Providing consultancy services for obtaining Entry & Exit Access permission from MoRTH/National Highway Authority to connect New Civil Enclave with NH-31 for the work "Development of New Civil Enclave at Bagdogra Airport. Sub-Head: Construction of New Terminal Building, MLCP, Allied Structure and External Development works on Engineering Procurement and Construction (EPC) Model". The consultancy services comprises following scope of work. a) Site Assessment & Data Collection: Visit to NH-31 and proposed Civil Enclave access locations. Collection of topographic, geometric, and traffic data at the proposed entry/exit points. Identification of all constraints: utilities, ROW, safety zones, existing junctions, etc. b)Traffic Study & Assessment: Traffic volume counts (peak/off-peak). Capacity analysis for proposed access. Safety and visibility assessment as per MoRTH guidelines. c) Design & Engineering : Preparation of design/drawings required for access permission, including: Approach Road Layout Plan (Entry & Exit configuration). Geometric Design (curves, tapers, medians, lane width). Cross-Section Drawings (pavement design, shoulders). Drainage Design (side drains, culverts if required). Traffic Signage & Road Marking Plan as per MoRTH guidelines. Road Safety Features (crash barriers, delineators, guard posts). Pedestrian & Utility Relocation Plan (if applicable). Land Requirement Plan (L-section & Plan). 3D Visual Rendering of Proposed Access Layout (if required). Documentation & Permission Processing. Preparation of complete application package for NHAI / MoRTH approval. Submission of access permission proposal with all required documents. Coordination and follow-up with MoRTH/National Highway Authority / Airport Authority until permission is granted.Response to queries, clarifications, and design modifications. d) Deliverables : Signed & stamped engineering drawings (AutoCAD + PDF). Survey report along with Site layout, traffic analysis report, safety audit report. Complete access permission application in MoRTH/National Highway Authority-prescribed format. The entire file has to be uploaded in the MORTH portal/National Highway Authortiy portal for getting approval, along with all the drawings/requisite documents, of provisional & final Access permission from MoRTH/National Highway Authority All additional technical notes required by reviewing Authorities to obtain final NOC/Access permission. Note: In addition to above, Consultant has to perform all the necessary activities related to above work for obtaining Final NOC/Access permission and nothing extra shall be payable in this regard.
