Request for Proposal

The Bidder should have satisfactorily executed works of a similar nature for Semi-Government or Government or Public Sector Organizations or Private Sector (provided that such projects have been undertaken under any Government scheme or approved by any government agency) during the last seven (7) years ending on the last day of the month preceding the one in which bids are invited.

Three similar completed works of minimum 15 MW (40% of 38 MW) each, any Solar Power Project

Two similar completed works of minimum 19 MW (50% of 38 MW) each, any Solar Power Project

One similar completed work of minimum 30 MW (80% of 38 MW) any Solar Power Project

The Net Worth of the Bidder shall be equal to or greater than Rs.30 Cr. (Indian Rupees Thirty Crore only), as on 31.03.2025.

The net worth to be considered for the above purpose shall be the cumulative net worth of the Bidding Company or Consortium, together with the net worth of those Affiliates of the Bidder(s) that undertake to contribute the required equity funding and PBG in case the Bidder(s) fail to do so in accordance with the RFP.

Net Worth to be considered for this clause shall be the total Net Worth as calculated in accordance with the Companies Act, 2013 and any further amendments thereto

The Bidder shall demonstrate a Minimum Average Annual Turnover (MAAT) of at least Rs.40 Cr. (Indian Rupees Forty Crore only) during the last three (3) financial years, i.e. FY 2025/26, 2024/25, and 2023/24. It is clarified that Other Income shall not be considered for arriving at the annual turnover.

The Bidder shall demonstrate Working Capital or Line of Credit equivalent to at least Rs.15 Cr. (Indian Rupees Fifteen Crores only) for the last Financial Year, i.e., FY 2025/26.

Reports on the financial standing of the tenderer, such as profit and loss statements and auditors reports for the last five years.

Under this RFP, it is proposed to promote only commercially established and operational technologies to minimize the technology risk and to achieve timely commissioning of the Projects. The Bidder is required to undertake to furnish evidence of meeting the above criteria in line with provisions of the RFP. The undertaking shall be submitted as per enclosed Format 7.8

It shall be mandatory for all prospective Bidders to visit and physically examine the identified warehouse premises/sites of KSWC, including the site conditions, surroundings, technical requirements, and local constraints, prior to submission of their Bid. The Bidder shall submit, along with the Technical Bid, a Site Visit Certificate in the format prescribed under Format 7.11 of this RFP, duly signed by the Executive Engineer, Karnataka State Warehousing Corporation (KSWC) Bangalore. Failure to submit/upload the duly certified Site Visit Certificate, shall result in rejection and technical disqualification of the Bid.
