Eligibility Criteria

Tenders from Joint ventures are not acceptable.

Bidders shall not be under a declaration of ineligibility for corrupt and fraudulent practices issued by Government of Karnataka

Bidders shall ensure upload of relevant document certifying his/her status as Scheduled Caste/ Scheduled Tribe/other reserved category as prescribed in the tender document.

It shall be the responsibility of the Bidder to ensure credit of Tender Processing Fee and EMD into the respective receiving bank accounts of e-Procurement on or before the last date and time of bid submission.

EMD Payments through e-Payment mode shall be made as one single transaction and payments made in part are liable for rejection.

As per Karnataka State Government order No.LD 300 LET 2006 Bangalore Dated 01/01/2007 and Government Letter No.PW 134 BMS 2007 Dated 27/7/2007 a sum amounting to 1 percent of the bill amount will be deducted towards Construction Labour Welfare fund.

The tenderer should quote his rates with all lead and lifts, loading and unloading including cost of labour, hire charges of machinaries and other incidental charges etc complete as per specification and directions of the Engineer incharge of the work.

The bidder shall bear all costs associated with the preparation and submission of each tender and the employer will in no case be responsible and liable for those costs. The department is not responsible for any delay in accessing e-procurement portal

Contractors should have to upload the scanned copy of all necessary qualification documents, and submit the original documents certificates after opening the tender for evalution and verification.

The bidder is required to ensure browser compatibility of the computer well in advance to the last date and time for receipt of tenders The departments shall not be responsible for non accessibility of KPPP portal due to internet connectivity issues and technical glitches at bidders end.

All materials required for the work shall be procured by the tenderer himself and should be got tested by the quality control authorities at his own cost before use on work.

Within 20 days of receipt of Letter of Acceptance, the successful Tenderer shall deliver to the employer a Security Deposit in the form of NSC/DD/ FDR in favor of the Executive Engineer, P.R.E. Division,Ramanagara Bangalore South dist, for an amount equivalent to 5 percent of the Contract price plus additional security for unbalanced tenders in accordance with the conditions of contract.

Successful Bidder shall pay Contract Management Module processing fees of 0.025 percent of the contact value (Min Rs.500/- and Max Rs.7500/-) when bills are raised using Contract Management Module.

Self declaration of machineries are not accepted.

Third party inspection is mandatory for all the works in this programme.

The Employer reserves the right to reject any or all tenders without assigning reason.

For interpretations of clauses, conditions, spelling mistakes, etc., decision of Executive Engineer is final.

The Furnished E.M.D. will be released only after successful execution of the Tender Agreement by the successful Tenderer or bid validity days from the date of submission of Tender whichever is earlier.

The successful tenderer shall maintain the work during the defect liability period of 1 year from the date of completion of the work.

All other conditions and requirements has to be fulfilled as per the KW Standard Bid Document.

It is to be noted that any false documentation found to be uploaded, action may attract punitive measures such as Blacklisting, Cancellation of Registration etc.

The GST will be paid separately to the Contractors as per the Guidelines of the Government.

The work shall be inspected by the Third Party and the bill shall be admitted only after the satisfactory quality reports from the Third Party.

All safety precautions, warnings, signs, deployment of security guards have to be ensured so that no untoward incident happens on account of negligence or any project activity.

All materials required for the work, shall be procured by the tenderer himself and should be got tested by the Department quality control authorities at his own cost before use for the work. If employer wishes to engage third party inspecting agency for the said work, apart from the quality control authorities, then the contractor should cooperate with the third party for test

In the case of death of the contractor after executing the agreement/ commencement of the work, his legal heir, if is an eligible registered contractor and is willing, can execute and complete the work at the accepted tender rates in the same terms and conditions of the contractor of the work

Corrigendum/Modifications/Corrections if any will be published in the KPPP website only.

The work should be executed as per the KTPP Act.

3.6Tenderers who meet the above specified minimum qualifying criteria, will only be qualified, if their available tender capacity is more than the total tender value. The available tender capacity will be calculated as under: Assessed available tender capacity ( AxNx1.5 B ) A Maximum value of civil engineering works executed in any one year during the last five years (Updated 2026-27 price level ) taking into account the completed as well as works in progress N Number of years prescribed for completion of the works for which Tenders are invited 11/12years. B Value, price level, of existing commitments and on-going works to be completed during the next. 11/12 years from the probable date of award of this contract.

Tenderers who meet the above specified minimum qualifying criteria, will only be qualified, if their available tender capacity is more than the total tender value. The available tender capacity will be calculated as under: Assessed available tendercapacity is equal to AxNx1.5 - B where A is equal to Maximum value of civil engineering works executed in any one year during the last five years updated to 2026-27 price level taking into accountthe completed as well as works in progress N is equal to Number of years prescribed for completion of the works for which tenders are invited is equal to 0.916 Year B is equal to Value, at 2026-27 price level of existing commitments and on-going works to be completed during the next 0.916 Year form the probable date of Award of this contract

Technical Criteria

General

Minimum financial turnover (civil engineering construction works) not less than two times the annual payments from this contract (Rs. xxxxx Lakhs)

Satisfactoriy completed (atleast 90%) as prime contractor at-least one such similar work of value not less than Rs. xxxxxxx (80% of estimated cost of tender)

Executed in any one year the following minimum quantities of work (Cement Concrete - xxxx cum, Earthwork - xxxx cum, etc) (80% of peak rate of construction)

Tenderer or his identified Sub Contractor should possess valid Electrical License for executing building electrificatio works and should have executed similar electrical works totallng Rs. xxxxxx (not less than 50% of electrical works) n any one year

Tenderer or his identified Sub Contractor should possess valid license for executing water supply / sanitary engineering works and should have executed similar works totallng Rs. xxxxxx (not less than 50% of electrical works) n any one year

Owning the following key and critical equipment for this work (xxxx, xxxx, xxxx)

Liquid assets and /or availability of credit facilities of no less than Rs. xxxxxx Lakhs (estimated cash flow for 3 months of peak construction period)

The Tenderer shall obtain the work done certificate in the prescribed form from the competent authority not below the rank of Executive Engineer (District Level Officer) and scan the Original Certificate and attach the scanned file to the Bid.
