CONSULTANCY SERVICES FOR PREPARATION OF DPR AND PROJECT MANAGEMENT UPTO COMPLETION OF ENTIRE PROJECT RECONSTRUCTION OF NAVAL HOSPITAL (INHS JEEVANTI) AT VASCO-DA-GAMA, GOA

Providing comprehensive Design and Consultancy Services for Reconstruction of Naval Hospital (INHS JEEVANTI) at Vasco-da-gama, Goa. comprising 79 Bedded hospital with all wards and facility in G+3 or G+4 configuration buildings, including preparation of all architectural, structural and services drawings, detailed estimates, and GRIHA compliance documentation, complete in all respects. The building shall be well planned, designed and detailes as per latest norms, energy efficient, ensuring functionality, safety, economy and modern aesthetics, as the facility if already existing for external sevices integration of such facilities and upgradation to new facility is also to consider, all as per the directions of GE/AGE/CENM/E-in-Cs and NHQ complete all as specified and as directed.

Phase- I (Pre Construction stage)

Surveys and Studies: - Carrying out detailed topographical /contour survey plan including the Marking of contours at every 3 mtrs of intervals on site etc and all ground visible features like building, roads, drain, trees, Electrical poles and other similar permanent features over the different location/areas complete in all respect. The survey to be done by using Electronic Total Station digital instrument or by drone.The consultant shall prepare detailed level sheet and contour plans of the proposed building footprint to be superimposed on the survey showing proposed Plinth level, Floor finish level nearest RL, drain levels, spot levels, and benchmarking details required for design and execution. Preparation of survey drawing and calculation of survey/plot area with traingulation method on computer using Auto CAD or other suitable software including supply of CD and three sets of drawing of appropriate size, preferably on A-1 size complete as per terms and conditions and as directed by Engineer-in-Charge. Architecture consultancy containing Preparation of Concept Plan, Master Plan, and Preliminary Architectural Layouts plans conceptual drawings such as sketch, P&Q of married accomodation,Preparation of site plan, floor plans, elevations and sections, modern front elevation,

Soil Investigation: - Mobilization and demobilization of personnel, tools, and equipment required for the execution of the work, including lodging and boarding expenses, will be carried out. Soil investigation will be conducted in accordance with IS:1892-2021, using manual, hydraulic, or Calyx rotary drilling methods with 50–150 mm diameter, employing casing pipes or bentonite slurry where necessary to support collapsible strata below the water table. 5 nos of Boreholes will be drilled using pot holes or helical augers in all types of soil up to a depth of 15 m, and in soft to hard rock up to the depth of refusal (N > 50), except in soft soil or boulder zones. Standard Penetration Tests (SPT) will be performed and undisturbed samples (UDS) collected at regular intervals. A comprehensive Soil Bearing Capacity (SBC) report will be prepared and submitted, including analytical and graphical representation, detailed calculations, and recommendations on foundation type and design in accordance with codal provisions. The report will be reviewed and vetted by IIT/NIT experts prior to final submission.

Demolition Planning:- Comprehensive assessment, and planning services to ensure safe, compliant, and efficient execution of the demolition. Carry out a detailed reconnaissance survey and preliminary documentation of the existing site, including review of available architectural, structural, and service drawings, and identification of hazardous materials and utilities such as water supply, sewerage, electrical systems, STP, ETP, DG sets, and HVAC networks. Plan safe demolition sequencing, identifying structures requiring special handling such as underground tanks, basements, or adjoining operational facilities. Based on these assessments, a detailed demolition plan shall be prepared, outlining methodology, phasing, and safety measures, and recommending appropriate demolition techniques, manual, mechanical, or hybrid, depending on site conditions. The scope further includes advising on statutory clearances, preparing a Safety, Health, and Environment Plan, and ensuring compliance with the Demolition Waste Management Rules, 2016 (as amended) as well as preparation of estimates for demolition and safe disposal of waste.

Concept Design: - 1. Requirement Analysis, spatial and functional requirements formulation 2. Zoning, ciruculation pattens, movement patterns, key activity zones design 3. Conceptual Design Development- Max. of 2 Concepts using 2D and 3D visualization. 4. Area Program and compliance alignment in accordance with applicable design principles 5. Preparation of Conceptual Plans including master plan and schematic plan of all floors.(Sketch P & Q). This stage will also include preparation of proposed preliminary Schedule of Finishes and Preliminary Block Estimates. 6. BIM(Building information Model) with LOD 350 and clash detection and resolution should be done for architechtural, structural. MEP and other services and should be prepared and presented to HQ CE (navy) Mumbai before finalisaton of DPR.

7.Building plan, and layout of external services (water supply, drainage, electrical, road network, including unit plan 2D and 3D render of major bldgs and master plan 3D bird view as per scaling A2 size, conceptual drawing prepare as per authorisation of army hospital , NBC norms, Architectural Norms/ Bye-Laws. The conceptual and detailed drawings shall be submitted in duplicate hard copies for approval of User INHS Jeevanti, Vasco and HQ CE (Navy) Mumbai (secions E2 (plg), E2(des), E4, E6, E3,& E8). Presentation to User/HQ CE/E-in-Cs br/NHQ and obtaining approval at all stage shall be the responsibility of the consultant. .Preparation of complete conceptual plans, architectural drawings (Elevation, Sections and Schedule of finishes), Site Plan including 3D views (interior & exterior). The drawings will cover detailed working drawings to minutest details (including all furnitures, plumbing,sanitary fittings, hospital equipments) with reference to technical, architectural, and functional requirements in soft & hard copy. Space/Area analysis in tabular graphical formats.

Preparation of Accommodation Statement & Approximate Estimate:- Consultant has to prepare of the Accommodation Statement (Part-II) as per SoA for hospitals and user requirements and consultation with GE(P)Vasco and CENM.

Detailed Project Report: - B/R Services 1. Site Plan and Landscape Design inclusing roads, paths, culverts, and all site services. 2. Architectural Design including Plans, Elevations, Sections, Site Plan including 3D rendered views (interior & exterior). The consultant shall prepare and submit detailed 3D architectural day and night models (scale not exceeding 1:100) 3. Building & Site Services Design including, calculations, Sewage and Wastewater Management, Storm Water Drawinage, Soild and Biomedical Waste Management, MGPS, Plumbing, Specialised Hospital Systems, BMS, Roads, Pavements, Parkings, Retaining walls, Boundary walls etc. and approval of all services and NHQ). 4. Providing comprehensive Structural Design & Consultancy Services including analysis, design, preparation of detailed structural drawings, proof checking, and vetting forReconstruction of Naval Hospital (INHS JEEVANTI), complete in all respects Scope of Work: (A) Structural Design & Analysis Structural analysis and design of buildings using approved software (ETAB-23 and SAFE). Design of RCC framed structure with suitable grade of concrete. The Structural system shall comply with latest relevant IS codes and incorporating results of Soil Investigation of site. The methodology shall be FEA analysis with the help of Computer Aided Software. To simulate the structure so as to get accurate behaviour, the structure shall be modelled in ETABS-23 and above for Ultimate Limit State (ULS) as well as Serviceability Limit State (SLS). The floor slabs be modelled in accordance with flexibility as applicable with a break in the diaphragm where cut-outs are planned. Shear Walls wherever considered shall be modelled as shell elements and designed to resist Earthquake effect and Wind loads and designed as ductile shear wall. The frames/shear walls in either direction be designed considering various codal combinations of Dead load, Live load and Earthquake/Wind loads. Live loads and unit weights shall be used for analysis as per latest IS Codes. The building be checked for serviceability for both cracked and un-cracked sections as per codes IS 1893 and IS 16700.

(B) Preparation of Drawings Preparation of detailed structural CAD drawings including: Foundation layout Column, beam and slab details Staircase and structural components Reinforcement detailing (RCC) Incorporation of all design details required for execution.Detailed structural analysis and design should be submitted of CENM for proof checking before submitting to IIT for vetting as per NBC, IS codes and Scales of Hospital. (C) Submission of Design Data Submission of: Approved structural drawings (all sizes) Design calculations and analysis reports ETABS and SAFE files (soft copy) Submission in hard & soft copies as per Engineer-in-Charge requirements.
