Eligibility Criteria

Tenders from Joint ventures are not acceptable.

Bidders shall not be under a declaration of ineligibility for corrupt and fraudulent practices issued by Government of Karnataka

The bidder is required to ensure browser compatibility of the computer well in advance to the last date and time for receipt of tenders. The departments shall not be responsible for non-accessibility of KPP PORTAL due to internet connectivity issues and technical glitches at bidders end

It shall be the responsibility of the Bidder to ensure credit of Tender Processing Fee and EMD into the respective receiving bank accounts of e-Procurement on or before the last date and time of bid submission.

EMD Payments through e-Payment mode shall be made as one single transaction and payments made in part are liable for rejection.

The intending Bidder/ Firm/ company are advised to visit the work site before submission of the tenders

The necessary Certificates / documents in support of eligibility criteria fulfilled as stipulated shall be scanned and attached to e- tender document. The original certificate / documents shall be produced prior to the opening of bid for verification. Scanned signature of the Bidder/ Firm/ company authorized representative of the Bidder/ Firm/ company shall be attached while uploading bid document

If any of the dates mentioned above happens to be a general holiday, the next working day holds good

conditional tenders are liable to be rejected. The officer competent to accept the tender shall have the right to reject any or all the tenders without assigning any reason whatsoever

Corrigendum will be published in the website for all modifications or corrections if any

The contractor should mention their recent correct postal address & mail address in declaration forms

All materials like steel, cement etc., required for the above work should be procured by the contractor only. No departmental supply of any materials shall be made by Dept

The contractor should adhere to the accepted execution plan submitted by him under any circumstances without linking to the pending payment of the work & also Land acquisition problems if any

Royalty charges will be deducted from contractors running bill as the per prevailing G.O.at the time of payment. Commerce and Industries Secretariat Notification No.CI 81 MMN 2014 18th February 2018 see sub rule i of rule 36 Royalty, and Mines and Geology, rules and regulations amendment Act, para 36 &para 92 of 1994 and as per the and Circular issued from Director Mines and Geology Department, Bengaluru letter no 2024 25 20 69 Dated 28 01 2025 are to be followed

Typographical errors, if any, will not be the ground for any claims by the Contractor

The necessary Certificates / documents in support of eligibility criteria fulfilled as stipulated shall be scanned and attached to e- tender document. The original certificate / documents shall be produced for verification otherwise the tender will be treated as non responsive bid and rejected

Incomplete tender documents will be rejected

As per the Karnataka Building and other Constructions Workers Welfare Cess Act 1996, 1% of the bill amount will be deducted from the bills

The contractor should adhere to the accepted execution plan submitted by him under any circumstances without linking to the pending payment of the work.

The contractor should furnish the name of the individual / Firm / company with address & telephone No with place of registration, year of incorporation etc

Original documents should be produced for verification at any stage of the tender process, as and when sought for. Failure to produce original documents will lead to disqualification. work done certificate should have all the details CR no, work order issuing date, work completion date and year as asked in bid document

If MDP(Mineral dispatch permits) not submitted by contractors for usage of respective minerals for construction the Royalty charges will be deducted from the contactors running bill as per the direction given by concern department or government at the time of payment

The Applicant shall be registered in KPWD/CPWD and Other Public sector Organizations and shall not be under a declaration of ineligibility for corrupt and fraudulent practices issued by GOK/GOI

Restrictions on Public Procurement from Bidders of certain countries as per Government order No. FD 455 Exp-12 2020 Bengaluru dated:01-04-2023

During the execution of works, if any minor minerals are required, contractors have to abide by the prevailing rules and Acts applicable to Minor Minerals. As per the prevailing rules, for any use of Minor Minerals, the contractor has to submit the mineral Dispatch Permit (MDP) obtained from Mines and Geology Department. If mineral Dispatch permit (MDP) is not submitted by the contractor along with the bill, the prevailing penalty DMF contribution as per Karnataka Minor Mineral Concession Rules 1994 (as amended from time to time) will be deducted from the contractors bill

The agencies participating in the tender shall be registered in the Construction Labour Board as per the G.O. No. LD 300 LET 2006 Dated:18-1-2007 and Addendum No. LD 95 LET 2013 Bengaluru Dt:1-4-2013. Also the contractors entrusted with the work shall employ the labours only who have registered in the Karnataka Building and Construction Workers Welfare Board failing which the contractor shall be liable for any further action as deemed by the authority

Within 20 days of receipt of the Letter of Acceptance, the successful Tenderer shall deliver to the Employer a Security deposit in any of the forms as mentioned in bid document for an amount equivalent to 5% of the Contract price plus additional security for unbalanced tenders in accordance with Clause 25.5 of ITT and Clause 44 of the Conditions of Contract for all works

The contractor has to make his own arrangements for procurement of all the required materials and the materials so procured shall confirm to therelevant IS Specifications and obtain necessary quality certificate from authorized quality control.

The Contractor is fully responsible for the Equipment / Material until the same is handed over to the EXECUTIVE ENGINEER in an operating condition after commissioning. The Contractor is responsible for the proper maintenance of equipment / material as well as protection of the same against theft, elements of nature, damages etc., while in his custody as well as after erection until the same is taken over by the EXECUTIVE ENGINEER under due acknowledgment in writing

The tenderer shall also disclose if there are any bankruptcy proceedings against him.

The Work Done Certificates shall be issued by the Executive Engineer with indent number mentioned (if work done in Karnataka State), otherwise it shall be issued/counter signed by Superintending Engineer (if the work is done in other states)

Sub-Leasing/G.P.A of Work is Prohibited

Each Item Of BOQ To be read as with all lead and lifts including loading and unloading charges and as per the direction of Engineer in charge

The statements showing the value of existing commitments and on-going works as well as the stipulated period of completion remaining for each of the work listed should be countersigned by the Employer in charge, not below the rank of an Executive Engineer or equivalent

Income Tax : Latest copy of the Income Tax Clearance Certificate and Sale Tax Clearance PAN and TAN Nos. to be uploaded

It shall be the responsibility of the Bidder to ensure credit of Tender Processing Fee into the respective receiving bank accounts of KPP PORTAL on or before the last date and time of bid submission.

The tender processing charges paid by the bidder/ firm/ company are not refundable even if the tenders are cancelled

For payments related to GST,contractor should abide to prevailing FD Order no 417 EXP-12/2024 bengaluru dated 09-08-2024

The Bidder shall quote Rates WITHOUT adding GST for either materials or works Contract (Service)GST payable by the contractor under this work/contract will be paid to the contractor.

Item Rates are Exclusive of GST and amount to tender is also Exclusive of GST hence the contractor should quote his/her rate Exclusive of GST.

All other terms and conditions as per KW-1 tender documents ARE APPLICABLE

Bidder shal pay contract management Module Processing fees of 0.025% of the contract value (Minimum Rs 500 and Maximum of Rs 7500) soon after contract has been issued to bidder

The intending bidder Satisfactory completion as a prime contractor for at least one similar work such Preparing DPR for the work Repair of road Works of value not less than Rs 0.49 Lakhs (Value 50% of the Estimated Cost put to tender) during the last five financial years from 2020-21 to 2024-25. An additional weightage of 10% for each year will be added to the cost of work done to bring it to the 2025-26 price level. Certificates should be obtained from the officer not below the rank of Executive Engineer or equivalent/above the rank of government department.

To qualify for award of this contract, each tenderer in its name should have in the last five years period i.e.2020-21 to 2024-25. Additional weight age at 10% for each year will be added to the financial turnover to bring it to the 2025-26 price level.
