   Procurement will be made only from those sources who have been approved by BLW for such ordering [i.e. approved sources either before or on the date of tender opening], to manufacture and supply the tendered item (BLW Item ID: 2201253 , Thermoplastic Polyurethane Spring Pads (Happy Pads) for Locomotives) . (For details regarding ordering on Approved/ Developmental vendors please refer para 3.2 & 3.3 of Part- B tender conditions). The firm must be approved on or before the date of tender opening, and its status shall be as per the UVAM Vendor Directory (published).

   Ordering Distribution: Minimum 80% of the net procurement quantity (NPQ) shall be placed on firms categorized as Approved Vendors in the UVAM Vendor Directory. Up to 20% of NPQ may be placed as developmental orders on firms categorized as Developmental Vendors, provided: * The firm has been assessed and cleared by the approving authority (BLW) for developmental ordering. * The firm is listed as a Developmental Vendor in the UVAM Vendor Directory (published) as on the date of tender opening. For detailed provisions regarding ordering on Approved and Developmental Vendors, Para 3.2 & 3.3 of Part-B Tender Conditions shall be applicable. Participation shall be from Original Equipment Manufacturers (OEMs) or their authorized agents/dealers.

   Agents/dealers shall submit a valid Tender- Specific Authorization from the OEM, failing which their offer shall be summarily rejected. In case of authorized participation, the OEM shall bear full responsibility for quality, performance, and warranty obligations of the supplied material. Inspection shall be carried out at the OEM's manufacturing premises only. The above shall be governed by Para 3.4 of Part-B of Southern Railway Tender Conditions.

   Please enter the percentage of local content in the material being offered. Please enter 0 for fully imported items, and 100 for fully indigenous items. The definition and calculation of local content shall be in accordance with the Make in India policy as incorporated in the tender conditions.

   Validity of offers: Offers should be valid for 90 days after closing date of tender. Any offer having lesser validity shall be deemed as commercially unresponsive and will be summarily rejected.

   I/We hereby certify that no other sister concerns or affiliates (such as having common partner/director/promoter/owner/holding company decision control etc.) have participated in this tender which can give rise to a conflict of interest or fall under anti-competitive practices. We understand that the offers of all such sister concerns including ours are liable to be rejected as per relevant provisions of IRS terms and conditions.I/We understand that we are fully responsible for the above declaration and it shall not be the Railway's responsibility to verify the same. I/We are aware that we shall be liable for all consequences of violation of Code of Integrity, if detected, at any stage.
