   Item will be purchase from OEM or its authorized dealer or the firm having the past performance of similar category of items. Firm should fulfill the any one of the following eligibility criteria to qualify the EC of tender. 1-. In case the bidder is OEM it must attach self-declaration or any other relevant document regarding to be the manufacturer of the offered item, failing which their offer will be rejected without any back reference. 2- If firm is authorized dealer, Firm must submit authorization certificate of OEM. The authorization issued from OEM must be valid on or after the date of tender opening. 3-If firm is past supplier of similar category item, firm should submit proven performance of supply (Not older than 1 April 2020) in Railway for the same or allied item. The allied items (to be decided by the purchasing authority) are those items which can be produced by same line of machinery and plant and adequate quality control arrangement. NOTE-1- Date of Validity of authorization certificate should be clearly mentioned in the certificate otherwise certificate will not be considered valid. NOTE-2- Only OEM can claim EMD exemption. If authorized agent participates on behalf of OEM, such authorized agent cannot claim EMD exemption based on its own or its OEM MSE certificate. NOTE-3- Offers of tenderers, who do not submit Earnest Money, and are also not exempted from submission of Earnest Money shall be summarily rejected.

   In case offer is quoted by authorized dealer of OEM, Earnest Money Deposit is to be submitted equal to 2% of estimated tender value

   Delivery schedule indicated in the tender schedule is tentative and may vary as per the requirement of railway at the time of finalisation of tender/release of purchase order. However, offers with large variation from tendered delivery schedule may be ignored or considered for restricted order quantity.

   No Exemption for EMD will be given to firms except to those firms as mentioned in the Instruction to tenderers ITT_Rev_1.21_April_2024. If the firms, other than those exempted, fail to submit EMD along with the offer, their offer will be summarily rejected.

   Security deposit (SD) Performance Security for stores contracts will be applicable as para 12.0 of Instruction to tenderers ITT_Rev_1.21_April_2024.

   The tenderers in their bids shall indicate the details of their jurisdictional assessing officers (Designation, address & email ID). Also tenderers are required to furnish the correct HSN code for the offered item along with their bid.

   Please enter the percentage of local content in the material being offered. Please enter 0 for fully imported items, and 100 for fully indigenous items. The definition and calculation of local content shall be in accordance with the Make in India policy as incorporated in the tender conditions.

General Instructions

   Purchaser reserves the right to cancel the tender for full or part quantity without assigning any reason. The rates quoted by the tenderers for the full Quantity would be taken as valid even for part quantity.
2. 2

   5 % of P.O. value may be recovered from the firm as General Damages as per para 16.2 of ITT_Rev_1.21_April_2024, in case of failure of firm to supply the item.
