Supply of 3.6 lakh MT of Agro residue based non-torrefied biomass pellets for Raichur Thermal Power Station, Yeramarus Thermal Power Station & Bellary Thermal Power Station

1.1 The Bidder should have successfully manufactured and supplied and executed the contracts for supply of at least 1.8 lakh tonnes of agro residue based torrefied / non-torrefied pellets to State Government/Central Government owned Gencos and/or State/ Central government undertaking/Private Gencos/Other Utilities, in any 1 (one) Financial Year out of the 5 (five) Financial Years between FY 2021-22 and FY 2025-26.

1.2 Financial Criteria - The Bidder shall comply with all the three (3) requirements set out in Clauses 1.2.1, 1.2.2 & 1.2.3 - 1.2.1 TURNOVER The Bidder shall have in any 1 (one) Financial Year out of 5 (five) Financial Years between FY 2021-22 and FY 2025-2026 achieved an annual turnover of at least Rs. 756,00,00,000 (Rupees Seven Hundred Fifty Six Crore only) or its equivalent in foreign currency. Other income shall not be considered for arriving at the annual turnover. 1.2.2 NET WORTH The Bidder shall have a positive net worth as on March 31, 2026. For the purposes of this Clause, the term net worth shall mean the sum total of the paid up share capital and free reserves of the company and free reserves means all reserves credited out of the profits and share premium account but does not include reserves credited out of the revaluation of the assets, write back of depreciation provision and amalgamation. Any debit balance of profit and loss account and miscellaneous expenses to the extent not adjusted or written off, if any, shall be reduced from reserves. 1.2.3 UNUTILISED LINE OF CREDIT a) The Bidder shall have a minimum aggregate unutilized line of credit with any number of Banks of Rs. 94,50,00,000 (Rupees Ninety Four Crore Fifty lakhs only). The unutilized line of credit should be for fund based and non-fund based limits with cash and bank balances (including unencumbered fixed deposits) as confirmed by such Banks as on a date not earlier than 15 (fifteen) Business Days prior to the Bid Submission End Date. In the event certificates for the unutilized line of credit are being obtained from more than 1 (one) Bank, the Bidder shall ensure that all the certificates refer to the unutilized line of credit available on the same date. b) In the event the Bidders unutilized line of credit for fund based and non-fund based limits is less than Rs. 94,50,00,000 (Rupees Ninety Four Crore Fifty lakhs only) or its equivalent as set out in (a) above, then the Bidder shall submit a comfort letter from a Bank, substantially in the format provided in Section XIV, unequivocally stating that in case the Bidder is declared to be the Selected Bidder, the Bank would enhance or provide (as applicable) the line of credit for fund based and non-fund based limits to a level not less than Rs. 94,50,00,000 (Rupees Ninety Four Crore Fifty lakhs only). The comfort letter may be obtained from only one Bank.
