Eligibility Criteria

Tenders from Joint ventures are not acceptable.

Bidders shall not be under a declaration of ineligibility for corrupt and fraudulent practices issued by Government of Karnataka

Conditional tenders will not be accepted.

It shall be the responsibility of the Bidder to ensure credit of Tender Processing Fee and EMD into the respective receiving bank accounts of e-Procurement on or before the last date and time of bid submission.

EMD Payments through e-Payment mode shall be made as one single transaction and payments made in part are liable for rejection.

The Tenderer shall obtain the workdone certificate in the prescribed format from the Competent Authority not below the rank of Executive Engineer (District Level Officer) and scan the Original Certificate and attach the scanned file to the Bid. The Original Certificate/Certificates shall be produced at the time of opening of technical Bids for physical verification.

Financial Year will be reckoned as the period between first day of April and Thirty first day of March of succeeding year(both days inclusive).

The Tenderer shall scan the Original Ownership Documents/ Lease/ Hire commitment Agreement for the Machinery and attach the scanned file to the Bid. The Original Documents shall be produced at the time of opening of technical Bids for physical verification.

The tenderer shall note that the scanned Documents can also be uploaded in the tasks created under Document/Evidence Required from the Bidder

The Employer reserves the right to Reject any or all Tenders without assigning any reason.

The Department is not responsible for any delay in accessing KPP-Portal

Tenderer shall note that the Tenders of those found Eligible as mentioned in Clause 3 - Qualification of the Tenderer in Section 2 : Instructions to Tenderers (ITT), will only be considered for evaluation.

The rates of all the items appeared in Bill of Quantities are inclusive of all leads and lifts

The contractor shall bound to comply the prevailing rules and regulations with regard to the EPF rules and any modifications before and after execution of agreement

After the award of the contract, the contractor has to furnish the details in respect of labour employed and the EPF details for this work in every RA bill.

The Increase in GST shall not be paid in the extended period of contract for which the contractor alone is responsible for delay as determined by the authority while granting the extension of time.

The bidder should mention the UDIN No on the turnover certificate, failing which bid is rejected.

If the bidder uploaded the false document while participating in the tender, the bidder will be responsible and action will be initiated as per the tender clause.

Financial turnover of previous years shall be given a weight of 10% per year to bring them to the price level of the 2025-26 in the Technical Qualification Criteria mentioned in the next section.

In exercise of the power conferred under the section 21 of the General Clauses Act, 1897, the Circular No LAQ 27 LAC 2012(p), Dated 10.01.2014, reguarding incorporaton of Arbitration Clause in the Government Contract/Tenders Etc, is hereby withdrawn with immediate effect Vide GO Order No.LAW-LAC/198/2024 Dated 16.11.2024

The deffect liability period is upto 31.08.2027

The work should be completed in 6(Six) Months ( including monsoon)

To qualify for award of this contract, each Tenderer in its name should have in the last five years i.e.,2021-22,2022-23, 2023-24 2024-25 & 2025-26 (a) achieved in at least One financial years a minimum financial turnover (in all classes of civil engineering construction works only) of Rs.12.70 Lakhs. (Not below the rank of Charterd Accountant)

To qualify for award of this contract, each Tenderer in its name should have in the last five years i.e.,2021-22,2022-23, 2023-24 2024-25 & 2025-26 (b) satisfactorily completed (at least 25% of the contract value) as prime contractor, any nature of work of Rs.3.18Lakhs. (Not Below the rank of Executive Engineer)

Liquid Assets and /or availability of credit facilities of no less than Rs3.81 lakhs (Credit Lines/letter of credit/ certificates from the banks for meeting the fund requirement etc.,

In accordance with the notification of Government of Karnataka No. PDS81PMS/2023, Bengaluru dated 10.10.2023 this work is reserved for Scheduled Caste contractors, and only Scheduled caste contractors shall have to participate in the tender. The Scheduled caste contractors participating in the tender should compulsorily furnish the Caste certificate issued by a competent authority, failing which the tender is liable for rejection
