Phased Array Ultrasonic Testing (PAUT) of Flash Butt (FB) welded joints executed by mobile FB Plants at site using RDSO-verified PAUT weld tester under ADEN/N/SUR & ADEN/S/SUR Sub-divisions in Solapur Division of Central Railway for a period of one year.

10.2. Financial Eligibility Criteria: The tenderer must have minimum average annual contractual turnover V/N or V whichever is less; where V= Advertised value of the tender in crores of Rupees N= Number of years prescribed for completion of work for which bids have been invited. The average annual contractual turnover shall be calculated as an average of "total contractual payments" in the previous three financial years, as per the audited balance sheet. However, in case balance sheet of the previous year is yet to be prepared/ audited, the audited balance sheet of the fourth previous year shall be considered for calculating average annual contractual turnover. The tenderers shall submit requisite information as per Annexure-VIB, along with copies of Audited Balance Sheets duly certified by the Chartered Accountant/ Certificate from Chartered Accountant duly supported by Audited Balance Sheet.

Technical Eligibility criteria for testing of FB welding joints by Phased Array ultrasonic weld tester through outsourcing 1. Firm shall have RDSO verified PAUT weld tester. 2. Firm shall have RDSO certified USFD operators for weld testing by conventional UT method as described in IRS-T-53. In addition to above, theoperator should have competency certificate issued by OEM after completing requisite training for operation and data analysis of Phased Array ultrasonic weld tester. 3. Firm shall have RDSO verified Quality Assurance Plan (QAP) for ultrasonic Testing of FB welds by Phased Array ultrasonic weld tester. 4.The PAUT weld tester proposed to be used by firm on IR network should be in service on some other Railway network for USFD testing of Flash Butt (FB) welds and should have carriedout USFD testing of at least 5000 FB welds with satisfactory performance. Firm shall submit a certificate of satisfactory performance of USFD testing of 5000 FB welds in this regard.5.Original Equipment Manufacturer (OEM) firms shall be eligible to participate in the tender. However, in case the OEM firm is not located in India, any Authorized Indian service provider orrepresentative can participate in the tender.

As per Rly Board letter no. 2017/Track-P/9(2) Vol. III dated 06.03.2019, they have decided to Dispense with the minimum Technical eligibility criteria mentioned in Indian Railways Standard General Conditions of contract for works tender related to "USFD testing of Rails/Welds by SRT/DRT/Handheld Testers whose technical capabilities have beenalready established by RDSO" However financial eligibility criteria as perStandard General Conditions of contract will remain unchanged. HoweverValid QAP shall be available as on date of tender opening and the sameshall be uploaded along with offer. Validity of QAP shall be ensuredthrough out the contract period. Offers without valid QAP will besummarily rejected.

As per official Gazette Notification from "The Institute of Chartered Accountants of India( ICAI) (Set up by an Act of Parliament) dated 02/08/2019,Unique Document Identification Number (UDIN) has been made mandatory from 1st July, 2019 for all Audit/Assurance/Attest function.(Official Gazette Notification attached below).'ICAI has conceptualised and implemented an innovative concept called Unique Document Identification Number (UDIN). ICAI at its 379th Council Meeting held on 17th - 18th December, 2018 made generation of UDIN mandatory for every signature of Full time Practising Chartered Accountants in phased manner for the following services: 1) All Certificates with effect from 1st February, 2019 2) GST and Income Tax Audit with effect from 1st April, 2019 3) All Audit and Assurance Functions with effect from 1st July, 2019 Therefore, UDIN is being made mandatory for all Audit and Assurance Functions like Documents and Reports certified / issued by full time Practising Chartered Accountants from 1st July, 2019'.Any document verified by CA but not having UDIN No. (Wherever applicable) shall not be considered.
