Manning and operation including attending breakdowns of HT/LT network at various sub stations 6.6 KV/433 volts with 6.6 KV incoming from MRSS/INSS sub station and consisting of various sub stations and frequency convertor such , cruiser wharf sub station transformers, HT/LT braker, LT capacitor bank, battery chargers, LT panels, APFC panels, COPE points, distribution panels, including internal lighting/ventilation of the sub stations and manning duty round the clock in three shifts by skilled operator having minimum 5 years experince in electrical, external electrification with minimum qualiification of ITI in electrical branch or equivalent course from state/central govt recognized institute and carryout of manning duties by deploying the under mentioned manpower in three shifts incl Sunday/Holidays all as per direction of Engineer-in-charge. Skilled Electrician -20 Nos. Shift timings above are as under:- (a) First shift: 0600 hr to 1400 hr (b) Second shift: 1400 hr to 2200 hr (c) Third shift: 2200 hr to 0600 hr

Mate electrician - 10 Nos. Shift timings of above are as under:- (a) First shift: 0600 hr to 1400 hr (b) Second shift: 1400 hr to 2200 hr (c) Third shift: 2200 hr to 0600 hr

NOTE for item No 1&2 (a) Contractor shall submit ID proof, police verification , Bank A/C details,Educational certificate to department and obtain approval of Engineer-in-Charge before employing a person as electrican and mate electrican. (b) Payment to employees shall be done by crossed cheque through Aadhaar linked bank account only and it shall not be less than minimum fair wages as per act in vogue. The contractor shall submit proof of payment to Engineer-in-Charge before claiming any payment. (c) Electrican and mate electrican shall be available within substation assign to him as per the shift timings as per duty roster and he will report to JE E/M in-Charge In case of emergency he will function according to their direction. If he is found absent or move without intimating to in-Charge or JE E/M he will be treated as absent for the said shift and recovery to this effect for Rs 1500/- per shift shall be affected. d) Contractor should submit duty roaster for every month and get approval of the same from Enginner-in-Charge for each shift at various substations located inside Naval Dockyard area. e) Contractor should provide uniform of two , shoes of two sets,Basic tools and accessories to each person employed. f) Contractor should provide log book as per format given by Enginner-in-Charge along with required stationary. g)Contractor has to submit proof of payment of Group insurance subscription made by him as applicable as per latest laws/acts alongwith RAR failing which RAR will not be progressed for payment. h) The rates quoted shall be inclusive of suitable reliver wherever sundays & holidays are mentioned for working all as per directed by Engineer-in-Charge.

(j) The bidders are advised not to quote rate less than minimum fair wages as circulated by competent authority. If the quoted amount is less than the estimated cost of Rs 1,04,48,086.00, the lowest bidder will have to deposit FDR/BGB as elaborated herein after in favour of Accepting Officer within 07 days of opening of financial bid (Cover No 2). The deposited amount shall be the difference between estimated cost of Rs 1,04,48,086.00 and amount quoted by lowest bidder. FDR/BGB shall be released only after satisfactory completion of work. If the contractor fails to pay minimum wages to employees, the department shall have right to withhold the said amount which will be verified by GE. The decision of Accepting Officer regarding amount to be withhold shall be final and binding. The withhold amount will be utilised by GE for payment to employees if contractor fails to pay minimum wages and balance amount if any shall only be released. If the lowest bidder fails to deposit the amount as stated above within 07 days, the contractor shall be banned for 06 months & his bid shall be rejected. The contractor shall sumbit BGB/FDR of validity shall 12 months for the purpose of encashment/ release as the case may be.

Material and labourfor Flex board for Main receiving station and all 11/6.6kV distribution substations alongwith their fixing arrangement complete all as specified and directed by Engineer-in-Charge.

Material and labour of the PVC board of appropriate size and thickness duly pasted with computerised letter mentioning " NO SMOKING" , " DANGER 11000 volts with skull and cross painted, " NO ADMISSION EXCEPT ON DUTY, " SM/MES NO." for the transformer/HT breakers/DG sets including accessories etc for the substations including accessories for properly fixing the same on wall/fencing/pole complete all as specified and directed by Engineer-in-Charge.

Material and labour mild steel Chequered plate Fe 410-W (gde-E-250) quality A as per site requirement including cutting to required shape and appling two coat of synthetic enamel paint over a coat of red oxide primer and complete all as specified and directed by Engineer-in-Charge.

Material and labour for fixing standard shock treatment chart in English & Hindi duly framed and covered with glass and complete all as specified and directed by Engineer-in-Charge.

Supply of JEF ECO SAFE Maintenance Free Grounding Solution set comprising of High tensile low carbon steel rod of 3 Mts length & 25 mm dia with 250 micron ( average ) molecularly bonded copper on the outer surface to confirm with requirements of UL467 along with Back-fill compound strictly be a Carbon based conductive concrete type which has a resistivity of less than 0.12 Ohm Mtr as per Clause 14.5D of IEEE : 80 standard. Back-fill compound should be electronically conductive ( Like in metals ) and should not depend on moisture for conduction. JEF Powerfill Loresco compound shall be supplied in 50 Pound Bag. ( 1 Bag of 50 Pounds required per earthing set). Back-fill compound should be environment friendly, should solidify when mixed with water and set like concrete and should not leach / diffuse into the ground. A suitable earth terminaton clamp should also be supplied along with the set Note : Back-fill compund shall not be mixed with any soil while pouring in the bore hole.

Supply and fix cable jointing STRAIGHT THROUGH SCOTCHCAST JOINT for 1.1KV grade cable for straight through joint complete with Jointing material (SCOTCHCAST)and accessories suitable for 3.5/4 core XLPE armoured, alluminium conductor cable of size 185 TO 240 sq mm and complete all as specified and directed by Engineer-in-Charge.

Supply and fix cable jointing STRAIGHT THROUGH JOINT for 1.1KV grade cable for straight through joint complete with Jointing material (SCOTCHCAST)and accessories suitable for 3.5/4 core XLPE armoured, alluminium conductor cable of size 240 TO 300 sq mm and complete all as specified and directed by Engineer-in-Charge.

Material and labour cable End Termination Box, HEAT shrinkable, Indoor type suitable for 6.6-11KV, 120 to 185 sq.mm XLPE, 3 core power cable with aluminium conductor including dismantling old cable end termination of any description complete all as specified and directed by Engineer-in-Charge.

Supply and fix cable jointing STRAIGHT THROUGH JOINT for 11KV grade cable for straight through joint complete with Jointing material (Heat shrinkable)and accessories suitable for 3 core XLPE armoured, aluminum conductor cable of size 120 TO 185 sq mm complete all as specified and directed by Engineer-in-Charge.

Supply and Fixing insulation rubber mat upto 3.3kV , having thickness not less than 2.00mm at various installation including pasting of rubber mats with adhesive resin acomplete all as specified and directed by Engineer-in-Charge.
