The bidder should have satisfactorily completed the works involving 11kV line (OH/UG) or LT line (OH/UG), either on Total Turnkey (TTK) basis or Partial Turnkey (PTK) basis or through self-execution for any ESCOMs/Govt. Departments including Public sector undertakings (PSUs) during the last Five Financial Years (i.e., FY 2020-21 to 2024-25) as on the date of Bid Submission. The total value of such completed works shall not be less than 50 percentage of the Amount Put to Tender. Note: 1. The value of the completed works shall be given a weight of 10 percent per year to bring them to the price level of the FY in which the tenders are invited i.e., FY 2025-26. 2. Work carried out under sub-contract will not be considered. 3. For the assessment, the date of completion will be considered. 4. Self-Execution means the work(s) executed on behalf of the consumer/applicant by an authorized contractor under the supervision of the ESCOMs/Govt. departments including PSUs. In case of Total turnkey (TTK) or Partial turnkey (PTK), the following documents shall be uploaded: a) Copy of Detailed work award(s) (DWA)/Work Award(s), as applicable. (b) Work completion certificate(s) issued by an officer not below the rank of Executive Engineer or equivalent of the concerned ESCOMs/Govt. Departments including Public sector undertakings (PSUs). (Refer Section-2 of ITT, Clause-3.0-Qualification of the Tenderer).
The bidder should have Executed the following minimum quantities of work in any one Year of the last Five Financial Years (i.e FY 2020-21 to 2024-25) either on a Total Turnkey (TTK) or Partial Turnkey (PTK) basis, or through self-execution, for any ESCOMs/Govt. Departments including Public sector undertakings (PSUs). 11kV line (OH/UG) or LT line (OH/UG) or Together in RKMs: 40 percentage of the Total quantity of 11kV Line & LT Line (RKMs) proposed in the tender. In addition, the above-executed quantum of work must be satisfactory operation for at least 12 Months from the date of commissioning to the date of certificate issued. In case of Total turnkey (TTK) or Partial turnkey (PTK), the following documents shall be uploaded: (a) Copy of Detailed work award(s) (DWA)/Work Award(s), as applicable. (b) Work Performance certificate(s) issued by an officer not below the rank of Executive Engineer or equivalent of the concerned ESCOMs/Govt. Departments including Public sector undertakings (PSUs). The certificate(s) must clearly mention the following: (a) The quantum of work executed including 11kV/LT Line in Route KMs (b) The financial year wise break up of above quantum of work executed across the contract tenure. (c) The period of satisfactory performance of the executed work from the date of commissioning to the date of certificate issued. In case of Self-Execution works, the following documents shall be uploaded: (a) Self-Execution intimation letter (s) issued by the ESCOMs/Govt. Departments including PSUs. (b) Joint inventory report(s). (c) Approval copy from the Electrical Inspectorate for commissioning of the said work(s). (d) Work Performance certificate (s) issued by the officer who issued the Self-Execution intimation of the concerned ESCOMs/Govt. Departments including Public sector undertakings (PSUs). The certificate(s) shall clearly mention the name of the contractor who executed the work(s) on behalf of the consumer/applicant along with following information. (i) The quantum of work executed including 11kV/LT Line in Route KMs (ii) The financial year wise break up of above quantum of work executed across the contract tenure. (iii) The period of satisfactory performance of the executed work from the date of commissioning to the date of certificate issued. (Refer Section-2 of ITT, Clause-3.0-Qualification of the Tenderer).
The Bidder should be in existence as any of the following: (a) Company incorporated in India under the Companies Act, 1956/2013 including any amendment thereto: Documents to be submitted: (1) Certificate of Incorporation issued by Registrar of Companies as per Companies Act 1956/2013 along with Memorandum of Association and Articles of Association of the Company. (2) Declaration from Directors of the Company in MBP-1 Form, stating that they are not disqualified to be a Director of the Company along with the list of Companies in which they are Directors as on the date of inviting tender (s). (b) LLP incorporated in India under the Limited Liability Partnership (LLP) Act, 2008 including any amendment thereto: Documents to be submitted: (1) Certification of Incorporation issued by Registrar of Companies as per LLP Act 2008. (2) Limited Liability Partnership Agreement of LLP. (c) Partnership Firm under Partnership Act, 1932 in India: Documents to be submitted: (1) Partnership Deed, GST Registration Certificate. (2) Shops and Establishment Registration Certificate, as applicable. (d) Sole Proprietorship Concern: Documents to be submitted: PAN/GST Registration Certificate (Refer Section-2 of ITT, Clause-3.0-Qualification of the Tenderer).
Tender Capacity: The Bidder, who meets the above specified minimum qualifying criteria, will only be qualified, if their Available Tender capacity is more than the Amount put to tender. Assessed available tender capacity: (A X N X 1.5 - B) A: Maximum value of works executed in any one year during the last five years (FY 2020-21, 2021-22, 2022-23, 2023-24 & 2024-25) (updated to FY-2025-26 in which tenders are invited), taking into account the completed as well as works in progress. N: Number of years prescribed for completion of the works for which tenders are invited. i.e., N-2. B: Value, at FY-2025-26 in which tenders are invited price level, of existing commitments and on-going works to be completed during the next 2 years. Note: Copy of the statement of total value executed and payment received in the last five years (FY 2020-21 to FY 2024-25) as per the format in the bid document duly certified by the Chartered Account along with affixing the UDIN shall be uploaded. Copy of the statements showing the value of existing commitments and on-going works as well as the stipulated period of completion remaining for each of the works as per the format prescribed in the bid document. The statement shall be certified by the Employer in charge, not below the rank of an Executive Engineer or equivalent of the concerned utility shall be uploaded (Refer Section-2 of ITT, Clause-3.0-Qualification of the Tenderer).
In order to ensure the quality, performance, and compliance in accordance with applicable IS standards, the bidder shall source ACSR Rabbit conductor only from manufacturer(s) who meet the following requirements: (i) The identified manufacturer(s) must be a valid approved vendor of BESCOM for supply of ACSR Rabbit Conductor. If not approved, the manufacturer(s) must obtain vendor approval from BESCOM prior to the opening of the price bid, failing which the bid will be liable for rejection. (ii) The identified manufacturer(s) must have supplied ACSR Rabbit conductor against Purchase Order(s) of any ESCOMs/Govt. departments including Public sector undertakings (PSUs) in any one of the last five (5) years (FY 2020-21 to FY 2024-25) as on the date of bid submission. Note : At the time of execution, if the successful bidder intends to source ACSR Rabbit conductor from a manufacturer other than the manufacturer(s) identified at the time of bid submission, prior approval of CGM, Projects, BESCOM shall be obtained, subject to fulfilment of the above two clauses. Documents to be submitted: (i) Self-declaration regarding the procurement of ACSR Rabbit conductor from a valid BESCOM-approved vendor as per the format stipulated in the tender document shall be uploaded. (ii) Copies of the Purchase order(s) and order completion certificate(s) issued by the officer not below the rank of Executive Engineer or equivalent of the concerned ESCOMs/Govt. departments including Public sector undertakings (PSUs) shall be uploaded. (Refer Section-2 of ITT, Clause-3.0-Qualification of the Tenderer).
The bidder should have achieved in at least Two financial years during the last Five years (i.e., FY 2020-21 to FY 2024-25), a minimum financial turnover not less than the Amount put to Tender. Note: Updated to FY 2025-26. The financial turnover shall be given a weight of 10 percentage per year to bring them to the price level to FY 2025-26. Copies of the audited Annual Accounts statements such as P&L statement, Balance sheets for the respective FYs shall be uploaded. (Refer Section-2 of ITT, Clause-3.0-Qualification of the Tenderer)
The Liquid Assets as on the date of issue of Notification for Inviting Tender (NIT) or later date before submission of bid consisting of Cash at Bank plus Term Deposits plus availability of fund based credit facility in any Nationalized/scheduled Commercial Bank shall not be less than 25 percentage of the Amount put to Tender. Note: The cash at bank, Term Deposits and the availability of fund based credit facility shall be supported by a certificate issued by any Nationalized/Scheduled Bank with whom the Bidder has banking facilities. In case of Fund based credit facility, the certificate issued by the Nationalized/Scheduled Bank duly mentioning sanctioned limits, funds utilized so far and balance available as on as on the date of issue of Notification for Inviting Tender (NIT) or later date before submission of bid. The balance available as on as on the date of issue of Notification for Inviting Tender (NIT) or later date before submission of bid shall be considered as availability of fund based credit facility. If the bidder has banking with more than one Bank, then the available liquid assets as mentioned above on a particular date i.e., as on as on the date of issue of Notification for Inviting Tender (NIT) or later date before submission of bid shall be the same date for all the banks. (Refer Section-2 of ITT, Clause-3.0-Qualification of the Tenderer).
Even though the Bidders meet the above criteria, they are subject to be disqualified if they have: (i) made misleading or false representations in the forms, statements and attachments submitted in proof of the qualification requirements. and/or (ii) record of poor performance such as abandoning the works, not properly completing the contract, inordinate delays in completion, litigation history, or financial failures etc. and/or (iii) Participated in the previous Tender for the same work and had quoted unreasonably high tender prices and could not furnish rational justification. and/or (iv) Blacklisted due to non-performance in execution of works by any Central/State Govt. undertaking Electrical utility/ Government Dept. as on date of bid submission and/or (v) Defaulted/short closed due to non-performance in execution of works against the order placed by any Central/State Govt. undertaking Electrical utility/Government Dept. as on date of bid submission. (Refer Section-2 of ITT, Clause-3.0-Qualification of the Tenderer).
Any Bidder from a country which shares a land with India will be eligible to bid in this tender only if the Bidder is registered with the Competent Authority. (As per Government Order no: FD 455 Exp-12/2020 dt: 25.08.2020). A certificate for having read the clauses is required to be submitted/uploaded by the Bidder separately in the following format: I have read the clause regarding restrictions on procurement from a Bidder of a country which shares a land border with India. I certify that this Bidder is not from such a country or, if from such a country, has been registered with the Competent Authority. I hereby certify that this Bidder fulfills all requirements in this regard and is eligible to be considered (Where applicable, evidence of valid registration by the Competent Authority shall be attached. Documents to be submitted: Scanned copy of Self-declaration on Notarized stamp paper of Rs. 500/- as per the format in the bid document shall be uploaded. If the Bidder from a country which shares a land with India, Registration certificate issued by the competent authority shall be uploaded. Self-declaration shall clearly indicate the tender enquiry number and date on which declaration is done. (Refer Section-2 of ITT, Clause-3.0-Qualification of the Tenderer).
If the bidder participates for more than One tender enquiry under the Notification Inviting Tender (NIT) issued by the tender inviting authority for Comprehensive strengthening/improvement of HT/LT Distribution network work in BRAZ & CTAZ, the bidder must demonstrate the aggregate of the Technical and Financial qualifying criteria of all the tender enquiries participated in. Note: (1) If this condition is not met, the offer of the bidder will be considered to the tender enquiries in the descending order of contract value starting with the highest amount put to tender for which the bidder is eligible. (2) If a bidder participates in more than one Tender Enquiry issued under the same Notification Inviting Tender (NIT) by the concerned Tender Inviting Authority for Comprehensive strengthening/improvement of HT/LT Distribution network work in BRAZ & CTAZ, and satisfies the aggregate Technical and Financial qualification criteria of the participated tenders, and become L-1 in more than one Tender Enquiry, the award of contract shall be restricted to only one Tender Enquiry, among the Tender Enquiries in which the bidder has quoted the lowest percentage w.r.t Amount put to Tender. However, if the Bidder quotes an equal percentage, then the Highest Amount put to tender shall be considered for awarding of the contract. (Refer Section-2 of ITT, Clause-3.0-Qualification of the Tenderer).
