Special Eligibility Criteria

   (1a) BULK ORDER: Bulk Order (Bulk Order is defined as minimum 80% of net procurable quantity in a tender) shall be ordered on established sources having proven past supply performance as define below. For placement of bulk quantity order, the manufacturer firm must have successfully supplied minimum 20 % of the tendered quantity of the tendered item/ Description/Specification/Drawing in a single purchase order or contract of Zonal Railways/ PUs/CORE during the period of three previous completed financial year and current financial year up to date of tender Closing. Successful supply shall mean acceptance of supply by consignee. (1c) DEVELOPMENTAL ORDER ON THE BASIS OF OTHER CREDENTIALS: The tenderer who have no past performance as above may also be considered for such developmental order not exceeding 20% of the net procurable quantity), but for consideration of such offers, Tenderers must be able to demonstrate their Capacity-cum-Capability to manufacture the tendered item. For this, tenderer must submit the details of M&P, testing facility, QAP and ISO 9000 / 14000 / 18000 certificates if available, technical manpower available with them registration with other Government agencies or PSUs etc. or any other details as may be warranted as per the technical specification and drawing. Tenderers are to note that non submission of the documents to establish their eligibility for (1a) or (1b) or (1c) shall be taken as they are not having any such documents. Their offer shall be considered based on whatever documents are submitted by them with the offer and no back reference in this regard will be made to them.

    PLASTIC WASTE MANAGEMENT RULE 2016 :- It is certified that for execution of this contract, the plastic packaging material or commodities which are made out of Compostable Plastic or Biodegradable Plastic shall be purchased form firms having certification by CPCB for manufacture or sale of plastic packaging or commodities made from Compostable Plastic or Biodegradable Plastic as per rule 4 (4) of Plastic Waste management rule 2016. It is also certified that we shall also not use any other category of plastic, such as Bio compostable or Oxo- degradable or Oxo-biodegradable or the like, which are not recognized under Plastic Waste Management Rule 2016 with all amendments."     Conditions for Annual Maintenance after expiry of Warranty period of the equipment:A contract will be concluded by homing shed where the locomotives installed with IGBT BASED 3-PHASE DRIVE PROPULSION EQUIPMENT will be homed. Execution of contract for maintenance of the equipment will be monitored by concerned homing shed Authority. Rate of maintenance of equipment is already mentioned in this tender.

    CONTRACT PERFORMANCE GUARANTEE FOR AMC:The contactor shall submit to concerned homing shed performance Guarantee for amount equivalent to 5% of contract agreement for (MX12+2) months where M is the no. of months for which contract agreement is to be signed. This Performance Guarantee shall be in the form of Bank Guarantee. The user Railway may forfeit the BG in case of the failure of the %uE046rm in execution of the contractor in the event of breach of any terms and conditions of contract by the contractor. Reference as per AMC para 15.0.

    The bidders/ tenderers have to quote the rates for Capital cost of IGBT BASED 3PHASE DRIVE PROPULSION EQUIPMENT i.e. supply, installation, testing and commissioning of IGBT BASED 3-PHASE DRIVE PROPULSION EQUIPMENT system. During the maintenance period after completion of warranty period, the Contractor shall be paid for its Maintenance obligations@ 2.5%(Two point%uE046ve percent) of the total Capital cost of IGBT BASED 3-PHASE DRIVE PROPULSION prede%uE046ned cost of AMC equipment pertaining to the %uE049eet in holding with Authority per annum, from the date of completion of Warranty Period till completion of Maintenance (i.e. 03 years after expiry of normal warranty period).

    Formula for Price adjustment for Maintenance Price (WPI): Lump sum payment for Maintenance shall be adjusted every quarter for changes in rates and prices of various inputs in accordance with the formula given below: V=Px(Wi-W0)/W0 Where V=Increase or decrease in the quarterly lump sum payment p=quarterly lump sum payment due to the Contractor after adjusting any reduction in payment for non compliance of the Maintenance Requirements. W0 = The wholesale price index (all commodities) for the month of the tender opening date as Base date' Wi = The wholesale price index (all commodities) for the %uE046rst day of the quarter under consideration determining the price adjustment."

   Inspection:For Regular Orders: Inspection by TPI agency at firm's premises. For Developmental Order: Capacity-cum- capability assessment followed by prototype approval by RDSO/CLW/BLW, if not done earlier for the tendered item.

   INSPECTION OF BOUGHT OUTS & CRITICAL RAW MATERIALS: 1) Inspecting Engineer of Inspecting Agency shall ensure that all the documents,i.e. Tax Invoice (priced or un-priced), Import documents (if any), Test certificates/WTC, Delivery Challan etc. of all the bought outs & Test certificates of critical raw materials,submitted by Principal firm or Sub vendor at the time of inspection are original and relate to each other in all respects as per requirement of the purchase order to ensure that the Bought Outs & critical raw materials have been genuinely procured from approved sources or as per PO. A copy of all such documents shall be uploaded & provided by the Inspecting Engineer along with the Inspection Certificate to WCR along with complete traceability records like Sr. No. Make etc. Inspection certificate issued without these documents will be considered as incomplete Inspection Certificate. 2) Firm should provide all the above stated documents as required by the Inspecting Engineer of Inspecting Agency for verification and uploading by the inspecting Engineer along with the Inspection Certificate. Bills of the firm will not be passed with incomplete Inspection Certificate issued without these documents.
