For works amounting Rs.50 lakhs and above: The tenderer must have minimum average annual contractual turnover of V/N or 'V' whichever is less; where V= Advertised value of the tender in crores of Rupees N= Number of years prescribed for completion of work for which bids have been invited. The average annual contractual turnover shall be calculated as an average of 'total contractual payments" in the previous three financial years, as per the audited balance sheet. However, in case balance sheet of the previous year is yet to be prepared/ audited, the audited balance sheet of the fourth previous year shall be considered for calculating average annual contractual turnover. The tenderers shall submit requisite information as per Annexure-VIB, along with copies of Audited Balance Sheets duly certified by the Chartered Accountant/ Certificate from Chartered Accountant duly supported by Audited Balance Sheet.
The tenderer must have successfully completed or substantially completed any one of the following categories of work(s) during last 07 (seven) years, ending last day of month previous to the one in which tender is invited: (i) Three similar works each costing not less than the amount equal to 30% of advertised value of the tender, or (ii) Two similar works each costing not less than the amount equal to 40% of advertised value of the tender, or (iii) One similar work costing not less than the amount equal to 60% of advertised value of the tender.
Defination of Similar Work :- Any work of Signal or Telecom involving trenching, laying & testing of Signal or Telecom cables OR Any other miscellaneous outdoor S&T work.

Demand for the Financial Criteria, Association of Railway Officers, List of Arbitration cases, Court cases and Mandate for NEFT are to be uploaded with a scanned copy duly filled in and signed as per annexure no. IV, V, VI, VII, VIII, IX, XI, VIA, VIB, VI and Annexure-V and Annexure- V(A) of GCC-2022 respectively. These Annexures are available in View Document menu at Home page and is downloadable. The details of the uploaded documents should be produced whenever demanded for verification on written request at any point of time of the tender and contract within 7 days.
1)Intending tenderer must understand the work before quoting. The submission of tender shall be deemed to have been done after careful study and examination of the papers as well as work site and understanding of the implication thereof. 2) Quoted rates shall include all types of taxes (GST etc.), duties, carrying cost of all materials for the work including loading and unloading involved in the concerned work. 3) All supplied materials to be deposited at the office of SSE/Sig./Store/ASN . 4) All materials supply by the Rly. have to be transported from the office of the SSE/Sig./Store/ASN to the site of work by the contractor's own arrangement. 5) Any material, which is required for execution of the work, not mentioned in the schedule as Railway supply, contractor has to arrange for the same as per advice of Rly. Site Engineer. 6) Painting to be done on all items as per provision of Signal Engineering Manual/Rly , as per Rly. site engineer. 7) Items supplied by the contractor will be inspected by authorized representative of Sr.DSTE/ASN except those materials which will be inspected by RDSO / RITES/TPI. If total value of a item is more than 5 lakhs , then inspection of that item to be done by RDSO/RITES/TPI. Inspection cost, if any, shall be applicable as per latest rules and guidelines. 8) Any required drawing may be collected/ consulted from Sr.DSTE/ASN's office.
9) A site supervisor from contractor side shall be present at site during execution of work. Execution work at site will be done as per instruction of Rly. site engineer. 10) Care should be taken to avoid damage to existing gears during the work. Any damages to the Railway property shall be made good by the contractor in his own cost. 11) The Contractor & his supervisors, staff must take proper precaution during working in Railway area to prevent any interference with existing Rly. system, working & passengers. 12) All the tools and other testing equipment for installation, testing and commissioning should be arranged by the contractor at his cost. 13) Contractor have to submit indemnity bond for safe custody and protection of railway materials during transportation ( sample may be collected from office). 14) Latest guideline of Railway Bd.'s vide letter no. 2018/CE-I/CT/9 dated 04.06.2018 regarding "Letter of Credit" as Mode of payment in Works Tenders or Service Tenders is attached in pdf file. 15) Eastern Railway JPO No.94 for protection of cables is attached in Annexure-I. . Accordingly, while working near underground Signalling, Electrical & Telecommunication cable, proper care should be taken to avoid the cable cut/damage, other wise the penalty amount as per Railway Guidelines will be recovered from the contractors. 16. PVC clause shall be applicable only in tender having advertised value above Rs.2 Crore vide Railway Bd,s letter no. 2022/CE- I/CT/GCC2022/Policy, dated 14.07.2022.
