The Tenderer shall be a Manufacturer or Authorized Dealers and should have a minimum experience of 5 (Five) years in designing, manufacturing, testing and supply of 48V and higher rating battery sets as on the date of bid submission.(Tenderer shall have to upload the supporting documents such as Purchase Order/ order completion certificates/performance certificates demonstrating experience of minimum 5 years as Manufacturer of material/equipment specified in the tender).
The Tenderer should have manufactured and supplied at least 50% (25% in respect of Micro & Small Enterprises) of tendered quantity i.e., at least 6Nos (3Nos. in respect of Micro & Small Enterprises) of 48V and higher rating battery sets to State/Central owned Transmission Utilities/Generation Utilities.Micro & Small Enterprises shall upload valid MSME (UDYAM) registration certificate obtained from the competent authority certifying that tenderer is a Micro and Small Enterprises.(Tenderers shall have to upload the supporting Documents such as Purchase order copies, order completion certificates/performance certificates issued by State/Central owned Transmission Utilities/Generation Utilities)
The Tenderer shall upload the performance certificates for at least 50%(25% in respect of Micro & Small Enterprises) of tendered quantity i.e., at least 6 Nos (3Nos. in respect of Micro & Small Enterprises) of 48V and higher rating battery sets. The performance certificate shall pertain only to the Battery sets commissioned in State/Central owned Transmission Utilities/ Generation Utilities.The issuing officer of performance certificates shall not be below the rank of Executive Engineer or equivalent Division head. The performance certificate shall indicate all necessary details such as rating of the equipment, make, voltage, name of the substation where it is installed, date of commissioning etc., in order to show that the above Battery sets were in successful operation for at least a minimum period of two years as on the date of bid submission. Tenderers shall have to upload the relevant performance certificates. Micro & Small Enterprises shall upload valid MSME (UDYAM) registration certificate obtained from the competent authority certifying that tenderer is a Micro and Small Enterprises.
The Tenderer shall be individual Proprietorship firm or partnership firm or Company Registered under Companies Act 1956/2013.Tenderer shall upload Registration certificate/SSI Certificate/Udyam certificate (MSME)/Partnership deed/license issued by the Commerce & Industries department or any other Government statutory Authority shall be uploaded. For Proprietorship firm, PAN and GST registration certificate shall be uploaded.
The Average Annual Financial Turnover of the Tenderer for best three years out of last preceding five financial years (2020-21, 2021-22, 2022-23, 2023-24 and 2024-25) should not be less than the Amount Put to Tender ie., Rs. 37.94Lakh. However, it shall be Rs18.97 Lakh in respect of Micro & Small Enterprises. The Tenderer shall upload audited annual financial statements such as Profit & Loss statements, Balance sheets, turnover certificate for the above period duly certified by a Chartered Accountant .Micro & Small Enterprises shall upload valid MSME (UDYAM) registration certificate obtained from the competent authority certifying that tenderer is a Micro and Small Enterprises
The Liquid Assets as on last date of previous month of tender inviting date or at a later date before submission of the bid consisting of Cash at Bank plus Term Deposits plus availability of fund based credit facilities in any Nationalized/scheduled Bank shall not be less than 25% of the amount put to tender ie., Rs.9.50Lakh. However, it shall be Rs 4.75Lakh in respect of Micro & Small Enterprises.The cash at bank, term deposits and availability of fund-based credit facilities shall be supported by a certificate issued by Nationalized/ Scheduled Bank and same shall be uploaded.If the Tenderer has banking with more than one Bank, then the available liquid assets mentioned above on a particular date i.e., as on last date of previous month of tender inviting date or any date before submission of tender shall be the same date for all the banks.In case of Fund based credit facility, the certificate issued by the Nationalized/ Scheduled Bank duly mentioning sanctioned limits, funds utilized so far and balance available as on last date of previous month of tender inviting date or at a later date, before submission of the bid shall be uploaded.
The Tenderer should have Goods and Service Tax (GST) registration and shall upload the necessary supporting document to establish compliance for having GST registration
The Tenderer shall upload Test reports not older than Ten years as on the date of bid submission for having conducted successful type tests and additional type tests as specified in tender technical specifications, on Battery set as per the relevant IS/IEC standards at designated laboratories
KPTCL at its discretion, may conduct type tests and/or additional type tests as per technical specifications of the subject tender conducted as per the relevant IS/IEC standards at its cost, on a randomly selected Current Transformer by KPTCL officials, at any point of time during the contract at CPRI Laboratory. In case KPTCL opts for conducting type tests and/or additional type tests at CPRI on the randomly selected Current Transformer, the same will be conducted at KPTCLs cost. Applicable testing charges of CPRI shall be paid by the Current Transformer supplier upfront and the same is reimbursable by the KPTCL as per actual, on submission of bills along with proof of payment, on successful passing of tests. However, the transportation and insurance charges shall be borne by the supplier himself. In case of failure of Battery sets during testing, the Current Transformer will not be accepted by KPTCL and KPTCL will not reimburse the testing charges of CPRI to the laboratory. Further, the order placed on the Firm will be cancelled and the performance Bank Guarantee will be forfeited and Tenderer will be de-barred from participating in KPTCL tenders for a period of 1 year. For all the Battery sets already supplied, the Tenderer shall furnish an additional two years guarantee and shall extend the validity of Performance Bank Guarantee accordingly. Tenderer shall upload an undertaking agreeing to above criteria and to bear transportation and insurance charges
Any Tenderer/ Bidder from a country which shares a land with India will be eligible to bid in this tender only if the Tenderer is registered with the Competent Authority. A certificate for having read the clauses specified in Section XVI of the tender documents under the heading Eligibility clauses in respect of restrictions on procurement from a Tenderer/ Bidder of a country which shares a land border with India shall be uploaded by the Tenderer/ Bidder in the following format i)I have read the clause regarding restrictions on procurement from a Tenderer/Bidder of a country which shares a land border with India, I certify that this Tenderer/Bidder is not from such a country or, if from such a country, has been registered with the Competent Authority. I hereby certify that this Tenderer/ Bidder, fulfills all requirements in this regard and is eligible to be considered. Where applicable, evidence of valid registration by the Competent Authority shall be attached/uploaded.ii) I have read the clause regarding restrictions on procurement from a Tenderer/vendor having Transfer of Technology (ToT) arrangement. The Tenderer should not be under order of debarment/Blacklisting from participating in a Tender by any State/Central Generating/ Transmission Utility/ESCOMs/Distribution companies or any Government Electrical Utilities/ PSUs, as on the last date of submission of bids.Self-declaration in the prescribed format shall be uploaded
The Tenderer should provide detailed information on any litigation or arbitration arising out of contracts completed or under execution by it over the preceding five years, A consistent history of awards involving litigation against the Tenderer or any partner may result in rejection of Bid.Self-declaration in this regard shall be uploaded
The Tenderer shall upload the Power of Attorney in the prescribed format on Rs.500/- non-judicial stamp paper. Further Power of Attorney shall be sent in original to Chief Engineer, Electy Transmission Operation Zone KPTCL Bagalkote so as to reach after the last submission date & on or before the date & time of opening Techno commercial Bids. Note: a) The Bid Enquiry No. shall be clearly and legibly indicated.b) The offer of the Tenderer shall be rejected in the following cases: i.If the Power of Attorney is furnished on the stamp paper of value below Rs 500/ii.In case the date of execution of Power of Attorney is not mentioned.iii.In case the date of execution of Power of Attorney is prior to the date of purchase of Stamp paper. iv.In case the Power of Attorney is submitted without the signature of the Power of Attorney holder and signature of the person who has authorized the Power of Attorney holder.v.In case tender documents including technocommercial sheets are signed by the different person other than the Attorney holder or the person who has authorized the Attorney holder
The offer of the Tenderer taking deviations in following clauses will be summarily rejected. Validity of offer, Earnest Money Deposit/ Bid Security, Performance Security/Contract Performance Guarantee, Payment terms. Guarantee/Warrantee, Liquidated Damages/Penalty for delay in supplies ,Stipulated Delivery Schedule, Price Basis, Type Tests, Change in offered quantity against tendered quantity

The Tenderer shall upload Guaranteed Technical Particulars of each rating of material/equipment specified in Annexure-A of the present enquiry in the prescribed format uploaded in Techno-commercial sheet, failing which the bid document is liable for rejection
The Tenderer will be disqualified if they have a record of poor performance against KPTCL orders such as abandoning the contract, not properly completing the contract, inordinate delays in completion of contract, if the failure rate of the equipment/materials supplied to KPTCL (either through direct orders or through EPC Contractors) placed in the preceding 5 years is more than 10% of the quantities of 110kV voltage class Battery sets supplied. Note: The disqualification applies to similar equipment/materials for which above mentioned poor performance is recorded/observed.
Note:1)In case, type test reports of 48V and higher rating battery sets other than those specified in the bid are uploaded, the same are acceptable for the ratios of battery setsspecified in the tender, subject to the condition that the Tenderer shall establish similarity in design and construction between type tested battery sets and offered battery sets in the event of an award. In case design and construction similarity between the type tested battery sets and offered battery sets are not established, then the Tenderer shall furnish the type test reports for the ratios of offered battery sets at the time of inspection of battery sets by KPTCL officers, without affecting the Delivery Schedule and at no extra cost to KPTCL. Bidder shall upload an Undertaking agreeing to this effect along with the bid.2)In case, few of the type test reports and additional type test reports specified in KPTCL Technical specification are not available, the same are acceptable for tender evaluation purpose, subject to the condition that, the Tenderer shall upload an undertaking agreeing to submit all the type test reports and additional type test reports specified in KPTCL Technical specification for having conducted type tests at designated laboratories mentioned above for the highest rating of CT in each voltage class specified in the bid, at the time of inspection of battery sets by KPTCL officers, if the order is placed on the Tenderer without affecting the Delivery Schedule and at no extra cost to KPTCL.3)In the event of an award, the delay in supplies of battery sets due to the delay in establishing design similarity as per Sl. No. (1) or due to delay in submission of all type test reports & additional type test reports as per Sl. No. (2) will be to the account of Successful Tenderer and KPTCL shall have no liability whatsoever in this regard
