Eligibility Criteria

Tenderers should not be associated, or have been associated in the past, directly or indirectly, with a firm or any of its affiliates which have been engaged by the Purchaser to provide consulting services for the preparation of the design, specifications, and other documents to be used for the procurement of the goods to be purchased under this Invitation of Tenders.

Bidders shall not be under a declaration of ineligibility for corrupt and fraudulent practices issued by Government of Karnataka

It shall be the responsibility of the Bidder to ensure credit of Tender Processing Fee and EMD into the respective receiving bank accounts of e-Procurement on or before the last date and time of bid submission.

EMD Payments through e-Payment mode shall be made as one single transaction and payments made in part are liable for rejection.

The bidder is required to ensure browser compatibility of the computer well in advance to the last date and time for receipt of tenders. Bangalore University shall not be responsible for non-accessibility of Karnataka Public Procurement portal due to internet connectivity issues and technical glitches at bidders end

Tenders from Joint ventures are not acceptable. Conditional tenders will not be accepted

The tenderer shall bear all costs associated with the preparation and submission of his tender, and Bangalore University will in no case be responsible and liable for those costs. The cost of the Tender Processing shall not be refundable

Bangalore University is not responsible for any delay in accessing Karnataka public Procurement Portal

The EMD & Tender processing fee shall be paid through Karnataka public procurement portal only as per the e-procurement rules

EMD should be paid as specified in the tender document available in Karnataka public procurement portal and if the EMD is not paid the tender will be rejected

The Tenderers need to register with Karnataka public procurement portal and to obtain user ID and Password for participating in the Tender process

Bangalore University reserves the rights to Accept or Reject any or all the tenders without assigning any reasons

No subsequent correspondence regarding price quoted will be entertained

Bidders should abide by other terms & conditions as prescribed in relevant KTPP standard tender document and KTPP Rules and KTPP Act

Bidder should abide by all the terms and conditions as per tender document

Tender received without adequate details will be rejected

It is suggested that all the Files to be uploaded along with technical bid should be made using the minimum readable appropriate resolution

For availing exemption for payment of EMD: The tenderers should be registered with National Small Industries Development Corporation Ltd. (NSIC) under a single point vendor registration. They should upload Government Purchase Enlistment Certificate from NSIC which will be verified online in the e-procurement portal. The exemption and relaxation in EMD is subject to the validity & acceptance of their registration certificate on the date of opening of tender. Only Udyam Registration Certificate will not be accepted for EMD exemption

Only Manufacturer/ Authorized distributor/ Sole distributor/ Dealers are eligible for submitting tenders

The technical offer should not contain the Price Information.

Technical Criteria

Past Experience

The bidder should have supplied housekeeping materials similar to the type as specified in the Schedule of Requirements, and the total value of such works should not be less than Rs. 10 Lakh in any one of the last three years to any Government/Quasi Government/Autonomous Institutions / organizations. However, it will be 40% with respect to Micro & Small Enterprise in any one of the last two years

Others -- Previous Supply Orders alongwith respective satisfactory work completion certificate issued by previous customers must be enclosed

The tenderer should have supplied the housekeeping materials similar to the type specified in the Schedule of Requirements in bulk to any Government/Quasi Government/Autonomous Institutions / organizations during the last three financial years. The tenderer should furnish the information on all past supplies executed along with satisfactory performance during the last three years, in proforma mentioned under Section XII

Others -- Section XII Format alongwith Supply Orders as well as Satisfactory performance report from previous customers must be enclosed

Capabilities of Vendor

The Tenderer shall be either proprietorship or partnership firm or a company registered under the companies Act 1956 or a registered society (Relevant Company Registration Certificate issued by the competent authority may be furnished).

GST Registration Certificate copy along with copies of last three months GST returns filed shall be enclosed

Documents to prove that the bidder is either Manufacturer/ Authorized distributor/ Sole distributor/ Dealers to be furnished

The Bidder should not be blacklisted by the Government of Karnataka or any of its department/agency or by Central / any other State/UT Government or its department/ agency

Financial Status

The Average Annual Turnover of the Tenderer should not be less than Rs. 25 Lakhs (Rupees Twenty five Lakhs only) for the last three preceding Financial years (i.e. Financial Year 2025-2026, 2024-2025 and 2023- 2024). This will be 50% with respect to Micro & Small Enterprises for the last two preceding financial years

Others -- Annual Turnover Certificate of last three years duly Certified by Registered Chartered Accountant to be furnished

Income Tax Returns for the last 3 years i.e. Financial Year 2025-2026, 2024-2025 and 2023- 2024)
