ANNUAL MAINTENANCE CONTRACT ALONG WITH MUST CHANGE SPARES & CONDITIONAL SPARES FOR POWER PACK SYSTEM (TRANSMISSION SYSTEM) OF HS- SPART AVAILABLE AT MADURAI FOR A PERIOD OF 3 YEARS WITH OEM

This is a "Service contract". Waivel of Tender document cost and exemption from paying Earnest money deposit for the MSEs registered for that service tendered with the bodies approved by Ministry of MSME is applicable as per Railway Board's letter No.2016/CE-I/CT/3/MSME dated 29.08.2016 & as per clause No 3.1 of GCC for services, January 2018.

Only the OEM/ Authorized agency of OEM is eligible to participate in this tender. The tenderer shall upload the documentary evidence in support of OEM / Authorized agency to carry out the tendered work.

Payment of Tender Document Cost (TDC): All the tenderers/Contractors have to deposit Tender document cost through online modes as permitted in IREPS application.

The rates quoted should be inclusive of all cost of labourers, supervision, tools & transportation, incidental charges and all taxes including GST as applicable.

Please enter the percentage of local content in the material being offered. Please enter 0 for fully imported items, and 100 for fully indigenous items. The definition and calculation of local content shall be in accordance with the Make in India policy as incorporated in the tender conditions.

The tenderer shall thoroughly go through the entire tender documents and strictly adhere to the instructions and directions given therein.

The Tenderers are advised to visit the site of work in their own interest and acquaint themselves with the site conditions and expected quantum o f work and assess all the site specific difficulties to be experienced while executing the same and the rate shall be arrived duly considering all the facts above and quoted in the tender. Any representation at a later date specifying the site difficulties shall not be considered.

All terms and conditions in the tender documents are binding on the Tenderers

The successful tenderer who is liable to be registered under CGST/IGST/UTGST/SGST Act shall submit GSTIN along with other details required under CGST/IGST/UTGST/SGST Act to railway immediately after the award of contract, without which no payment shall be released to the contractor. The contractor shall be responsible for deposition of applicable GST to the concerned authority.

Special Conditions of Contract mandatory updation of labour data on Railway's shramikkalyan portal by contractor: Vide Railway Board's letter No.2018/CEI/CT/4 dt.17.10.2018, In order to increase transparency in payment of contract labour wages and other payments, a web based e-application has been developed and hosted on website www.shramikkalyan.indianrailways.gov.in,the contractor is required to upload details of their LOAs, engaged workmen, wage payment details, PF/ESI details, bonus details etc. on monthly basis.

As per Railway Board letter No. D.O. No.2018/Trans.Cell/Mech/Contractual Staff dt-02.08.2018 & GCC for Services, Jan 2018 (Clause no 6.17) ,It is mandatory to cover Contractual workers engaged in Labour intensive contracts under the following insurance schemes launched by Hon'ble Prime Minister namely (1) Pradhan Mantri Suraksha Beema Yojana (PMSBY), and (2) Pradhan Mantri Jeevan Jyoti Beema Yojana (PMJJBY).

The contractor shall obtain license under contract labour (Regulation and Abolition) Act, 1971 and abide by the provisions there under, and other labour laws applicable to the labourers employed by him.

If the tenderer withdraw the bid within bid validity period or if awarded the tender and on being called upon to submit the Performance Guarantee/Performance security fail to submit the same within the stipulated time period mentioned in the tender documents or on being called upon to sign the contract agreement fail to sign the same within stipulated period mentioned in tender documents, the bidder shall be banned from submission of bids in any Works/Service Tender issued by Indian Railways for a period of 12 months from the date of such banning done on e-platform IREPS.

Bid Security shall be deposited either in cash through e-payment gateway or e-BG or submitted as Bank Guarantee bond from a scheduled bank of India or as mentioned in tender documents subject to exemptions provided under para5(1) (a) of Part-1 (ITT) of GCC.

Railway reserves the right to accept or reject any or all the tenders and to award the work in whole or in part without assigning any reason.

If the Tenderer(s) deliberately give(s) wrong information/ or create incorrect documents in his/their offer or create circumstances for the acceptance of his/their offer, the Railway reserves the right to reject such offer at any stage
