DESIGN, SUPPLY, INSTALLATION, TESTING & COMMISSIONING OF ONE COACH SET OF INTER VEHICULAR COUPLER ASSEMBLIES.

Special Eligibility Criteria

   Eligibility Criteria : Bulk Order : Previous suppliers of tendered items who have offered proven system duly meeting the tendered specification and supplied the proven system for minimum two Amrit Bharat Rake sets (set consisting of MU, HOG and EFT/ETB couplers) during last four financial years and current financial year up to the date of tender opening to ICF/RCF/MCF/zonal Railways. Note : Following shall also be considered for assessing performance for above criteria : a. MU couplers should have been supplied from the firms whose Prototype / Type Test reports have been cleared by RDSO as per RDSO modification sheet no. RDSO/PE/MS/AC/0080-2019 (Rev.2). b. HOG couplers should have been supplied from CLW approved sources for UIC socket as per CLW specificaton no. CLW/ES/3/0047 (latest). c. ETB/EFT Coupler should have been supplied as per ICF drawing no. ICF/SK3-7- 5-034 (latest) from the OEM or self- make and whose Prototype/Type Tests reports have been cleared by ICF/RCF/MCF/RDSO. Developmental Order : Developmental orders shall be placed on the firms; who comply the following against this tender; (a) MU couplers should have been offered from the firms whose Prototype / TypeTest reports have been cleared by RDSO as per RDSO modificaton sheet no. RDSO/PE/MS/AC/0080-2019 (Rev.2). (b) HOG couplers should have been offered for UIC socket to CLW specifcaton no. CLW/ES/3/0047 (latest) from CLW approved sources (c) ETB/EFT Coupler should have been offered as per ICF drawing no. ICF/SK3-7- 5-034 (latest) from the OEM or Self (Own) makes and their Prototype/Type Tests reports for the same should have been cleared by ICF/RCF/MCF/RDSO. Note: (i) All the firms shall submit the R- Note or pre-receipted Challan to prove their performance; otherwise, the offer shall be summarily rejected. (ii) Firms shall submit clause by clause compliance to the tendered specification as well as Tender specific Authorization from the OEMs for EFT and ETB along with the offer, failing which the offer shall be considered as invalid and the offer shall be summarily rejected. (iii) In order to ensure compatibility throughout the complete rake, the subject item shall be procured only in complete rake sets, each rake comprising 10 SET of PL 33645693 (SCN, DDG ) ,10 set of PL 33618719 (2T, 3T, FAC, BAC), 01 sets of PL 33626390 (WLRRM) , 01 set of PL 33618665 (SLRD). (iv) New untried sources can be considered against this tender (up to a maximum of 5% NPQ (Net Procurement Quantity)) who don't fulfill the condition of eligibility criterion for bulk & Developmental order, but otherwise are found capable.    The estimated value of case exceeds Rs. 10 crores. The local supplier is required to provide a certificate from the statutory auditor or cost auditor of the company (in the case of companies) or from a practicing cost accountant or practicing chartered accountant (in respect of suppliers other than companies) giving the percentage of local content and attach the same with the offer. This certificate should be mandatorily verifiable through UDIN (a system generated unique number which is generated to verify the authenticity of documents attested/certified by these professionals) from the websites prescribed by GOI from time to time. In case any discrepancy/divergence is noted during the verification of Local Content Certificate (LCC) through the UDIN, then that offer shall be summarily rejected and no back reference shall be made in this regard. In case the LCC submitted by the bidder is not verifiable through UDIN (in case of LCC not bearing the UDIN or it is illegible), that offer shall also be summarily rejected.

   The tendered item(s) fall(s) within the ambit of clause 3(a) of Public Procurement (Preference to Make in India) Order, No.: P- 45021/2/2017- PP(BE-II) dated:16.09.2020 issued by DPIIT, Ministry of Commerce and Industry. This implies that there is sufficient local capacity and competition in supply of the tendered item(s) of required quality, and therefore public procurement of the item is restricted to Class-I local suppliers only (having local content equal to or more than 50% as defined under the Para 2 of the above order) and the vendor(s), who do not qualify to be class I local supplier(s), is/are not allowed to bid in this tender and their offer shall not be considered for any ordering. In case any vendor, who does not qualify to be class-I local supplier for the tendered item, but participates in the tender, it does so at its own risk and cost and Railways shall not be liable for any loss or damage caused to the vendor

   (01) The omission of items S1A & P1A in Annexures 3 & 4 of Specification ICF/ELEC/970 (Rev. 01) shall be treated as a typographical error. Drawing No. ICF/SK3-7-5-042 shall strictly govern the physical scope, quantities and execution of the work. (02) The applicable drawing for Rake Formation shall be ICF Drawing No. ICF/SK3-7-5-042. (Uploaded). (03) ICF Drawing No. ICF/SK3-7-5-042 and Drawing No. 329-7-5-042 are the same drawing.

   Please enter the percentage of local content in the material being offered. Please enter 0 for fully imported items, and 100 for fully indigenous items. The definition and calculation of local content shall be in accordance with the Make in India policy as incorporated in the tender conditions.

In case the bidder does not submits the LCC along with the offer, that offer shall be summarily rejected.
