Eligibility Criteria

For the purpose of this contract, unless the context otherwise requires, a)Department or Employer shall mean IIIT Dharwad or the authority inviting the tender, b)Engineer in Charge EIC shall mean the officer appointed by the Department to supervise, inspect, and certify the work, c) Contractor shall mean the individual, firm, or company whose tender has been accepted and includes legal representatives, successors, and permitted assigns, and d Work shall mean execution of Structural work, Flooring, Finishing or painting and allied works as specified in the Schedule of Quantities, drawings if any, specifications, GCC, SCC, and TCC.

The scope of work includes providing and fixing structural steel girders, purlins, and other necessary supporting members duly anchored to the existing RCC beams using suitable anchoring systems. Over the structural members, galvanized deck profile sheets shall be provided and fixed followed by laying of reinforcement and casting of RCC slab to form a new floor. Upon completion of the slab, providing and fixing of vitrified tile flooring over the newly created floor area shall be carried out to match the existing dining area. The work also includes dismantling of existing structures such as walls and other components comprising masonry, cement concrete, woodwork and steelwork wherever required for execution of the proposed modification works. Further, the scope includes supplying, laying and fixing of necessary electrical wiring, fixtures and fittings to provide electrical supply for the newly created dining space. All materials, labour, tools, equipment, transportation, scaffolding and other incidental works required for successful completion of the work shall be included in the scope.

Bidders shall ensure upload of relevant document certifying his/her status as Scheduled Caste/ Scheduled Tribe/other reserved category as prescribed in the tender document.

It shall be the responsibility of the Bidder to ensure credit of Tender Processing Fee and EMD into the respective receiving bank accounts of e-Procurement on or before the last date and time of bid submission.

EMD Payments through e-Payment mode shall be made as one single transaction and payments made in part are liable for rejection.

The bidder shall submit Earnest Money Deposit EMD equal to two percent 2% of the estimated cost of work in the form specified in the Notice Inviting Tender. The EMD of unsuccessful bidders shall be refunded without interest after finalization of the tender. The EMD of the successful bidder shall be retained until submission of the Security Deposit.

The successful contractor shall furnish Security Deposit equal to five percent 5% of the tender awarded value. The Security Deposit shall be refunded after satisfactory completion of work and expiry of the Defect Liability Period of 01 years subject to clearance of all dues.

The successful Contractor shall furnish Performance Security equal to five percent 5% of the tender awarded value within the period specified in the Letter of Acceptance or Work Order. The Performance Security shall be submitted in the form of Bank Guarantee or Demand Draft or Fixed Deposit Receipt from a nationalized or scheduled bank valid up to completion of the work unless otherwise specified in the tender documents. The Performance Security shall be forfeited wholly or partly in case of failure of the Contractor to fulfill contractual obligations non completion of work breach of contract conditions or abandonment of work. The Performance Security shall be released after satisfactory completion of the work subject to clearance of all dues and liabilities to the Department.

The contractor shall commence the work within the period stipulated in the work order and shall maintain required progress to ensure timely completion. The contractor shall deploy adequate manpower and resources so that the work is completed within the stipulated time.

Extension of time may be granted by the competent authority if delay is due to reasons beyond the contractors control. Such extension shall not entitle the contractor to any extra payment or compensation.

If the contractor fails to complete the work within the stipulated time compensation for delay shall be levied as per KPWD norms subject to the maximum limit specified in the tender documents.

All materials shall be of approved make and quality and shall conform to KPWD specifications and relevant IS standards. The Engineer in Charge shall have the authority to reject any materials or workmanship not meeting the specified standards and the contractor shall replace the same at no extra cost.

The Engineer in Charge or his authorized representative shall inspect the work at all stages. Any defects noticed during inspection or after completion shall be rectified by the contractor promptly and at his own cost.

Measurements shall be taken jointly by the contractor and the Engineer in Charge or his representative. Payments shall be made based on actual quantities of work executed and measured subject to deductions as per contract provisions. The payment will be made after full completion of the work.

The contractor shall strictly comply with all applicable labour laws safety regulations and statutory requirements. The Department shall not be responsible for any accident injury or damage arising during execution of the work.

The Engineer in Charge shall have the right to terminate the contract in whole or in part in case of default slow progress or abandonment of work without prejudice to any other rights of the Institute.

The bidder or contractor shall compulsorily visit and inspect the site of work before submitting the quotation or tender to familiarize himself with the site conditions accessibility working space levels existing structures and other constraints that may affect execution of the work. The bidder shall be deemed to have fully satisfied himself regarding all aspects of the site conditions and the nature of the work involved. No extra claim whatsoever shall be entertained at a later stage on the grounds of lack of knowledge of site conditions or difficulties in execution.

Technical Criteria

Past Experience

The bidder shall have at least Six 6 years experience in execution of construction works or fabrication including steel structures RCC and flooring works. The bidder shall have a registered office in India or Karnataka and shall have executed construction works within the State of Karnataka. Document Copy of firm registration or incorporation certificate and work experience details.

Work Done Certificate

The bidder shall have successfully executed similar fabrication works or construction works of the following value during the last three financial years 2022 23 2023 24 and 2024 2025 in Government or PSU or Autonomous Bodies or Educational Institutions. One similar work costing not less than 15.00 Lakhs or two similar works each costing not less than 7.50 Lakhs or three similar works each costing not less than 5.00 Lakhs. Similar works mean building works or fabrication works which include steel structures RCC and flooring works etc.

The bidder shall not have been blacklisted or debarred by any Government or PSU or Autonomous Organization in India.

Others -- non-blacklisted certficate

The bidder shall be registered with statutory authorities such as GST and Income Tax. Document Copies of GST Registration PAN and bank details of the firm and PWD registration certificate with validity details.
