PART-I OPERATION AND MAINTENANCE OF E/M INSTALLATIONS

Operation and Maintenance of sewage Treatment plant of capacity 650 KLD at Rangpuri by deploying adequate and experienced qualified skilled operator/staff, round the clock including Sunday and holidays in three shifts per day of 08 hours each ( Ist shift from 0600 to 1400 hours,IInd shift from 1400 to 2200 hours and IIIrd shift from 2200 to 0600 hours) complete inclusive of daily, weekly , monthly and quarterly maintenance including the equipments and scope of work as given below complete all as specified and as directed .

Rates required to be quoted for executing the work as describrd in Srl.No. 2 here-in-before:-

Employees Provident Fund as mentioned in the tender documents

Employees State Insurance Contribution as mentioned in the tender documents

Contribution of Bonus as mentioned in the tender documents

Notes for Srl No. 2 :- The quoted rate against EPF, ESIC and Bonus shall be considered for payment on actual basis. Contribution towards EPF, ESIC and Bonus is payable only after submission of valid and authentic document in support of having paid the requisite amount to the workmen, ie proof of payment

Scope of Work for srl no. 2 comprises:- (i) Stacking the sludge cakes properly (ii) Cleaning the blockages in any pump/pipe line (iii) Supplying/distributing the treated water regularly as per the directions. (iv) Complete cleaning of grits and channels daily. (v) Brooms and cleaning materials will be arranged by the contractor (vi) During the cleaning safety equipments will be supplied/arranged by the contractor. (vii) POL will be collected from MES store yard under Sch B free for use ,by the contractor at his own arrangements.For record purposes PRRB shall be maintained. (viii) Removing the algae/ sludge in the tube settler and keeping the surrounding area clean daily and removing vegetations etc failing which recovery of Rs. 500/- per day shall be made. (ix) Mixing of the chemicals as directed .

Notes for srl No 2 :- EQUIPMENTS TO BE MAINTAINED :- (i) Bar screen chamber (ii) MBBR reactor (iii) Air blower (iv) Tube settler (v) Filter feed Pump (vi) Filteration system (vii) Feed pump and raw water sewage pump (viii) Inter connecting pipes (ix) chlorine contact tank/ hypo Dosing tank (x) Valves (xi) sludge holding tank with filter press (xii) Electrical system and DB/ panel (xiii) Oil and grease trap (xiv) Equalisation tank (xv) Installed machinary for treated water supply (xvi) Treated water tank installed with STP (xvii) DG set of capacity 200 KVA & sewage well with sewage pump (xviii) Mixing of chemical as reqd.

Notes for srl No 2 :- Maintaining the following records :- (i) Record of chemical consumption. (ii) Record of treated water and electricity consumption (log sheet) (iii) Record of DG set daily running (log sheet) (iv) Record of water meter reading

Notes for srl No 2 :- (i) The Plant shall be run by the skilled operator minimum qualification ITI/ matric with minimum three year experience. Non submission of police verification with ID proof of operator(s), a panel recovery of Rs. 1000/- per person per month shall be made. (ii) (a) Working hours of a particular team of workers shall not exceed 08 hrs per day and no workmen shall be allowed to work beyond 08 hrs per day. (b) In case the contractor fails to deploy requisite numbers of workmen, the operator / workmen against defficiency shall be deployed at risk and cost of the contractor through SPOT QUOTATION and no payment shall be made to the contractor for the shift involved. (c) In addition to above a recovery of Rs. 1000 per shift per workman shall be made from contractor's dues as and when becomes due. (d) Duty roster of manpower deployed shall be displayed otherwise recovery of Rs 500/- per installation per day shall be made.

(iii) All the provisions of contract labour Act 1970 shall be strictly adhered to. (iv) For payment of minimum wages to the workers provisions of particular specifications shall be strictly adhered to. (v) Log sheet for records shall be supplied by the contractor after approval of format by GE/Engineer-in-charge. (vi) Chemicals will be measured and paid for separately under respective items. (vii) Diesel and engine oil for DG set shall be issued under Sch 'B' as free for Use . (viii) Contractor shall ensure that treated sewage water shall confirm to the following characteristics:- (i) TSS : < 10 mg/litre (ii) BOD : < 10 mg/litre (iii) COD : < 150 Mg/litre (iv) ph : 6.5 - 8.5 (v) Total Coliform : < 100 MPN/100 ml (desired nil) (vi) Residual CI > 1 mg/litre

Notes for srl No 2 :- (A) The rate quoted by the contractor shall also deemed to be included for all the aspects mentioned here-in-after. (B) (i) The tenderer shall upload and submit original copy of MOU executed / made with OEM such as M/s Hydrotech paryavaran India Pvt Ltd or M/s ION Exchange or M/s Fontus or M/s Thermax or M/s SIMA Labs Pvt Ltd or any other E-in-C’s approved firm in the office of GE(U) water supply, Delhi Cantt-10 before the scheduled bid opening date. (ii) The MOU shall be executed / made as per specimen MOU given at srl No 09 here-in-after. (iii) Please note that in absense of MOU executed as per specimen MOU, price bid will not be opened.

Specimen of MOU (For Srl No 2) We, M/s [Name of the OEM] do hereby undertake the followings:- (i) STP will be operated and maintained under guidance & supervision of our experts and it will be ensured that plant is run by skilled workmen. (ii) We will inspect the plant monthly and submit the report for the efficient functioning of the plant. (iii) We will ensure that the test result of the treated water comply with the paramenters given in the contract agreement. (iv) We will provide commited technical support in the advert of any requirement of the same and proper operator training will be provided in order to run the plant effectively. (v) We will provide the details/ estimates of the chemicals required for the sewage treatment plant. Note :- (a) Inspection report of OEM shall be enclosed with each payment details, failing which no payment shall be made to the contractor. (b) The contractor's rates shall be deemed to be included for above aspect. Nothing extra shall be paid on this account.

Operation and Maintenance of Electric driven pump set at Rangpuri by deploying adequate and experienced qualified skilled operator/staff, round the clock including Sunday and holidays in three shifts per day of 08 hours each ( Ist shift from 0600 to 1400 hours,IInd shift from 1400 to 2200 hours and IIIrd shift from 2200 to 0600 hours) which comprises as given below complete all as specified and as directed. (i) Centrifugal pump set of capacity 25 HP-03 Nos (ii) Submersible pump set-03 Nos (iii) Chloronome plant -01 No and (iv) LT panel for pump set

Notes for Srl No. 12 :- The quoted rate against EPF, ESIC and Bonus shall be considered for payment on actual basis. Notes for Srl No. 12 :- The rates quoted by the contractor shall also deemed to be included for the following :- (i) Disinfection/ treatment of water by using chemicals as issued by department under Sch 'B' ,free for use, including operation and maintenance /repair/cleaning of Chlorine dozing pump and bleaching dozer including minor spares ie bleaching dozer, rubber bladder, PVC pipe heavy duty, nuts, bolts and washers etc all as directed. (ii) Operating connected accessories such as all type of sluice valve & connecting accessories. (iii) If any loss or damage takes place to the equipment, machinery, tools, stores, fitting and fixtures etc or any other equipment installed in the pump house premises during the contract period, the same shall be made good/borne by the contractor.

(iv) Mixing of Bleaching powder/Calcium based solid granular chemicals/ disinfectant Granules sodium dichloro Iso-Cyanurate chemicals/sodium Hypochloride including transportation of the same from MES store yard to installation is deemed to be included in the quoted unit rate of the items. (v) Bleaching powder/Calcium based solid granular chemicals/ disinfectant Granules sodium dichloro Iso-Cyanurate chemicals/ sodium Hypochloride shall be issued under sch 'B' free for mixing/pouring only and transportation of the same from MES store to installations shall deemed to be included in the unit rate of the items. (vi) (a) The contractor shall keep the record of water testing and the same shall be signed by the contractor, Engineer -in- charge and medical representative. (b) Reading of all the water meter installed in the premises of installations shall be carried out twice a day & properly recorded in a seperate register as directed.

(vii) The contractor will submit the complete details of the tradesmen along with their qualification certificate before commencement of work. (viii) The contractor shall be responsible for watch and guard of installations round the clock 24 hours. Any loss or damage to the plant, equipment installed and Govt. property in the Pump house premises shall be made good/borne by the contractor. (ix) General cleanliness and upkeeping the existing pump house including vegetation within the primises of pump houses/sumps area upto 5 Mtrs allround ,within the boundary walls by deploying manpower with T&P if required , at any time all as directed. (x) If any new equipment/machinary installed during currency of the contract , the contractor shall run/operate the newly installed equipment without any extra cost. (xi) Testing of earthing of machinary/equipment shall be carried out as directed.

PART-II REPAIR OF VARIOUS PUMP HOUSES AND STP's UNDER AGE (U) W/S-III

Carrying samples for Testing of treated water of STP ,submission of detailed test report to the office of the Engineer-in-charge and testing in NABL approved laboratory as approved by GE. Details are as under :- (a) Carrying out minimum essential testing of water as per IS 10500 of 1991 mandatory for chemicals, colour, odour, PH value, TSS, BOD, COD, Total residual chlorine, total Nitrogen, Sulphate, oil and grease , Ammonical Nitrogen (NH3-N) and Bacteriological total coliform organisms per 100 ml (MPN) and E colliie in 100 ml. Note:- Rate quoted shall deemed to be included for :- (i) Cost of sterilised bottle as required (ii) To and fro transportation charges for collection of sample

Notes for srl No. 27 to 28 :- Rate quoted in column 6 shall not be less than the estimated cost inserted by MES under column 5. In case bidder quotes rates less than the corresponding rate under column 5, the rate quoted shall be amended as per column 5 and total amount shall be amended accordingly.
