Installation of 2000 tpd New Oxygen Plant on BOO basis in Bhilai Steel Plant..

• Bidder or its Principal Share Holder / Parent Company / Joint Venture Company Partner / Special Purpose Vehicle (SPV) Partner / Collaborator / Licensor should have designed, supplied, and commissioned at least one cryogenic oxygen plant of minimum 700 tpd Oxygen production capacity in last 15 years as on the date of issue of NIT and the plant must be in operation on the date of issue of NIT. Copies of following documents shall be submitted by the bidder in support of the above: i) In case plant is installed by bidder on his own, bidder shall submit documents like factory license OR Statutory clearance OR permission from Govt. Authorities in respect of aforesaid plant. ii) In case plant has been installed for a customer, Bidder shall submit documents/ credentials like copies of a. Work order/ any other letter of award of work/ Contract document/ Purchase order issued by the client. b. Commissioning certificate/ performance certificate/ completion certificate/ final acceptance certificate/ any other document issued by the client showing evidence of the completion of the job. iii) The Bidder shall submit letter certifying that the aforesaid plant is under operation as on the date of issue of NIT duly certified by the owner of the plant or principal purchaser (in case of BOO plant) mentioning that plant is producing at average annual rated capacity basis (700 tpd and above). iv) The Technical capabilities of the Principal Share Holder/ Group Companies/ Parent Company/ Licensor of the Bidder /partners of JVC/ Partners of SPV/ Collaborator will be considered for technical evaluation of the above criteria provided a Letter of Undertaking from the Principal Share Holder / Parent Company / Joint Venture Company Partner/ Special Purpose Vehicle (SPV) Partner/ Collaborator/ Licensor confirming compliance as stipulated in respective clause of Section-II of ITT shall be submitted by the Bidder in their bid duly signed.

• The Bidder should have the experience of cryogenic based Oxygen Plant Operation for at least 18 months in any one location. Copy of work order/ contract agreement in support thereof shall be submitted by the Bidder.

• Consortium bidding is not allowed.

• The average annual financial turnover of the bidder during any three financial years out of last three financial years ending March 2025 shall be at least Rs. 200 cr. (Rupees Two Hundred crore only). The bidder shall submit audited annual financial reports in support of the above. Net worth of the bidder should be positive in the preceding financial year, as per the Audited annual accounts. Financial Year means, the accounting year accepted by the prevailing law of respective Country. Documents submitted in support of financial eligibility wherever certified by the CA members of ICAI (The Institute of Chartered Accounts of India) from 01.07.19 onwards, shall contain the Unique Document Identification Number (UDIN). Bidder should submit self‐declaration in the prescribed format (Annexure‐7 of ITB of section II of SBD) that No Corporate Insolvency Resolution/Liquidation Process have commenced against them under National Company Law Tribunal (NCLT). In compliance to ‘Restriction under Rule 144 (xi) in the General Finance Rules (GFRs) 2017’ of Govt. of India (regarding Country of Bidder sharing a land border with India), the Bidders shall submit certificate/undertaking regarding guidelines given at Annexure-XII.
