The Railway reserves the right to increase/ decrease and/or delete or include any of the quantities given above and no extra rate will be allowed on this account.
EXPLANATORY NOTES FOR SCHEDULE OF QUANTITY AND RATES. Explanatory notes forms two sections as Section1-Generaland Section2-Description of items in SOR SECTION-1: GENERAL SCOPE - Explanatory notes for various Items of work included in the Schedule of Quantity and Rates. 1.Items details in the Schedule of Quantity and rates shall be read in conjunction with explanatory note of schedule of tender for respective items. 2.All items of provision mentioned in SOR covers Design, Manufacture, Supply of materials, Erection, Testing and commissioning as required including small parts such as bolts, nuts, lock nuts, washers etc. 3.The tenderer shall quote the offer in percentage above/below the schedule for rates both in figures and words. 4.The quoted percentage will be applicable to each item and rate of tender schedule for deciding the amount to be paid to the Contractor. 5.The prices shall be commercially firm and without any ambiguity. 6.Basic Quantities and component of material required making up a unit of work for items mentioned in the explanatory notes are indicated for guidance purpose only. It is the sole responsibility of the contractor to supply the system as per design and therefore he shall work out the exact quantities of component required for completing the work and satisfactory operation of the system. 7.In case of any deviations from the specification proposed by the tenderer to improve the performance utility and efficiency of the equipment will be given due consideration provided full particulars of the deviation with justification are furnished along with offer. In such case tenderer shall quote according to these specifications and the deviations if any proposed by him shall be quoted as an alternative/alternatives offer. In this case also tenderer shall quote in SOR as enclosed along with tender. 8.All the equipment and materials to be supplied by the Contractor against various schedule items should confirm to latest RDSO's/CORE's/I.S. specification and drawings. Material should be procured from sources approved by RDSO/CORE. Where such list is not available decision of the Railway's engineer in-charge is final. 9.Contractor should note that all specifications as per the latest amendments to RDSO's/CORE/IS and other relevant standard specifications shall be applicable unless specified otherwise. 10.The Contractor shall arrange all necessary tools, equipment's, instruments, spares and other facilities for execution liason, checks and tests and commissioning as specified and decided by The engineer in-charge. 11.Testing and Commissioning: The successful tenderer shall demonstrate various efficiency and other related parameters as specified inthe specification but not limited to during testing and commissioning validated with calculations and / or software as desired by the representative of the Electrical Engineer.. 12.The information asked to be furnished shall be complete in all manner. If there is any entry like 'shall be furnished later' or blanks are left against any item, the tender is not likely to be considered.
SECTION-2:Description of items in Schedule of Quantity and Rates.TECHNICALSCOPE OFWORK ANDSPECIFICATIONThisscheduleofratesandquantitiesshouldbereadinconjunctionwithtechnicalscopeofworkand specification of material, as explanatory notes for schedule of rates and quantities.ITEMNo.1 :HIGH MAST:Supply installation, testing and commissioning of Polygonal 35-Meter-High Mast System, (30 Mtr ±10% Height with 05 Mtr ± 2.5 Mtr Head Frame) so as to achieve a total height of 35 Mtr. The structure shall be suitable for wind loadings as per IS 875 part 31987 or latest. The Mast shaft shall be in two sections with one longitudinal seam weld, per section and no circumferential weld which can be jointed by slip stress method. Standard of Galvanization should be complying with ASTM A123 and A153. The design life of the mast shall be a minimum of 25 years. The drawings and structural calculation along with authorization from the OEM needs to be submitted along with tender. Non-submission of the documents will lead to rejection of the bid. Make: Philips, Bajaj, Transrail, B.P.P, & Valmont INSPECTION:Complete High Mast Arrangement to be inspected by M/s RITES before supply.HEADFRAME:The system is including head frame of height ( 5mtr-6mtr ) of thickness 5mm , with tilt less than15-20 Degree, and for mounting minimum 36 Nos.(800-1300 Watt LED Flood lights), in 05-07 lines/sections (as per requirement ).The Head frame should include platform of width 100 cm (minimum) and height of min 100 cm. Min 02 sets of Climbing arrangement from the platform to the top of head frame should be arranged in such a manner all lights can be safely attended by workmen.INSPECTION: Complete High Mast Arrangement to be inspected by M/s RITES before supply.BASE PLATE:The base plate should be of Thickness 36 mm, consisting of 16 Stiffener plate, with 416 J bolts of size 36 mm and length 1200 mm. The base plate should be confirming to ASTMA 572 -50 equivalent with galvanizing as per BSEN ISO 1461.FOUNDATION:The tenderer after issue of LOA should proceed for soil testing& civil foundation got vetted from IIT/NIT. The foundation should be designed as per soil testing report and the bearing capacity (M-25 type Min). Structural design of the high mast has been carried out as per ILE PLG 7 considering gust wind speed as per IS875. The OEM recommended foundation design clearly mentioning all parameters for foundation construction should be submitted for approval by the tenderer to the Competent Authority. It shall be theresponsibilityofthe OEM to ensure that all safety parameters are compiled to in the foundation design.Suitablefoundationdrawingneedstobesubmittedafter issue of LOA.AVIATION LIGHT AND LIGHTNING ARRESTORS:Supply erection testing commissioning of twin dome aviation light having twin type construction with 2 No light of LED type. - (1 Set) and 01 nos. lighting arrestors
MAST CONTROL PANEL:Supply installation, testing and commissioning of 06 cabinet feeder panel made of 2mm thick powder coted CRCA Sheet with protection of IP 65.The panel shall be configured as :i. main in coming switch : 200Amp, 3pole, 50Hz, 35 KA MCCB, ii. Outgoing divided into 05 sections wherein 03 sections will be consisting of 02 Nos. 63 AMP DP MCB,10 KA each, giving supply to 02 sections of head frame ( one as spare ) and 01 section will be of 01 Nos. 63Amp, TPN MCCB, 25 KA, 50Hz for man rider arrangement, 01 no. section having 02Nos x 63Amp DP MCB , 10 KA + 01 Nos. 32Amp TPNMCB 10KA . Details as per technical scope of workWIRING: -Complete wiring of luminaries with control panel shall be done with appropriate size copper wires as per site requirement and as directed by engineer in-charge: -Complete wiring of luminaries with control panel shall be done with appropriate size copper wires(preferred 5 core 2.5 sq mm Copper flexible cable) as per site requirement and as directed by engineer in- charge.EARTHING:-Supply, Provision, testing & commissioning of Concentric pipe electrode type maintenance free earthing, so as to attain earthing of less than 1 Ohm earth resistance as per RDSO specification No. RDSO/PE/SPEC/PS/0/09(Rev.0- 2008) :Qty :04 nos earth per Tower ( 01 for Body and 01 for lighting & 02 for panel).
ITEMNo.2MAN RIDER ARRANGEMENT:The high mast should be compatible for man rider arrangement. The man rider arrangement should be made of hot dip galvanized MS material of min dia 16mm. The bottom dia and the top dia of the man rider arrangement should be min 800mm/1200mm. The height of the man rider arrangement should be min 150 cm. The hoisting arrangement for man rider should consist of08 mm SS wiresteelrope(GRADE - AISI316)as per IS. Thesteel wire rope (Grade AISI 316) should be of min 6 mm dia (7/19 construction), Double Drum Double Gear Winch 600 KG (Gear Ration 53:1 or as per design), with motor of min capacity 2HP. & manual operation for each mast. The man rider should be capable of handling 300Kg Load with proper protective mechanism.

ITEM No. 5LED FIXTURE:Supply, installation, testing & Commissioning of LED sports floodlights of 800W - 1300 W with no upward light emission. The Luminaire must be of Single piece Die-cast aluminum, powder-coated finish. Driver must be a single unit with PDC aluminum housing. Driver must be mounted along with the fixture at the top of high mast head frame. Driver and the fixture should be of the same make. The mounting bracket should also be made of die-cast aluminium, ensures sturdy installation. Luminaire should have polycarbonate lens for dedicated rotational/symmetrical optic with reduced glare properties. Various optics should be available to meet the design criteria & optimize the design for an efficient system. (Minimum 7 symmetrical optics for optimum/efficient design from extra-narrow to extra wide (2x6° to 2x19°)) with zero ULOR. These flood lights should be suitable for operating temperature range of -40°C up to +45°C. The Floodlight fixture shall be minimum IP66 suitable for all weather outdoor application with an impact resistance of minimum IK 08. The luminaire should have CRI>80. The luminaire should have percent flicker factor <1%. The tenderer must submit the Polar Diagram Cone Diagram, IES File, LM 79 report, LM 80 report, BIS approval (both for Fixtures and driver), Authorization if the bidder is other than OEM. Make: Philips, Havells, Bajaj, Crompton, Samsung, Lighting Technologies, or similar reputed make must be meeting the below technical specification. Note: The Authority can ask the tenderer to provide the sample fixture & driver, for verification of below technical specifications, from third party testing lab on their own expense during technical evaluation. INSPECTION: LED LIGHTS to be inspected by M/s RITES before supply. The price shall also include back filling of trench after laying of cable. While crossing rail, care should be taken that track alignment is not disturbed. While excavation, care shall be taken not to damage any cable or any other Railway structure

Item no.15: HDPEPIPE: The price shall cover the cost of supply, loading, transportation, unloading to the site andlaying of Dura Guard double walled corrugated (DWC) HDPE of above size dia or size as per site requirement in the excavated CC / soil trench or fixing the same to the catwalk. The double walled corrugated (DWC) HDPE duct shall be confirming to IS-14930 (Part-II) or latest.
Note:-WARRANTY: Thecontractorshouldprovidefiveyearswarrantyandperiodicmaintenanceservicefor the work fromdate of commissioning of the work. The P.G moneyand SecurityDepositwillbekeptwithheldbyRailwaytillthecompletionofthewarrantyperiod. Routine check ups and maintenance during warranty period : a) Routine maintenance to be done routinely once in a year. b) Thorough maintenance of the lighting system including High mast, Luminares, Associated control gears &Maintaining the illumination level as defined may be carried out 15 days ahead of the commencement of sports events. c) There may be on an average/4-5 sports events in a year covering night time.
PENALTY: As per rule 17B of GCCApril22, extension of time with liquidated damages (LD) for delay due to contractor: The time for the execution of the work or part of the works specified in the contract documents shall be deemed to be the essence of the contract and the works must be completed not later than the date(s) as specified in the contract. If the Contractor fails to complete the works within the time as specified in the contract for the reasons other than the reasons specified in Clause 17 and 17A, the Railway may, if satisfied that the works can be completed by the Contractor within reasonable short time thereafter, allow the Contractor for further extension of time (Proforma at Annexure-VII) as the Engineer may decide. On such extension the Railway will be entitled without prejudice to any other right and remedy available on that behalf, to recover from the Contractor as agreed damages and not by way of penalty for each week or part of the week, a sum calculated at the following rates of the contract value of the works. For the purpose of this Clause, the contract value of the works shall be taken as value of work as per contract agreement including any supplementary work order/contract agreement issued. Provided also, that the total amount of liquidated damages under this condition shall not exceed 5% of the contract value or of the total value of the item or groups of items of work for which a separate distinct completion period is specified in the contract. 1Duration of extension of time under Clause 17B Rate of Liquidated Damages 2Up to Twenty Five percent of original period of completion including period of extension of time granted under Section 17A(i)As decided by Engineer, between 0.01% to 0.05% of contract value for each week or part of the week Above Twenty Five percent but upto Fifty percent of original period of completion including period of extension of time granted under Section 17A(i)0.10 % of contract value for each week or part of the week Above Fifty percent of original period of completion including period of extension of time granted under Section 17A(i)0.30 % of contract value for each week or part of the week
Provided further, that if the Railway is not satisfied that the works can be completed by the Contractor and in the event of failure on the part of the contractor to complete the work within further extension of time allowed as aforesaid, the Railway shall be entitled without prejudice to any other right or remedy available in that behalf, to appropriate the contractor's Security Deposit and rescind the contract under Clause 62 of these Conditions, whether or not actual damage is caused by such default.
NOTE:1.In a contract, where extension(s) of time have been allowed once under clause 17B, further request(s)for extension of time under clause 17A can also be considered under exceptional circumstances. Such extension(s) of time under clause 17A shall be without any Liquidated damages, but the Liquidated damages already recovered during extension(s) of time granted previously under clause 17B shall not be waived. However, Price variation during such extension(s) shall be dealt as applicable for extension(s) of time under clause 17B.2.After commissioning and during warranty period, if for any subsequent year, it is found that the agency has not been able to provide requiredlux level as described in schedule for conducting national level matchesaccount of any reasons not attributable to Railways or Force Majeure events, such shortfall in performance shall make the agency liable to imposition of penalty. The amount of such penalty will be imposed @ 2 % of the cost of the work for each case and up to 10% ( in total) andit will be deducted from the PG and SD amount withheld by Railways. This compensation shall be applied to the amount of shortfall during the year. However, this compensation shall not be applicable in events of Force Majeure events identified by Railway.Provided further, that if the Railway is not satisfied that the works can be completed by the Contractor and in the event of failure on the part of the contractor to complete the work within further extension of time allowed as aforesaid, the Railway shall be entitled without prejudice to any other right or remedy available in that behalf, to appropriate the contractor's Security Deposit and rescind the contract under Clause 62 of these Conditions, whether or not actual damage is caused by such default.

Before actual commencement of work, the Contractor shall comply with all the statutory and other requirements as laid down in the conditions of contract. The Contractor shall also possess the necessary licenses for specialized works such as electrical.2. The contractor shall construct and maintain sheds/ go-downs for storage and protection of the materials, tools, tackles & equipment etc. The locations of such sheds/go-downs shall be such that they do not cause inconvenience to general movements in the premises, car parking, traffic etc. The Contractor shall get such locations approved from the Railway before constructing there on.
The Contractor shall maintain the following record at site in an up-to-date manner: a) Insurance policies, work order, program of work, licenses. b) Progress reports, site visit reports and minutes of meetings. c) Measurement Books, d) Stock record of specified materials including materials which are to be paid based on their consumption such as chemicals or any other such materials. e) Contractor's delivery challans, bills of materials received at site and inward challans duty signed by Railway. f) Correspondence with the Architect and/or the Railway. g) All technical specifications, drawings, sketches, etc received from the Architect should be duly approved by the competent authority. h) All statutory record/registers as required by law 4. The contractor shall be bound to fulfill all the obligations under all the legislations in force from time to time such as Factories Act, Employees State Insurance Act, Workmen's Compensation Act, Provident Fund Act, Contract Labour Act, Payment of Wages Act, etc as applicable and maintain such records as are required under the respective laws and submit the same for scrutiny whenever required. Execution: 1. The contractor shall depute a team of qualified, experienced and competent full time engineers at the site who shall carry out day to day supervision, take instructions from Railway & execute the work strictly as per the technical specifications & in agreed time schedule. The engineer must have experience in the type of work proposed for this tender. The engineer shall visit the office of the Railway whenever required for coordination & taking necessary instructions. 2. The Contractor shall be given the possession of the site or parts thereof as per agreed schedule. He shall bear expenses and charges for all temporary approaches, required by him in connection to the accesses to the site and shall be solely liable to observe all applicable laws and safety precautions relating to the site or parts of site and approaches etc. He shall also provide, at his own cost, any additional accommodation outside the site required by him for the purpose of the works. 3. The Contractor shall provide and install at his risk, costs and expenses all necessary ladders, hoists, scaffolding, tools, tackles, safety equipment, plants and necessary facilities for labour to achieve good quality and time bound completion of work. 4. If at any time it is discovered that any work which is not in accordance with the specification, drawings, details, schedules, other like documents and written in tender document.
1.The bidder must have submit authorization from OEM for particular tender along with OEM certification to give undertaking for uninterrupted supply of lighting fixtures for commissioning of work within the stipulated completion time2.Bidder must have to submit OEM's Factory licensedocuments details of manufacturing unit& it must be registered under the Factory Act of Govt. of India.3.Bidder must have LT/HT Contractor License approved by license issuing authority only. If the Manufacturer quotes directly, if the OEM is a bidder he has to draw MoU with Electrical contractor having valid LT/HT electrical license for execution of electrical works for the particular tender along with the bid.4.Must submit laboratory Certificate accredited by NABL as mentioned in technical scope of work and specification.5.The OEM shall submit certification to take the responsibility of design support, aiming & commissioning of sports lighting system and it's performance if they participate directly OR for the authorized dealer/ agency for complete period up to end of the defect liability period. If their authorize agency quote for the bid, this shall be part of authorization letter on behalf of the OEM.6.Bidder must be submitting all mandatory documents mentioned in technical scope of work andspecification.7.All materials which will be utilized for this work shall confirm to relevant IS.8.All the materials should be got approved from Dy.CEE/PS/MLG and Engineer in-charge should be contacted before execution of work.9.Detailed operating manual has to be submitted during commissioning.10.The panel board drawing to be got approved by Dy.CEE/PS/MLG before execution of work.11.The firm should paint C.A.No. and Date on each executed items at a distinct spot.12.The contractor should maintain the assets free of cost for a period of 12 months from the date of completion of the work.13.Dismantling of existing Old/defective assets if any to be cleared from proposed site free of cost by the contractor & hand it over to consignee in store as per the direction.14.The contractor(s) have to supply all petty stores, which may be required for successful commissioning of the equipments, but not mentioned in the schedule of works. The rate quoted against each item shall be inclusive of those petty stores.15.All schematic electric design, drawing/layout diagrams, electrical power and control circuit diagram, plan and elevation along with design calculation details pertaining to this work are to be prepared and submitted by the successful tenderer well in advance to Dy.CEE/PS/MLG for obtaining approval, prior to execution of the works at site.16.Railway reserves the right for selection of any particular brand, make, specifications if required.
17.Make of the materials will be following subject to fulfillment of technical specification &site suitability:-I.Switchgears, Equipments& enclosure should be SIEMENS, ABB, INDOASIAN, L&T, BCH or similar.II.Cable should be Havells, Finolex, KEI, Polycab or similar.III.Switches, socket, regulator should be COSMIC, Roma Urban, Myrius, athena ,Aura or similar.IV.Luminaries other than flood lights should be Vinay, Havells, Philips, Gold medal or similar.V. 3.0Price variation (As per GCC) 4.0Method of payment 4.1The progressive work shall be certified progressively for supply installation, testing commissioning for each unit of work as specified in schedule of work to release on account payment demanded by the contractor if any. 4.2No claims for payment shall be admitted if any of the 5 documents as listed in Para 15.3 of SCC is/are not submitted by the contractor. 5.0Terms of Payment Thefollowingpaymenttermsshallbeapplicablesubjecttocertificationofworktothe satisfaction of the Engineer: - a)70%priceofsupplyofmaterialafterreceiptandacceptanceatsite b)20%priceofsupplyofmaterialwillbepaidaftererectionof material. c)90%priceoferectionaftersuccessfulerectionofmaterial/joint/terminations by tenderer. d)Balance10%priceofsupplyand10%priceoferectionwillbepaidonsuccessful completion of the work. The payment shall be made after completion of all legal formalities and filling up of MB. The payment shall be made on certificate of Dy. Chief Electrical Engineer, Maligaon or his authorized representative within a reasonable time of the issue thereof. On production of bill and proper execution of work, Unless otherwise specified, payment to the Contractor will be made by cheque but no cheque will be issued for an amount less than hundred rupees.
