CONSULTANCY FOR TOPOGRAPHICAL SURVEY, PLANNING AND DESIGNING OF STORM WATER DRAINAGE SYSTEM AT AIR FORCE STATION LEH

(a) Carrying out Digital topographical land surveying by using Electronic Total station, of entire area showing all existing details such as Bldg's boundary wall/fencing for each unit runway , road, hard standing, pathway and existing drain with invert level, existing main sewage line, spot level at grid of 10m x 10m and contour interval at 0.1m marking of BM and TBM as directed by GE/Engineer-in-charge. Complete submission of drawing in AUTOCAD format, 10 sets in coloured drawing hard copy and soft copy in CD.

(b) Planning , designing and marking drain network and drain cross section for complete AIR Force station with the topographical survey as per and including existing topographical survey made available at GE's office with the following:- (i) Determination of catchment area. Level survey and contour preparation of entire area forming catchment area of Runway drainage system. (ii) Collection of rain water data for last 25 years and high flood level (HFL) including estimation of flash flood levels. (iii) Planning and designing of drainage system shall depend on topography, survey details, habitat and connectivity to civil area with regard to underground, over ground, aqueduct or siphon system and including vetting of structural drawing of drain cross section including schematic diagram from IIT/NIT. It may include hydraulic design of Runway drain as per levels, contour, rainfall data, flash flood data, Air HQ policy on cover/Shape of drain and future master plan. (iv) Planning and design of any collection tank pond etc (v) Profiling of existing drainage. (vi) Structural design of drain profile and X-Section duly preliminarily vetted from IIT/NIT and then preliminarily vetted drawings shall be forwarded to HQ CE(AF) Udhampur Zone (concerned sections) for their scrutiny and if there are any variation found during check by HQ CE(AF) Udhampur Zone then observation shall be complied by the consultant and final vetting shall be done from IIT/NIT by the consultants at his own expenditure without any claims. The final drawings shall be corrected/rectified duly incorporating department's view points/observation/approval. Certificate for final drawing from IIT/NIT shall be submitted duly complying the observations of Department to GE for records. (vii) Preparation of BOQ, tender document and market analysis as per MES Procedure based on latest SSR/market rate. (viii) Preparation of AE's of Runway drainage based on contour levels, catchment area, hydraulic design and structural design. (ix) Confirming to TI 15 of 1987 and other policy issued by Air Force authorities shall also be applicable. Note :- (a) The scheme is to be planned under gravity flow to the extent possible . (b) The consultant shall solely be responsible for arrangement of T&P , transportation and residence etc for their staff without any extra cost.

(c) The cost of RCC pillars of size as required not less than 15cm x 15cm x 60 cm in cement concrete M-20 Nominal mix as directed by Engineer-in-Charge for bench mark including embedding into ground, excavation ( or post hole & earth work) is included in quoted rate . Nothing extra shall be admissible on this account. (d) Low level area of each pocket alongwith possible / proposed lines of area drainage shall be shown separately . Also disposal of all drains in the scheme shall be proposed. (e) Submission of architecture as well as structural drawings of drainage system as per Air HQ policy in respect of size, shape as per approved by 21 Wing. (f) The Architectural, structural drawings, AEs, BOQ and tender documents shall be got approved by E-2 Design, E-2 Planning and E-8 Sec of HQ CE (AF) Udhampur Zone through CWE (AF) Leh. (g) Consultant shall take cognisance of past drainage work carried out in the station and shall account for the same appropriately while finalising the scheme.
