PIPELINE LAYING / INSTALLATION (CARBON STEEL PIPES)
PIPELINE LAYING / INSTALLATION Laying/ installation of coated line pipe, associated fittings and accessories, etc. as per specifications, drawings, other provisions of Contract and instructions of Engineer-in-Charge, including but not limited to carrying out the following: "Receiving and taking-over", handling, loading, transportation and unloading of Owner supplied coated and bare line pipes and other Free Issue Materials from designated GAIL stock-yard to contractor storage yard/Work site including stringing on the pipeline Right-of-Use (ROU) / working corridor, Arrangement of all additional land required for Contractor's storage, Performing the additional survey wherein survey data is not sufficient in the opinion of Contractor, arrangement of working RoU/working corridor if RoU/working corridor width is not sufficient for equipment/ vehicle movement etc., access for construction (other than Owner provided ROU/working corridor; Developing necessary access way to the worksite, including earth filling, levelling, etc.; supply of all materials (except Owner supplied materials), consumables, equipment, labour, etc.; fabrication, Staking and installation of construction markers, clearing, grubbing, grading (as required) of Right of Use /working corridor,Cutting/ uprooting of shrubs, plants, vegetation within ROU/working corridor; Counting the number and type of trees cut in presence of DFO/concerned authorities and keeping record thereof; shifting of all obstruction within the ROU /working corridor/ pipeline route alignment viz., foreign pipeline etc.; coordination with concerned authorities. Trenching to all depths and to a width to accommodate the pipeline with optical fiber cable (inside HDPE Duct) by excavation in all types of soil including boulders, pebbles, cobbles etc. except hard rock, NH (including service road)/SH (including service road)/RCC road (including service road) (in case of hard rock and NH/SH/RCC road, additional payment for hard rock breaking, NH/SH/RCC road cutting will be paid as per separate SOR line item), Cutting of National highway /State Highway / Asphalt / Bituminous / Concrete / Metal / Red stone roads / Pavement / Pavor block / Tiled / Bricklined etc (payment for restoartion of Asphalt / Bituminous / Concrete / Metal / Red stone roads / Pavement / Pavor block / Tiled / Bricklined will be paid as per separate SOR line item ), including additional trenching for seismic and other areas as specified,( Rate for laying of optical fibre cable and HDPE Duct not be included here and same to be quoted against separate SOR item); Carrying out repairs of pipe and coating defects not attributable to Owner; Thorough internal cleaning of all pipes by suitable methods to remove debris, shots, grits etc.; Stringing of line pipes along ROU/working corridor including providing sand bags, soft padding/sand padding; Aligning, cold field bending, cutting and beveling (as required) of pipes for welding and field adjustments, NDT of re-beveled area, welding, carrying out destructive & non- destructive testing of welds required as per approved NDT specifications (including radiography) and providing all requisite equipment, labour, supervision, materials, films, consumables etc.; Taking DGPS coordinates of each weld joint (including tie in joints) and including the same in field inspection report. The coordinate must have X,Y,Z (ground level) along with depth of cover.carrying out repairs of weld joints as required, carrying out re- radiography and other non-destructive tests on repaired joints, etc.; Installation of carrier pipe including concrete coated pipes (wherever required),
(Concrete Coating on pipes, covered separately) at all crossings including roads/ canals/ nala/ water crossings etc. (supply and installation of casing pipe by open cut or by Jacking/ boaring method covered separately) including pre-testing as required; Carrying out installation of carrier pipe in the casing pipe at cased crossings; Coating of all field weld joints, long radius bends (fabrication of Cold field bends covered here and fabrication of 6D bends by induction heating covered separately), buried fittings etc.; Supply & Installation of warning tape along the entire length of Pipeline including Crossing. Lowering the pipelines in trench, providing required padding over and around the pipeline with sand/graded material (in rocky areas), backfilling with available approved excavated material and/or other suitable soil ( supply and providing of soft soil for pre & post padding in Rocky area); Supply and installation of slope breaker as per specifications and drawings in steep slope areas, wherever required; Carrying out hydrostatic testing including air cleaning, flushing, filling, gauging, pressurization of complete pipeline in various test sections as approved by Engineer-In-Charge to the specified test pressure, providing all equipment, pumps, fittings, instruments, dead weight tester, all types of pigs etc., and services, supervision, labour, consumables, arranging water required for hydrostatic testing including supply of corrosion inhibitor, air, etc. as required, locating of leaks and rectification of defects attributable to Contractor, re-testing after rectification, successful completion of hydro-testing of pipeline (De-watering covered else where in the SOR); including all tie-in(s) with the pipeline/ piping installed by others including cutting of test header, re- beveling as required; Carrying out all temporary, ancillary, auxiliary works and all incidental works required to make the pipeline ready for pre- commissioning; Carrying out EGP for the entire stretch of completed pipeline, Repair of defects recorded during EGP/gauge plate run or otherwise including cutting, beveling, welding, NDT, field joint coating etc.; as applicable, Final clean-up and restoration of right of use including obtaining NOC from respective statutory authorities as required and disposal of debris and returning all surplus material to designated disposal areas/storage yard, as directed by Engineer-In-Charge; Restoration of land, facilities and boundary wall etc. at associated facilities dismantled/damaged by the Contractor during construction; Obtaining work permits/ NOC from various statutory authorities having jurisdiction and complying with all stipulation/conditions/recommendation of the said authorities; Preparation of as-built drawings, pipe-book and other records. SOR shall be read in conjunction with Project drawings, scope of work, specifications, standards and other provisions of contract document. The work includes the Survey data & site preparation, Stringing/Chainges in direction, Beveling of pipe element, Welding Procedure Qualification & Welders Qualification, Welding of pipe element, Inspection & testing of production welds, Field joint coating, controlled blasting, chiseling, etc., Material hand over & material handling, Lowering-in & ballasting, All crossings except HDD as mentioned in Crossing List (including installation of carrier pipe inside the Casing at cased crossing) , Backfilling (for all depths in all types of soil, soft /hard rock) , including trench padding with sand, graded earth in rocky areas & rock shield( if required as per specs) reinstatement (restoration) and preparation of As-built Alignment & Crossing drawings.
All above works shall be executed in accordance with scope of work, GTS, PTS, Drawings and other provisions of contract document and instructions of Owner/Owner's representative, including but not limited to carrying out the above works. 1. Supply and Installation of OFC and HDPE Ducts along the entire pipeline route, adjacent to the new pipeline, along with all required accessories, fittings and associated items, is covered separately in the SOR. 2. Supply and installation of all blind flange, end cap and other fittings/accessories etc. for hydrotesing test headar also covered in the SOR. 3. Hydrotesting test header drawings submitted by the contractor in construction job process prior to fabriction / Construction for approval of PMC. 4. A considerable section of the pipeline is falling paralled to NHAI / SH in the ROU of NHAI / SH for which width of trench shall vary between 1-1.5 metre. Contractor to sufficiently liasion with NHAI / SH authority to work in those stretches without any cost and time impact to Owner 5. Excavated earth for portions of mainline laid parallel to NHAI / SH should be disposed or heaped at sufficient leads as per directions of the authority / EIC without any extra cost and time to owner 6. All undergound utilities to be assessed using GPRS Survey / Roadometer prior to excavation so that no damage is occured during the excavation process. If any undergound utility is damaged due to excvation or any other activity , same is to be restored by the Bidder without any cost and time implication to Owner / Owner's representative. 7. Pre tender site visit mandatory for the Bidder.

Additional works over and above item no. Repair of Defects in Pipe Coating (Attributable to OWNER)
Repair of Line Pipe Coating: Supply of all coating repair materials as per the requirements of the relevant specifications, supply of all consumables, utilities, equipment, and all manpower required, pipe cleaning and surface preparation, repairing of coating defects (resulting in holiday in coating) and testing including all handling, transportation, etc. for line pipes, performing all works necessary for the completion of the works strictly in accordance with the relevant specifications and instructions of OWNER. This shall be applicable while taking over the line pipe from GAIL Stockyard and directions of Engineer-in-Charge (EIC).

Note: (1) This rate is applicable for any number of repairs required in the section for manufacturing defects in Owner supplied material only. (2) Leak detection, its rectification and successfully re-hydrotesting shall be carried out as per approved procedure by Contractor with a view that completion of all activity for successful hydrotesting is not inordinalely extended which will hamper the overall project schedule.
IDLE TIME PRESERVATION OF PIPELINE Preservation of complete pipeline and associated facilities and its maintenance including supply of all consumables, all equipment, man- power, etc., complete as per the requirements of specifications, scope of work, standards, other provisions of Contract document and instructions of Engineer-in- Charge. By filling and pressurizing with nitrogen including supply and maintenance of nitrogen as per following details:

OVERALL COMMISSIONING OF ENTIRE PIPELINE SYSTEM Overall commissioning including system checks, inertisation (as required) and charging of entire pipeline system, including all stations and all associated facilities including notifying the Company that the pipeline system is ready for commissioning; Review of status jointly with the Company and obtaining final clearance for start of commissioning; Development and submission of commissioning procedures, obtaining Company approval thereupon, carrying out overall commissioning of the total pipeline system including all facilities and all necessary coordination/ liaison with other Contractor(s) operations; Carrying out commissioning; Supply of all equipment like Nitrogen vapourisers (as required), along with all piping and instruments, temporary venting/ flaring/draining facilities as applicable, man-power, consumables including pigs and required quantity of Nitrogen (as required); Performing all associated works, complete as per the relevant specifications, Drawings, scope of work, PTS- Construction of Natural Gas Pipelines, GTS, standards, other provisions of Contract document and instructions of Engineer-in-Charge.

LR BENDS :
Fabrication and manufacturing of 6D bends / LR (Induction) bends as per the relevant standard & Specification attached with the tender document from free issue linepipes (mother pipe) issued by Owner, including but not limited to the following: "Receiving and taking over of free issue linepipes" from designated GAIL Store Yard location, carrying out inspection of line pipe at the time of receiving and taking over in the presence of Company representative, carrying out repair of pipe defects attributable to the Contractor after taking over Note:- 1. Rate for repairing of defects in linepipes identified and recorded at the time of receiving & taking over i.e. defects attributable to Company shall be quoted separately in the applicable items of the SOR. 2. Loading of Mother Pipe in trailers shall be carried out by the GAIL Dumpyard maintenance agency already engaged by the Company. Also unloading of Finished Bends shall be done by the agency engaged by the Company. 3.The quantities of LR Bends may vary. Final quantity approval shall be obtained from EIC before placement of order to Bend Manufacturer. 4.The scope of the bidder shall include taking confirmation on the degree of bends as per measurements takend as per actual site condition, Before bidding Bidder to visit the site for actual assessment of bend angles without any cost and time implication to the PO during execution.

SUPPLY AND INSTALLATION OF CASING PIPE ( 18") , OFC Conduit pipe 6 INCH BY AUGER BORING METHOD and Laying of 12" Carrier Pipe and HDPE Duct: Supply and installation of casing pipe 18 inch , 6 inch CS conduit for OFC by Auger Boring method for crossings wherever required in all types of soils and terrain separately . Scope includes Installation of for 12" carrier pipes and fibre optic cable inside HDPE duct, supply of casing pipes separately including all Contractor supplied materials viz. casing insulators and casing end seals as per enclosed drawing, materials for casing vents and drains, etc. including transportation, supply of all other materials, equipments, consumables, man-power, welding including visual inspection of all weld joints, installation of casing insulators, end seals, vents and drain-off pipes, backfilling and restoration as original of the facility crossed and performing all works as per drawings, specifications including PTS and GTS and instructions of Engineer-in Charge and provisions of Contract document. Methodology provided in the Tender Specification is tentative only. Suitability of methodology will be based on suite at site conditions, permissions obtained from the authority and decision by the Engineer in Charge All undergound utilities to be assessed using GPRS Survey / Rodomoeter prior to excavation so that no damage is occured during the Auger Boring process. If any undergound utility is damaged due to Auger Boring or any other activity , same is to be restored by the Bidder without any cost and time implication to Owner / Owner's representative.

Supply and installation of 6 inch CS Conduit by AUGER BORING METHOD Casing Pipe Details: (Pipe 6" , IS 3589, Heavy Grade)
PIPE LAYING BY MACHINE MOLING TECHNIQUE FOR 12" CARRIER PIPE AND HDPE DUCT. Casing pipe of 24" or higher diameter will be free issued by GAIL(India) ltd. Complete work of machine moling for any crossing using installation of Casing and Carrier pipes along with HDPE for OFC Duct along including "Receiving and taking over" owner supplied three layer PE coated line pipes from Owner's designated place to Project site / dump site(s) and transportation to Contractor's stock yard/ work shop/ work site including all handling, loading, unloading, aligning etc. supply of all Contractor supplied material including consumables, manpower, equipment, other resources to work site(s), Pre-construction survey and making of crossing drawing based on site visit and getting their approval from concerned Authority/ Engineer-in-charge prior to starting the execution of work. Execution of works in accordance with specifications and instruction of Engineer-in-charge and as per all provision of Contract Document. Scope also includes supply and installation of mechanical insulators and End seals on carrier pipe before section insertion into casing pipe, stringing, welding of carrier pipes, 100% radiography, joint coating, restoration of pit etc. It is sole descretion of the Contractor to carryout the crossing of carrier pipe alongwith HDPE Duct through the same drill hole or making separate holes for carrier pipes and HDPE duct. No separate payment shall be made for HDPE duct for said crossing. Methodology provided in the Tender Specification is tentative only. Suitability of methodology will be based on suite at site conditions, permissions obtained from the authority and decision by the Engineer in Charge All undergound utilities to be assessed using GPRS Survey / Rodomoeter prior to excavation so that no damage is occured during the machine moling process. If any undergound utility is damaged due to machine moling , same is to be restored by the Bidder without any cost and time implication to Owner / Owner's representative.

Geotech and HDD Profile drawings shall be provided by PMC based on Joint site visit by GAIL, PMC & Contractor. However, contractor / approved HDD agency shall provide final HDD Profile along with all calculations before execution and willl submit the Final HDD Profile to PMC for approval.

Complete work for crossings, including pre construction survey, collection of underground utility data, taking over and handling of linepipes from Contractor Storage Yard to worksite, Arrangement of all additional land required for Contractor's storage, fabrication, access for construction; construction design calculation and engineering of the crossing, mobilization and demobilization at site(s), supply of all materials as per "Scope of Supply" and all consumables, equipment, manpower and other resources, and acquiring the required temporary land for site preparations, and execution of, but not limited to, the following works in accordance with specifications, drawings, and as per provisions of the Contract document and instructions of the Company/ Engineer-in- Charge: Carry out all surveys required for collecting data relevant to design and construction of the crossing, preparation of all necessary construction drawings for Company's approval as per the provisions of the Contractor document, Preparation of detailed construction method statement and calculations including Scour Depth calculations for river/ canal crossings, Strings preparation including welding, 100% Radiography of welds, NDT of welds and re-beveled areas, radiography, weld repair and re-test, pre-testing of completed string, corrosion coating of field joints with Dirax or equivalent, inspection of corrosion coating and repair of defects, Preconstruction surveys and collection of all necessary data, Installation of pipeline and CS conduit (6 Inch CS Conduit shall be installed through Seperate Drilling) , horizontal directional drilling to the correct profile as per approved drawings and specification, Post-installation hydrotest including leaks and repair of defects and retesting, etc. for defects attributed to Contractor's faulty work, EIT Test, Supply, fabrication and construction of protective fencing as required, Hydrotesting, Supply, fabrication and erection of pipeline markers, Restoration and clean-up etc., Preparation of as-built drawings and other records etc., All other works not specifically listed herein, but required as per specifications, drawings, provision of contract document, calculations, and construction method statements, leading to successful completion of works. Scope includes drilling to the required depth of HDD crossings and designed length including pilot drill, reaming, Clean pass, pulling pipe string, in all types of strata including soft & hard rock including pebbels, cobbles, boulders, structures.... etc., Gauging, Pigging, Cleaning, Post installation hydrotest, dewatering, swabbing and tie-in with pipeline at either banks etc.as per specifications, codes, approved drawings, calculations, methods and as directed by Engineer-in-charge and provision of contract document; getting NOC from all concerned authority of the facilities crossed. Methodology provided in the Tender Specification is tentative only. Suitability of methodology will be based on suite at site conditions, permissions obtained from the authority and decision by the Engineer in Charge Scope includes mobilization of suitable capacity Rig and other tools tackles, consumables etc. required for successful completion of HDD. If any special tools like rock cutter, boulder cutter, including MINCON tool shall be in the scope of contractor without any extra cost to GAIL. This line item is applicable for HDD crossing mentioned in the Crossing List with prior approval of Engineer -In-Charge during Construction. 4.The quantities mentioned against the above SOR items are tentative and may vary depening upon the site condition during execution stage. 5.The requirement of gauging before prehydrotest & after pulling of HDD section shall be carried out as per TEPL specification / OISD / PNGRB and same shall be approved by Engineer–in–charge (EIC)/ RCM. Execution of above item is subjected to clearance from EIC/GAIL. 6.Contractor shall not be entilted for any extra payment due to location / area constraint, soil strata, capacity of rig, etc. 7.All above works shall be executed in accordance with scope of work, GTS,PTS, Drawings and other provisions of contract document and instructions of Owner/Owner's representative, including but not limited to carrying out the above works. This line item is applicable for HDD crossing mentioned in the Crossing List with prior approval of Engineer -In-Charge during Construction. 8. Bidder is advised to visit the site for actual ground assessment of extent of laying and to access the maximum extent of cover which may have to be provided. Actual string length for HDD shall be as per design calculations so that pipe is not under stress as permitted by codes/ specifications. Final length of string shall be decided after decision of minimum cover requirement by concerned Authority/ Engineer-in-charge. 11.The minimum requirement / capacity for deployment of HDD rig shall be inline as per the MCDS of tender documents. 12.Supply and installation of 2" blind flange,2" end cap for hydrotesing headar also covered in the SOR 13. A considerable section of the pipeline is falling paralled to NHAI / SH in the ROU of NHAI / SH for which width of trench shall vary between 1-1.5 metre. Contractor to sufficiently liasion with NHAI / SH authority to work in those stretches without any cost and time impact to Owner 14. Excavated earth for HDD pits running parallel to NHAI / SH should be disposed or heaped at sufficient leads as per directions of the authority / EIC without any extra cost and time to owner. 15. All undergound utilities to be assessed using GPRS Survey / Rodometer prior to excavation so that no damage is occured during the HDD process. If any undergound utility is damaged due to HDD or any other activity , same is to be restored by the Bidder without any cost and time implication to Owner / Owner's representative. 16. Pre tender site visit mandatory for the Bidder.
Scope includes mobilization of Min Rig capacity with accessories , manpower and mechanical team inline with the Tender specification. Contractor to analyze the site condition and deploy Rig of either min capacity or higher capacity for successful completion of work . Methodology provided in the Tender Specification (Annexure A attached in tender document - For the crossing through HDD) is tentative only and the same (Chainage and their width) may vary during actual execution based on the site condition. RIVER/ WATERBODY CROSSINGS BY OPEN CUT CONVENTIONAL METHOD
Complete work of the crossings (between the limits as defined in approved drawing) including "Receiving and taking over" of owner supplied corrosion coated line pipes from owner's designated places of issue/ dump site(s) and transportation to Contractor's stock yard/ work shop/ worksite including all handling, loading, unloading, etc. supply of all Contractor suppliedmaterial to worksite(s) including consumables, deployment of manpower, equipments, other resources and acquiring the required land for storage, fabrication, access for Contractor etc.and execution of, but not limited to, following works in accordance with specifications and instructions of Engineer-in-charge and as per all provision of Contract Document.
For waterbody crossings: Pre-construction survey, obtaining scour depth (for river) from concerned authority (if required), necessary cover required over the carrier pipeline from lowest bed level of the stipulated water crossing to be obtained from concerned authority, bed strata data including design & detail engineering and making of crossing drawing for getting their approval from concerned Authority/ Engineer-in-charge, getting work permit/ NOC for water crossings as well as utility crossings, (if any), encountered during water crossing prior to start of execution of work
Following data shall be obtained from concern authority/ local sources (for river) to finalise scour depth :- (i) Past Historical flood level data indicating HFL to determine highest flood level. (ii) River flow data including velocity of water flow. (iii) Necessary information regarding type of soil and strata underneath the river bed.
All works related to construction of cofferdam, dewatering and stream diversion etc. (as required); Trenching to the required depth on the banks and bed including maintenance of trench in all types of strata, all depth to a width to accommodate the pipeline and CS conduit at all conditions of the water crossings for providing with minimum cover over top of the pipe at all point across the maximum possible width of water bed (as per drawing) either 1.5 mtrs. below the predicted scour profile expected during the life time of the pipeline or 2.5 mtrs. below the available lowest firm bed (if scour profile/ depth not available) of the water crossing by ascertaining bed level upto 50 mtrs. both the side from crossing location or the actual depth as percode/ specification or as decided by concerned Authority/ Engineer-in-charge whichever is more.
Strings preparation of pipes, welding, testing, 100 % radiography by X-ray, welding repair and retest, coating of field joints with Heat Shrink Sleeve or equivalent (including supply of coating material) and repair of pipeline coating with repair patch or equivalent material (including supply of repair patch) as per specification, pre-hydrotest of complete strings made for crossing etc.
Final strings preparation of pipes as per approved drawing & specification or as decided by Engineer-in-charge depending on site condition, repair of coating damages,coating of field joints, etc. as per respective technical specification.
Supply and application of Continuous concrete weight coating of minimum density 2500 kg/m3 of mininum grade M-35 (design mix) on pipes and field joints thereof in all areas of work wherever required as per site condition and performing all works as per specification. Coating thickness - 25 mm or 35 mm as per location class of pipeline corridor.
Laying of the pipeline by the approved crossing method across the water crossing in the approved trench.
Supply and installation of warning mesh as per EN:12613 standard (latest edition) & as per scope of work, GTS,PTS, Drawings and other provisions of contract document and instructions of Owner/Owner's representative,

Note: (i) The width indicated is not for any single crossing. This shall be as per requirement at site for crossing at different locations. (ii) Final length of string & cover from top of pipe for each crossing shall be decided and approved by concerned Authority/ Engineer-in-charge. (iii) Payment for the length of final tied-in carrier pipeline string with mainline and CS conduit made for crossing laid by open cut conventional method are inclusive in the above item rate and no separate payment shall be made under other clause mentioned elsewhere. (iv) Payment for concrete coated portion (limited to bank to bank) shall be included and quoted in this SOR Line item. (v) If need for bank and bed stabilization arises as per instructions of Engineer-in -charge, the scheme for Bed & Bank Stabilisation as per technical specification/tender requirement shall be executed and the same shall be paid separately as per rates provided elsewhere in the SOR.

Complete work of laying of pipeline by HDD method including "Receiving and taking over" owner supplied three layer PE coated line pipes from owner's designated place to issue/dump site(s) and transportation to contractor's stock yard/work site including all handling, loading, uploading, aligning etc. supply of all contractor supplied material including consumables, manpower, equipment, other resources to work site(s) and acquiring the required land for storage. Execution of, but not limited to, following works in accordance with specifications and instruction of engineer-in-charge and as per all provision of Contract Document.
Pre-construction survey, necessary cover required over the carrier pipeline, based on site visit, collection of data (if required) from concerned Authority including design and detail engineering and making of drawings for getting their approval from concerned Authority/Engineer-in-charge, getting work permit/NOC for utlities crossings (if any) encounterd prior to start the execution of work
Drilling to required depth from top of ground (min 1.5 mtrs.) including maintenance of drill hole in all types of strata including pebbels, cobbles, boulders, structures.... etc all depth to accommodate the pipeline and CS conduit at all conditions encountered by approved HDD methods for providing minimum cover specified in code/specification or the actual depth as decided by concerned authority, whichever is more.
Laying of the pipeline along with HDPE Duct(s) by HDD method including strings preparation of pipes, welding, testing, 100 % NDT by radiography by X-ray, welding repair and retest, coating of field joints with special type Dirax Heat Shrink Sleeve or equivalent (including supply of coating material) and repair of pipeline coating with special PERP-60E repair patch or equivalent material (including supply of repair patch) as per specification, pre-hydrotest of complete strings made for laying etc.
Backfilling of the ditch/trench including restoration and clean-up of area, disposal of drilling fluid & waste etc. to the satisfaction of Engineer-in-charge and/or as directed by concerned Authority.
Gauging, pigging, Cleaning, Pre & Post installation hydrotest, dewatering, swabbing and tie-in with pipeline at both ends etc. all other works including pigging, Cleaning, final hydrotesting etc. alongwith mainline works (as mentioned above) required as per specifications, codes, approved drawings, calculations, methods and as directed by Engineer-in-charge and provision of contract document, getting NOC from all concerned authority of the facillities.

The length indicated are not for any single location. This shall be as per requirement at site for laying at different locations in respective GA. Laying of HDPE Duct : Laying of 40mm HDPE Ducts in same pipeline trench direct buried and two Duct at each side of pipe inside 6 inch CS conduit at all the crossings long the line as per Specification in all type of soil & terrain, excavated as required, padding, backfilling, etc. including supply of accessories required for HDPE Duct installation, including plastic couplers, end plugs, cable sealing plugs, end caps, etc. suitable & sufficient for above supplied ducts, cleaning and sealing of ducts at the end laid drum lengths, preparation and supply of cable blowing pit at each Km jointing of HDPE duct, duct integrity test ( DIT) of HDPE Duct after laying of HDPE duct and accessories after laying preparation of report and final drawing and documents as per specification, joint location marking, erection accessories, as-built, etc.Testing of laid permanently lubricated HDPE ducts, rectification if required, cleaning and sealing of ducts at the end after testing, preparation of report, joint location marking in CAS, GPS location marking of each coupler, final acceptance / Handing over of the same to client, Drawings and documentation all complete. Blowing of Optical Fibre Cable inside HDPE Duct : All activities pertaining to Blowing of Optical Fibre Cable in same pipeline trench directly (after testing drum at site), inside HDPE duct along the pipeline and Two OF cable inside the duct at each side of pipe at all the crossing along the pipeline, sealing using all materials required as per specification.Testing of OFC before Blowing/laying, cable sealing etc. using all materials required complete as per specifications and drawing provided in the bid document. (spare loop of 10 Meter at Blowing Pit, 20 Meter at Jointing Pit & 15 Meter at each station on wire-mesh (if applicable) shall be provided- No payments for laying shall be made for these spare loops).
Installation of FTC & Wire mesh, termination of OFC on FTC / DDF inside telecom room, splicing with steet fibre, fibre test, OTDR test, power testing of laid OFC, identification of fault, rectification, earthing, final testing and commissioning, preparation of reports, etc. work complete in all respect with all necessary accessories for all location till final Handing Over and Taking Over by Owner of laid OFC.

"Receiving and taking over" of Fittings / Flanges / MIJ / Assorted Valves / Metering skids or any other material from GAIL Dump Yard location ( any location in India); Carrying out inspection of Linepipes at the time of receiving and taking-over, recording of pipe & coating defects at the time of taking over in the presence of Company's representative, carrying out repair of coating defects & pipe defects attributable to Company; including supply of materials, consumables & equipments; handling, hauling and transportation from designated place of issue to Contractor Storage Yard; unloading and stacking of the linepipes at Contractor Storage Yard; including arranging all equipments, trailers, trucks & manpower; all works as per Scope of Work, drawings, PTS, GTS and other provisions of the Contract and instructions of Engineer-in-Charge; all associated works not indicated herein but required to complete the work as per Scope of Work, Provision of Contract & instructions of Engineer InCharge. No extra payment is envisaged for collection of line pipes issued from GAIL Designated Yard at Punjab. Other FIM Viz. Fittings / Flanges / MIJ / Assorted Valves / Metering skids shall be delivered to Contractor's Storage yard . Contractor to develop suitable area for storage of the same complying to technical specifications. Hard Rock breaking by controlled blasting / machine drilling method .Contractor has to maintain documentary evidence to established rock by means of photography /videography / Geo-technical /Geo-graphical investigation data, Bore Hole and hydrological/ hydrographical survey data either shared by Owner / Contractor drilled hole without any extra cost to owner to establish rock. Contractor has to furnish documentary evidence to prove that rock is envisaged. Contractor is deemed to visit the actual site location to make familiar with the strata and collect required information/data before bidding.
Cutting of NH (including service road)/SH (including service road)/RCC road (including service road) - Any equipment, tool, machinery required for cutting shall be brought by contractor without any extra cost to GAIL.

SECTION-B [MECHANICAL (PIPING & TERMINAL WORKS)]
PIPING WORKS AT Pig Launcher / Receiving Station, IP Station & SV STATIONS 05,06,07 & 08 & RT Jammu All works for installation of all piping at all elevations for Despatch and SV Stations as indicated in Drawings, Scope document, including supply of all consumables, Gaskets, nuts, bolts Studs, manpower, materials and equipment (except Company supplied free-issue materials), aligning, grouting, tie-in with pipeline and carrying out all mechanical works of underground and above ground piping including fabrication, welding, installation of all pipes, valves (manual & actuated), flanges, fittings, flow tees, pig signalers, insulating joints, corrosion monitoring probes /corrosion coupons, installation of instruments (pressure/temperature gauges, vents, drains-off, safety relief valves, electro hydraulic valves etc.) as indicated in P& IDs and GADs. 100% Radiography of weld joints of piping above 1.5 inch, Magnetic particle & Die penetration test for piping 1.5 inch & below, all NDT of welds, weld repairs/retesting, hydrostatic testing, cleaning/flushing, functional testing, de-pressurizing , Drying and dewatering, cutting and re-beveling (as required), hookup of all pipeline/utilities at the battery limit with the pipeline/utilities installed by others, obtaining all statutory clearances, approvals and permissions for the work (wherever required), excavation and filling in all types of soils including soft/hard rock for installation of piping/ pipe supports; corrosion coating and external painting (as required), finishing, clean-up and restoration of site, preparation of as- built drawings, documents and project records and performing all works as per drawings, specifications, other provisions of Contract document and instructions of Engineer-in-Charge. Civil/ structural works for piping supports will be paid separately as per unit rate provided elsewhere in the contract. All fitting of hydrostatic testing like end cap,blind,reducer etc.for station piping iteams are scope of supply of bidder, No separate payment or extra cost to GAIL. Pad shall be welded in all supports 4 inch & above. Pad shall be fabricated from the piping material and to be included in the supply of assorted pipe and their reconcilation . Cost of Transportation of all materials (Including FIM mentioned above) for station works, from Contractor's own stock-yard to Work site, to be included in this SOR item. No separate payment will be applicable for the same.
Fabrication and Erection of piping , (For Pipe Size 2 Inch and above, 100% Radiography) Note: 1. Rate for Handling, Fabrication and erection of pipe, flange, fittings, valves, gaskets, nuts, bolt stud, etc. shall be part of this item. Installation of all Gaskets, Stud-Bolts & Nuts for all the flanged joints required to complete the station piping activity shall be included in this line item. Further, all Gaskets, Stud-Bolts & Nuts shall be supplied by contractor and separate payment shall be made for supply of these items for pipe size 2 inch and above. Contractor shall quote accordingly. 2. Installation of all types of valves including flanged valve and other associated activities required to complete the staion piping work shall be part of this item. Contractor shall quote accordingly.
Fabrication & Erection of Piping System (For Pipe Size Below 2 inch, Magnetic particle & Dye Penetration Test or 100% Radiography as per the requirement of specification) Note: 1. Rate for Handling and installation of pipe, flange, fittings, valves, gaskets, nuts, bolt stud, etc. shall be part of this item. Suppy of all Gaskets, Stud-Bolts & Nuts for all the flanged joints to be used in the piping shall be provided by the contractor. Contractor shall quote accordingly. 2. Installation of all Valves of all types and ratings, and sizes below 2", shall also be part of this item. Contractor shall quote accordingly.
PIPE SUPPORTS & OTHER STRUCTURES
Supply, fabrication and erection of all types of pipe supports like clamps, saddle, guide stops, cradles, turn buckles, anchors, T-posts; stockade/ trestle and pipe bridge for overhead piping; frames for canopy, approach ladders and platforms, crossover, cable tray supports, etc. including painting suitable for highly corrosive area as per specification, labour and supervision & complete work as per drawings, specifications and instruction of Engineer-in-charge. (Bolts, nuts, washers, U-clamps etc. for supporting shall be supplied by the Contractor within the rates quoted. These items will not be measured and will not be paid seperately). The work is to be completed in all respect as per scope of work and specification.
Installation of SV and aligning with the mainline (after successful hydrotest of SV and corressponding mainline) and their welding including excavation and backfilling with soft soil shall be a part of this item. All tools, tackles, machinery, excavator, hydra/crane of required capacity, consumables, manpower etc required for installation of SV shall be in the scope of contractor without any additional cost to GAIL. Contractor shall quote accordingly.
Installation of QOEC of dia 4 inch including handling, lifting and transportation from COMPANY's warehouse to CONTRACTOR'S Stores and/or work site. All tools, tackles, machinery, hydra/crane of required capacity, consumables, manpower etc required for installation shall be in the scope of contractor without any additional cost to GAIL.
Installation of Receiver/Launcher including Pig handling system and Jib crane. This includes handling, lifting and transportation from COMPANY's warehouse to CONTRACTOR'S Stores and/or work site. Design, Detailed Engineering, Survey, Supply, Installation, Testing and commissioning & Monitoring of the temporary cathodic protection [TCP] system using galvanic anodes to protect the external surface of the pipeline against soil-side corrosion for a time period of minimum 2 year's or till commissioning of permanent CP system whichever is later . All work shall be carried out conforming to the scope of work, design basis, data sheets, specification, standard drawings and vendor list as attached with this tender and provisions of GCC, SCC , including supply of all materials, equipment, consumables, start up/commissioning spares etc. including transportation, storage of materials at site, manpower, in line with direction of Engineer In-charge.

Supply, installation, Testing & Commissioning of Test lead Points (TLP) including weather proof/Ex-Proof Test Lead Box as specified in specification with backlite strip, bolt terminals, 4” dia heavy duty pipe at top end to fit the test lead box and base plate welded at the bottom including MS bend for concrete Base, Bend, Cable termintion , Miscellaneous such as connectors, Excavation and backfilling etc. complete in all respects. Anode Ground Bed (AGB)
Supply and Installation of Anode Ground Bed including terminating the cables in the AJB box with cable lugs, sealing material, laying of cable, testing & commissioning of Anode Ground Bed with chain link fencing,etc. all complete with required material, excavation, backfilling etc. as per specification and directions of Engineer-in-Charge. Note : Type of Anode Ground Bed ( Deep Well Type or Horizontal Shallow Type ) shall be decided by the CP Contractor during the detailed engineering phase based on the actual site conditions .
Initially Bidder will check the feasability for installation of Anode Ground Bed within the premises of existing RT, DT, SV, IP stations of M/s GAIL (India) Limited based on anode remoteness calculation. In case , If land for Anode Ground Bed is not available within the existing RT , DT , SV , IP stations of M/s GAIL (India) Limited or it does not satisfying the remoteness calculation criteria, the Bidder shall purchase a plot of (minimum) 5m x 5m or a plot of suitable size in the name of M/s GAIL (India) Limited for Anode Ground Bed. The scope also includes ( if required) area grading / levelling to a suitable grade level to avoid water logging , registration of land - between M/s GAIL (India) Limited & the respective land owner(s) including payment of stamp duty, registration charges, local stamp vendor charges etc. towards documentation , arranging land registration in the local registrar office. The documents such as Title Clearance ( including change in title in revenue records) , search report, Khasara etc. and any other ownership documents required for M/s GAIL (India) Limited's legal clearance will be arranged by the Bidder. The AC/DC interference study shall have to be completed within 4 months of the award of the contract inorder to facilitate the implementation during construction phase. 3 months will be utilized for data collection and physical survey and reamaining 1 month shall be used for data interpretation and proposition of mitigation measures in software.The scope is as per tender specification. The work shall be completed in all respects including survey recommending mitigation measures & post mitigation survey. The work includes all tools, tackles,consumables etc. all complete, required for survey / test as deemed necessary and as per the directions of the site engineer /Engineer-in-Charge.The scope includes conducting AC/DC data logging at installed TLP's with AC corrosion coupons/Polarisation coupons for 24 hours.

Post Commissioning Surveys
Foreign Line Interference Study/Survey and Mitigation Conducting Mutual interference survey among the new and existing pipelines / facilities(foreign) by taking PSP survey of all the pipelines as per approved procedure to determine the level of interference at different places along the pipeline and at point of crossing in common ROW including identifying points and providing the data/ recording graphical form and carrying out all necessary work for mitigating the interference observed among the pipelines , including retesting the same to ensure efficacy of the remedial measures undertaken. The contractor shall submit a full & final report with detailed PSP readings at all TLPs along with graphs in six sets.The item should be complete in all respect including survey, work for mitigating the interference and post mitigation survey as per specifications/directions of site engineer /Engineer—in—Charge.
Close Interval Potential Logging (CIPL) survey Conducting Close Interval ON/OFF Potential Logging Survey at an interval of 1 m over the buried line in the right of way including the cost ofall expert manpower, transportation and camping facilities etc. to their employees, materials, test instruments, equipment's, consumables etc., required for the survey as per the standard specifications, and approved procedures identification of areas/locations where coating repair is required along with suggestion for remedial measures etc. including the submission of draft reports in 2 sets and incorporation of owner' scomments in the draft report and final reports in 6 sets including one soft copy containing the survey results in the graphical as well as tabular forms computerised colour print and complete in all respects and directions of Site Engineer / Engineer—in-Charge.
Current Attenuation test (CAT) survey of the entire pipeline to inorder check the condition of the coating and classify the health of the coating, identify sections with high decibel loss which could be due to coating faults or shorted casings. Note : Will be done at interval of 50 mt
Direct current Voltage gradient (DCVG) at locations identified by CIPL survey inorder to locate holidays, size the holidays and determine whether the holidays are anodic or cathodic. Conducting Direct Current Voltage Gradient Survey over the buried line inorder to identify / pin point the coating defects in the right of way including the cost of all expert manpower, transportation and camping facilities etc. to their employees, materials, test instruments, equipments, consumables etc., required for the survey as per the standard specifications and approved procedures, identification of areas/locations where coating repair is required along with suggestion for remedial measures etc. including the submission of draft reports in 2 sets and incorporation of owner's comments in the draft report and final reports in 6 sets including one soft copy containing the survey results in the graphical as well as tabular forms computerised colour print and complete in all respects as per directions of Site Engineer /Engineer-in-Charge. Note : The item includes establishing the coating defect at specified locations by excavation , backfilling & re-instating the area to its earlier state and as directed by Owner/ Owner’s Representative & arranging repair of the defects.

Hookup/Bonding of pipelines via Test Station , CP Cables , Pin Brazing/Themit Welding etc at IP/DT/RT/SV Stations / Desired locations for creating an electrical connection between various metallic components in order to ensure effectiveness of the PCP System .
Monitoring
CP monitoring system including measuring, recording and submitting the cathodic protection readings along the entire pipeline by repeated adjustments of the settings of the CPTRU/CPPSM units etc as per specifications for achieving full/maximum protection of all the stretches as per the criteria of protection mentioned in the specifications. Measuring the relevant readings at the cathodic protection stations and "pipe to soil potential" readings at all the test lead locations along the pipeline including the CP station parameters like current(AC/DC), voltage(AC/DC), circuit resistance, battery voltage/current etc., preparing and submitting pipe to soil potential profile, graphs and other data pertaining to the cathodic protection of the pipeline, job complete in all respects as per speclfication and instructions of Site Engineer/Engineer-in-Charge, including cost of all labour, instruments and services rendered.
Final Acceptance/Handover
Final Commissioning of the impressed current cathodic protection system for the mainline for achieving full protection as per protection criteria as mentioned in the specifications through repeated adjustments of the CP units after installation of galvanic anodes for hot spot protection and mitigation of AC/ DC interference, if any and submission of the resultant data to the owner and testing, measuring, recording and submitting all these data once again as per specifications / directions of the Site engineer /Engineer-in-Charge, including the cost of all labour tools and materials as required, complete in all respect.

GPRS modem shall be supplied along with each RTU.Training for RTU system shall be provided for at least Two GAIL persons. At RT & IP Gas detection controller shall be interfaced on RS 485 and Hardwire alarm signals (as per Inputoutput List). Available Power supply at SVs & IP is 48 V DC and RT is 230 V AC UPS, System shall design accordingly and required power converter shall be supplied. (Vendor needs to configure RTU for integration and testing of RTU parameters with GAIL CSCADA system. Necessary SCADA software installation, configuration at FEP and MMS, BMS will be done by GAIL )

Supply, installation of rack mounted Redundant FEP along with integration with existing SCADA system network (MMS noida and BMS Jaipur) testing and commissiong of servers at RT along with mouse , key board ,8 port KVM switch with min 19" monitor (common for server), Latest windows Operating system 19, 2 Nos 24 Port L3 LAN switch & 2 Nos router with 8 WAN port & 3 ethernet LAN port, 2 Nos LTO tapdrive for backup, Antivirus software , Latest MS office and all the required softwares as per tender specification.SCADA software will be provided by GAIL.
Supply, installation Remote work station along with integration with existing SCADA system network (MMS noida and BMS Jaipur) testing and commissiong at RT along with 1 No. of router with 4 WAN port and 3 ethernet LAN Port, (with wall mounted cabinet to accomodate Router) , 21" monitor, mouse , key board , Latest windows Operating system, Antivirus software , Latest MS office and all the required softwares as per tender specification. 2 Nos Console desk with 4 nos revolving chairs for RWS shall be supplied at RT
Supply, installation of server Cabinet for mouting SCADA servers 2 nos, 2 No ethernet switches, 2 Nos router, 2 Nos LTO tap driver and KVM with monitor at RT.
Supply of Local Craft Terminal with required software (latest OS, MS office , Antivirus ) along with licenses of RTU system at RT, as per specifications.
Main Warranty shall be provided for two years for all Servers , RTU system and associated SCADA system from the date of commissioning.Warranty from supply of equipment till commissiong is in scope of bidder. Bidder shall submit back to back agreement with SCADA/ RTU OEM along with the bid.
TELECOMMUNICATION SYSTEM
Telecommuncation System: MPLS-TP based Digital Fiber Optic Communication System covering RTU, IP EPABX system, CCTV system, Leased Lines, Complete in all respect and shall be executed as Turnkey individual work contract basis as per Specification. Scope includes engineering, testing, commissioning, errection, Pre‐commissioning, Trial Run, Training at least GAIL two Persons, Warranty, Extended warranty, Post Warranty Maintenance contract for all supplied equipment.
