1) Replacement of wear plates- BCM-SBCM- BRM Machines, 2)Dismantling the existing Screens, Supply and fixing of new Screens and allied components for BCM & SBCM and 3) Dismantling the existing conveyors , accessories, Supply and fixing of new conveyors and accessories for BCM &SBCM Machines

The tenderer must have minimum average annual contractual turnover of V/N or 'V' whichever is less; where _ V = Advertised value of the tender in crores of Rupees N = Number of years prescribed for completion of work for which bids have been invited. The average annual contractual turnover shall be calculated as an average of "total contractual payments" in the previous three financial years, as per the audited balance sheet. However, in case balance sheet of the previous year is yet to be prepared/ audited, the audited balance sheet of the fourth previous year shall be considered for calculating average annual contractual turnover. The tenderers shall submit requisite information as per Annexure-VI(B), along with copies of Audited Balance Sheets duly certified by the Chartered Accountant / Certificate from Chartered Accountant duly supported by Audited Balance Sheet.

For OEM: In case if the Bidder is the OEM, copy of Railway Board Contract for supply of Track Machines to any of the Zones in Indian Railways shall be submitted. For OEM the technical and financial eligibilty criteria as defined in the IRGCC are dispensed with.

For Authorized Dealer of OEM: In case if the Bidder is the authorized dealer of OEM of Track Machines copy of valid authorization certificate for the current period shall be submitted. If the validity of the current authorization certificate does not cover the entire period of proposed contract, the authorized dealer of OEM should submit an undertaking along with the offer to the effect that necessary extension of the validity of the authorization by OEM would be ensured before the expiry of current validity. For Authorized Dealer of OEM the technical and financial eligibilty criteria as defined in the GCC are dispensed with.

For other than OEM / Authorized Dealer of OEM: Standard Technical and financial criteria as defined in IRGCC are applicable.

Definition of Similar Work : POH/IOH of Track machines in any CPOH or Zonal or Satellite depot over Indian Railways (or) Supply and fixing of wear plates or Screens or Conveyors of BCM/ SBCM/ HOBCM in any CPOH or Zonal or satellite depot of Indian Railways(or) Original Equipment Manufacturers (OEMs) or OEM-authorized dealers. (Note: For OEM/Authorized Dealers, the technical and financial eligibility crieteria as defined in IRGC are dispensed with).

Bid Security: The tenderer shall be required to submit the Bid Security with the tender for the due performance with the stipulation to keep the offer open till such date as specified in the tender, under the conditions of tender, in the manner described under Clause No.5 of Part-I of Indian Railways Standard General Conditions of Contract-2022 (GCC), as amended from time to time and corrected up to date.

Performance Guarantee: The successful bidder shall have to submit a Performance Guarantee (PG) amounting to 5% of the original contract value as per Clause No.16(4) of Part-II of Indian Railways Standard General Conditions of Contract-2022 (GCC), as amended from time to time and corrected up to date.

Security Deposit: The successful bidder shall have to submit a Security Deposit (SD) amounting to 5% of the contract value as per Clause No.16(1) of Part-II of Indian Railways Standard General Conditions of Contract-2022 (GCC), as amended from time to time and corrected up to date.

The Instructions to Tenderers (ITT) attached under documents should be read in conjunction with the Indian Railways Standard General Conditions of Contract-2022 (GCC), as amended from time to time and corrected upto date

Before submitting a tender, the tenderer will be deemed to have satisfied himself by actual inspection of the site and locality of the works, that all conditions liable to be encountered during the execution of the works are taken into account and that the rates he enters in the tender forms are adequate and all inclusive to accord with the provisions in Clause-37 of the Indian railways Standard General Conditions of Contract-2022 (GCC) for the completion of works to the entire satisfaction of the Engineer.

Tenderers will examine the various provisions of The Central Goods and Services Tax Act, 2017 (CGST) / Integrated Goods and Services Tax Act, 2017(IGST) / Union Territory Goods and Services Tax Act, 2017 (UTGST) / respective state's State Goods and Services Tax Act (SGST) also, as notified by Central/State Govt. & as amended from time to time and applicable taxes before bidding. Tenderers will ensure that full benefit of Input Tax Credit (ITC) likely to be availed by them is duly considered while quoting rates.

All documents in support of fulfilment of eligibility criteria should be uploaded along with the tender. Tenders without documentary evidence in support of eligibility criteria will be summarily rejected. No post tender communication, in any form will be made or entertained, after opening of tenders. The tenderer shall have no claims in this regard.

Unreleased EMD, if any, held with the Railway Administration, shall not be adjusted towards the EMD to be remitted.

If the Tenderer deliberately gives wrong information in his/their tender or creates/create circumstances for the acceptance of his/their tender, the Railway reserves the right to reject such tender at any stage. The entire EMD with Railway will be forfeited. In addition, action will be taken to suspend the business with the tenderer for a period of one year.

All terms and conditions in the tender documents are binding on the tenderers. Manual tenders sent by Post/FAX/Courier or in Person SHALL NOT BE ACCEPTED.
