   Railway reserves the right to procure full or bulk quantity from the bidders who are having credentials of supplying at least 20 % of tendered quantity of the same or similar items in last three years to any zonal railways or production units. Tenderer other than manufacturer has to submit Tender specific valid authorization certificate from the OEM. If Tenderer with past performance of satisfactory execution of contracts to any of the Zonal Railways/PUs for supply of the same /similar items for a quantity of 20% or more of tendered quantity against a single contract during the period of last three financial years and current financial year up to tender opening date, then the offer may be considered as responsive to ECoR requirements for placement of bulk/ regular orders for a minimum 80% of the net procurable quantity. If such past performance level is not up to 20% of the tendered quantity, then the offer may be considered as responsive to ECoR requirements for placement of developmental order for a maximum of 20% of the net procurable quantity. Tenderers are required to submit document showing past performance such as copies of R/Notes/ CRN / CRAC of same/ similar items along with their offer for evaluation of offers; failing which offer will be summarily rejected without making any back reference.
