A of Part-II of IRSGCC and the Contractor thereupon properly pays such taxes/cess, the Contractor shall be reimbursed the amount so paid. Further, if rates of existing GST or cess on GST for Works contract is decreased or any tax/cess on Works Contract is decreased /removed by Statute after the date of opening of tender, the reduction in tax amount shall be recovered from Contractor's bills/Security Deposit or any other dues of Contractor with the Government of India.
