Special Eligibility Criteria

   1.1 Eligibility criteria as stated in "Policy on Domestic Rail Plants for Symmetrical Rails of Different Grades" No. CT/Policy/01 (24.01.2022) issued by RDSO will be applicable for placement of order and shall be as under: a) New Rail Plant (i) Vendor of a domestic rail plant which is not yet approved for any of rail grades by RDSO will be governed by the "POLICY ON DOMESTIC RAIL PLANTS FOR SYMMETRICAL RAILS OF DIFFERENT GRADES" No. CT/Policy/01 (24.01.2022) issued by RDSO and may be considered for developmental order. b) Existing Rail Plant. (ii) Approved vendor as per clause 2.A.b.iv of the Policy, as mentioned in 1.1 above, will be eligible for full quantity of the Tender as regular order. (iii)Provisionally approved Vendor as per clause 2.A.b.iii of the Policy, as mentioned in 1.1 above, will be eligible for full quantity of the Tender as regular order, however field performance of the initial supply would be monitored. In case of adverse performance observed, the order will be cancelled, and contract will stand terminated. 1.2 If foreign manufacturers establish the rail manufacturing plant in India or ties up with some Indian manufacturers through JV, will be eligible and will be governed by clause 2.A.a.ii of the Policy as mentioned in 1.1 above for placement of development order.

   Please enter the percentage of local content in the material being offered. Please enter 0 for fully imported items, and 100 for fully indigenous items. The definition and calculation of local content shall be in accordance with the Make in India policy as incorporated in the tender conditions.

   In terms of Instructions to Tenderers for Procurement of Goods regarding Restrictions on procurement from a bidders of a country which shares a land border with India, I, hereby confirm that I have read the clause regarding restrictions on procurement from a bidder of a country which shares a land border with India and I certify that I am not from such a country.

   No Exemption for EMD will be given to firms except to those firms as mentioned in the Instruction to tenderers for Procurement of Goods. If the firms, other than those exempted, fail to submit EMD along with the offer, their offer will be summarily rejected.

   The tenderers in their bids shall indicate the details of their jurisdictional assessing officers (Designation, address & email ID). Also tenderers are required to furnish the correct HSN code for the offered item along with their bid. In case of a contract award, a copy of Purchase Order shall be immediately forwarded by Purchaser to the GST Jurisdictional assessing officer mentioned in Tenderer's bid.

   As stipulated at para 2.5 of instruction to tenderers for procurement of Goods, the benefit will be given to all eligible MSEs, irrespective of relevance of product category.

7. 6.1

   In respect of eligible quantity to MSE vendors in terms of stipulations made at clause 2.5.1 of "INSTRUCTIONS TO TENDERERS FOR PROCUREMENT OF GOODS", if the quantity as per eligible percentage works out in fraction, the respective MSE vendor will be considered eligible for the quantity rounded off to next whole number.

   Pre-Contract Integrity Pact: Pre Contract Integrity Pact has already been uploaded duly signed by purchaser. The same should be filled and signed by the tenderer and must be attached along with offer.
