Subject: TENDER FOR PROVIDING AND COMISSIONING TRANSFORMER OF REQUIRED
CAPACITY WITH 3 PHASE ELECTRICAL CONNECTION FOR EVCS AT JABALPUR TERRITORY
MR1 AREA RETAIL OUTLETS
The following scope of work needs to be carried out for the installation of the 200 kVA transformer:
1. Three phase MPEB electrical connection from nearby supply to electrical panel located in sales
building of the below mentioned locations:

2. The work of providing and commissioning the required capacity transformers through electrical
contractor in coordination with the MPEB department to provide the 3-phase electrical
connection to the facilities like EVCS.
3. The EVCS connection to be applied under LV6 category wherein green connection will be
provided which will have a separate metering unit.
4. The cable needs to be laid from nearest pole to Transformer inside RO premises.
5. Cable from transformer to Electrical panel to be supplied and installed.
6. All conductors must be laid with proper earthing, insulators, stray sets etc.
7. The construction activities will be executed under the supervision of company engineer
/Manager Construction and to the satisfaction of MPEB department. However, the Corporation
will have the option to engage third party agency for supervision of the execution.
8. It is to be noted that the conditional tender will not be accepted, and the Corporation reserves
the right to accept / reject the quote without assigning any reasons to the Contractor.
9. The above job is to be executed by 30.11.2024.

11. Items to be used as a part of Completion of the Job as applicable
12. To liaison with Madhya Pradesh Electricity Board for electrical connection and ensure
document submission and final grant of 3-Phase Electrical connection from nearby supply of
13. Required capacity transformer (200KVA) needs to be supplied and installed.
14. All structural work to be done in line with MPEB norms to install the transformer.
15. The cable needs to be laid from nearest pole to Transformer inside RO premises and from
transformer to the meter.
16. All conductors to be laid with proper earthing, insulators, stray sets, clamps etc.
17. Panel re-designing and modifications/corrections to be completed.
18. Submission of drawings like single line diagram, layout drawings etc. as and when required.
19. Ensuring that all statutory provisions are fulfilled, and all rules and regulations are adhered to in
line with MPEB guidelines.
20. The work includes any transportation, dismantling, excavation, liaising with MPEB and other
officials and other jobs that may be required to commission the electrical connection in totality
with proper documents. Any changes as specified by MPEB during job for getting the
connection would have to be included in the same cost. BPCL would not be liable to pay
additionally for any of the jobs involved therein as above.
21. The work must be done as per the MPEB estimate report and must be submitted along with the
Invoices after work completion and successful commissioning of the transformer and meter
Additional Terms & conditions:
• The contractor shall always be present on site while construction work is in progress.
• The contractor shall be responsible for carrying out the job as per schedule & scope of work.
• All the necessary tools and competent personnel shall be provided by the contractor.
• A work permit must be issued before carrying out the work.
• The job must be completed on or before 30.11.2024.
• Liquidated damages for late delivery / delayed completion / bonus clause in tender:
Liquidated Damages for Late Delivery / Delayed Completion, in the form of a price reduction to
be specified, shall be subject to a maximum of 5% of the Order / Contract value (In exceptional
circumstances based on criticality, higher late delivery charges subject to a maximum of 15%
can be levied). Suitable provision shall also be made to ensure that the contract is terminated,
or suitable alternative arrangements are made at the cost of the contractor in case of a delay
beyond 6 months or any other lesser time as specified in the tender. The vendor shall be
informed a week before carrying out the thickness testing. Delay in providing services within a
week to location will attract penalty as per above mentioned clause.
• The contractor shall strictly abide by all the rules & regulations of the corporation with respect
to operations & safety.
• All the work is to be carried out with a valid work permit issued by the Engineering officer.
• The personnel deputed for carrying out work shall be present at the work site during the
working hours of the depot, i.e., between 08:30 am to 05:00 pm daily. The working hours may
get extended during breakdown maintenance of facilities.
• The requisite PPEs are to be provided by contractor to the persons deputed for work. No
person shall be allowed to take up a job without usage of PPEs.
• Contract workmen shall be provided with boiler suit for safe working.
• Contract shall be terminated with an advance notice of One month if services extended are
found be dissatisfactory or contractor is found to be violating statutory guidelines as applicable
with respect to PF, ESI, Service tax & other labor laws or any safety guidelines.
• The contractor shall abide by the all the provisions of labor act 1970, payment of wages act,
gratuity act, minimum wages act, PF & ESI act etc. and shall be solely responsible for all claims
and responsibilities arising out of any dispute for the contract awarded.
• TENDERS FROM NSIC UNITS / MSE’s
o The following categories of bidders should be exempted from paying Earnest Money
Deposit (EMD) and Tender Fee, if any.
▪ Units registered with National Small Industries Corporation (NSIC);
▪ Units falling under Micro & Small Enterprises (MSEs) category as defined
under the MSMED Act
▪ The monetary limit, if any, indicated in the registration certificate should cover
the value of items ordered.
▪ Registration Certificate is valid for a period at least up to validity of the offer.
▪ Self-attested copy of valid relevant registration certificate should be submitted
▪ Registration with DGS&D will not entitle a Tenderer to claim above exemption.
• Earnest Money Deposit (EMD) of amount Rs. 1 lakh to be deposited along with the quotation.
However, this clause is not applicable to the Contractors registered with Bharat Petroleum
Corporation Limited. No interest will be allowed on EMD / Security Deposit.
• On the award of contract, this may be converted as security deposit for performance of the
contract. For unsuccessful bidders, EMD may be returned after the completion of BQC
evaluation/ Technical evaluation / Price bid evaluation as applicable.
• Performance Bank Guarantee (PBG) of 10% of total awarded contract value to be submitted
within one week of issuance of LOI. If PBG is not submitted, then 10% retention money will
be deducted from each invoice and retained for a period of minimum 6 months.
