Eligibility Criteria

Tenders from Joint ventures are not acceptable.

Bidders shall not be under a declaration of ineligibility for corrupt and fraudulent practices issued by Government of Karnataka

Bidders shall ensure upload of relevant document certifying his/her status as Scheduled Caste/ Scheduled Tribe/other reserved category as prescribed in the tender document.

It shall be the responsibility of the Bidder to ensure credit of Tender Processing Fee and EMD into the respective receiving bank accounts of e-Procurement on or before the last date and time of bid submission.

EMD Payments through e-Payment mode shall be made as one single transaction and payments made in part are liable for rejection.

Bidder shall pay Contract Management Module processing fees of 0.025% of the contact value (Min Rs.500/- & Max Rs.7500/-) soon after contract has been issued to bidder.

The original documents should be produced for verification at any stage of tender process as and when sought for, failing which, the bids are liable for disqualification.

Rates shall be quoted in price schedule on the website itself.

The tender shall be valid for 180 days from the last date of submission bid.

The tender document is part and parcel of the agreement.

Corporation reserve rights to reject conditional tenders without assigning any reasons.

The tenderer shall comply all the GST requirements.

The contractor shall quote his rates inclusive of PF at applicable rate as issued by PF department from time to time.

The tenderer shall register himself under section 7 and their worker who will be engaged for the work under section 12 of the building and other construction workers act 1996. If not the successful tenderer may do so immediately before award of work.

The successful tenderer shall give an undertaking that they would abide by the provisions of the Employees Provident Fund Act.

The tenderer shall obtain insurance coverage for all the workers deployed for work.

The tenderer shall quote his rates exclusive of GST but inclusive of all other applicable taxes, levies, duties and Building Workers Welfare Cess at 1% etc., as per the latest GoK and GoI at prevailing rates as on last date of receipt of tender.

KPCL shall recover the Income Tax, Building workers welfare cess at the prevailing applicable rates.

The successful bidder should strictly adhere & ensure the minimum wages Act to the labours prevailing as per the Govt. rules & regulations. The bidder should maintain register of labour deployed and wages paid for the workers and shall produce the documents whenever called for by the competent authority and remittance towards PF shall commensurate with the labour component for the work involved.

Any variation in labour wages made by the Government from time to time shall be borne by the agency. Any claim towards this variation will not be entertained by KPCL.

Tenderer should have independent PF code. The tenderer shall remit PF of labourers to Contractors permanent PF code number only and not to the KPCL PF sub code.

In case the dates notified above declared as holiday, the immediate next working day will be reckoned for successive tender activities.

If the tenderer makes any alterations in the conditions of the contract or puts any condition of his own, such tenders shall be rejected straight away.

Corrigendum/modification/corrections, if any, will be published on the website only.

In case of death of a contractor after executing the agreement/commencement of the work, his legal heir (to be intimated at the time of execution of agreement by the successful contractor), if any eligible registered contractor and willing, can execute and complete the work at the accepted tender rates irrespective of the cost of the work after obtaining approval from competent authority.

The bidder should take into account the prevailing royalty charges while quoting their rates and shall be deducted from the work bills. The successful bidder shall strictly adhere to Rule 36 & 42 of Karnataka Mineral Concession Rules 1994 & its amendments thereof If the successful bidder/agency fails to furnish documents related to remittance of royalty charges for Coarse aggregate, Fine aggregate, murrum etc., as per Rule 44(4) of Karnataka Mineral Concession (amendment) Rules 2016, following penalty will be recovered from the work bills. (i)A penalty of 5 times the royalty amount or A penalty of Rs.1500/- per ton for building stone and Rs. 3000/- per ton for sand as per Schedule I-C in addition to royalty charges.(ii)A penalty of 30% of total royalty amount and the same will be transferred to District Mineral Foundation Trust as per rule 36(A).

The successful tenderer shall furnish a Contract performance guarantee (CPG)/Security deposit (SD) equivalent to 5% of the contract price in the form of e-BG from any Nationalized/Scheduled Bank acceptable to the Corporation in the prescribed format within 20 days from the date of issue of Letter of Award from KPCL. The CPG/SD shall remain valid for the entire contract period from the date of actual completion of the work, plus 30 days or the e-BG shall be extended until the final bill is passed by the Division, whichever is later, and shall execute the agreement within scheduled time, failing which will attract penalty.

The contract period shall be Six (06) month, including monsoon period.

Assessed available tender capacity (AxNx2.5-B) should be greater than the amount put to tender, where, A-Maximum value of civil Engineering works executed in any one year during the last five years (updated to 2026-27 price level) taking into account the completed as well as works in progress. N-Number of years prescribed for completion of the works for which tenders are invited. (6 month i.e. 0.5 year). B-Value, at 2026-27 price level, of existing commitments and on-going works to be completed during the next 06 month. Note: The statements showing the value of existing commitments and on-going works as well as the stipulated period of completion remaining for each of the works listed should be countersigned by the Employer in charge, not below the rank of an Executive Engineer or equivalent/Self Declarations by bidder. The intending tenderer shall upload the signed scanned copy of duly filled Assessed available tender capacity calculation.

Intending bidder shall furnish annual turnover certificate for the preceding five financial years (i.e., 2021-22, 2022-23, 2023-24, 2024-25 & 2025-26) duly certified by the chartered accountant for calculation of tender capacity with valid UDIN. (Weightage of 10% per year will be given to the financial turnover of previous years to bring them to the price level of present financial year i.e., 2026-27).
