SCHEDULE 'A' PART - I (AIR CONDITIONING) Preparation of Detailed Engineering Design, Getting the Design vetted from anyone of the Approved Vetting Agencies, Supplying, Installing, Testing & Commissioning of Air-Conditioning System for Certain Rooms(OT/ICU and Other Rooms as per Details of Rooms to be Air-Conditioned given at Annexure-1) of Command Hospital Eastern Command Kolkata using Scroll type Air-Cooled water chilling machine of suitable capacity as worked out by the contractor based on his own Heat Load and design calculations, but totaling to not less than 270 TR (38.5 X 7 units or nearest standard sizes of Approved OEMs) & not more than 280TR suitable for 24 Hrs round the clock operation (Exact cap to be worked out by the contractor, based on his own heat load calculation, refrigerant to be used, standard configuration of models by reputed approved manufacturer & overall design) to meet inside design condition as specified in Annexure -1 with six (6) units of 1/6th of full load capacity of heat load as main operating units & one(1) unit of 1/6th of full load cap of heat load as standby unit, i.e. the plant shall have seven (7) nos of packaged air cooled chilling units, placed on rooftop of exiting old OT complex building ofter considering all the technical aspect, each complete in all respect with Seven(07) nos of factory assembled packaged chilling units (each comprising of energy efficient scroll compressor, EEFC motor to drive the compressor, air cooled condensor with base frame piping network, air cooling system for packaged units) along with fifteen (15) Nos of Air Handling units (Weather making chambers), air filters, HEPA filters as reqd, fresh air grills, cooled air ducting, air diffusers, fire dampers etc with all control accessories LT panel board, necessary UG cables & electrical earthings including necessary civil works for foundation and also during execution site to be prepared for civil/electrical works and any financial effect on this account shall be deemed to be included the quoted rates of this item, no extra payment shall be admissible on this account complete all as specified & as described here-in-under:-
NOTES FOR ITEM NO 1 ABOVE: (i) The design of the AC plant shall be inaccordance with NBAH and as per temparature, RH & Air changes required as Annex-1 on PS of this tender documents. The above items shall be quoted and executed on ground based on contractors own design on Turnkey and performance guarantee basis. 'Turnkey' means that Department Shall be responsible only for making available the Sources of Electric Supply (at Existing Sub Station/Existing AC Plant Room) and Water at existing nearby available points only. All other items of the work for AC Systems are deemed to be included in the rates quoted by the Contractor. The 'Performance Guarantee' is for achieving the indoor conditions, with in the air-conditioned spaces as stipulated at Annexure –I . The contractor shall be responsible for the AC system installed based on his own design results, meeting all the parameters of desired indoor conditions, as specified in Annexure –I, as long as outdoor conditions are with in the range (as specified at Annexure –I) during all seasons i.e. Summer and monsoon(Winter heating not required) on 24 hours operation round the year basis. The Contractor shall also be responsible for desired operational efficacy and desired efficiency of the AC systems, during its life cycle of minimum Ten years. The specifications of sub systems of HVAC installation given-here-in after(in Appendix –I) are on indicative and minimum basis. In case contractor's design requires quantities/ specifications lower than those specified. The specified quantities and specification shall be followed. In case contractor design requires higher quantities and specifications, the same higher quantities/Specifications shall be followed for execution.
(ii) There are various space constraints at site. The work is also required to be executed in a functional Hospital, causing least disturbances to smooth functioning of the Hospital. The contractor is strongly advised to visit the site of work and familiarize himself with those constraints before quoting the rates. Site visit may be arranged with prior intimation to Garrison Engineer, Alipore, Kolkata. Irrespective of the fact weather the contractor has visited the site or not, no claims arising out of not being familiar with site constraints shall be entertained later.
(e) Technical Write up and Dimensioned drawing of weather making Units AHU, FCU Etc. : The general arrangements of AHU /FCU with specifications, makes, model nos etc shall be submitted. (f) Dimensioned drawing indicating the Duct layout:-The Contractor shall prepare his own ducting drawings to suit his design and to achieve the conditions stipulated at Annexure - 1. The duct design drawings shall contain material of construction, sizes, thickness etc. of all ducts, insulation material, air diffusers, fire dampers etc. complete in all respect. All design calculations in support of the duct design shall also be enclosed. The duct design submitted by the contractor shall be approved by the department. Cool air ducting / any other ducting shall be done from outer peripheral of the building, hence no internal ducting has been considered. However in case of unavoidable circumstances internal ducting will be done by the tender without any extra cost to the Govt. Any additional cost of dismantling and making good of old ducting pipe line/ cable / false ceiling etc shall be deemed to be included the quoted rate of this item. Any additions/alterations carried out by the department prior to communicate of approved duct layout as well as during execution of work shall be carried out by the contractor at no extra cost to the department. All such additions/alterations shall, however be confirmed to the duct layout in the air-conditioned space specified in the tender only. No new areas, not to be air conditioned, as per tender provisions shall be added in the area to be air-conditioned, in the guise of amendments in duct layout. All civil works for making opening and making good the disturbed surface shall deemed to be included within the scope of work of this items. No extra rate shall be admissible on this account. (g) Yard stick for making interim payments :- This document is required for regulating interim payments (Running Account Receipts (RARs)) to the contractor. This shall contain the important stages in execution of the project up to provisional completion (Phase - 1 test) and corresponding percentage (%) of the total lump sum amount quoted by the contractor, totaling up to 95% of the total lump quoted amount. An amount of 5% of the total lump sum amount shall be retained by the department for phase - II tests. This shall be released on successful completion of Phase - II tests only. The yard stick submitted by the contractor shall be for suggesting and indicative purpose only. This yard stick shall be approved by the department and communicated to the contractor, within one month placement of work order for AC work.
(iv) The design and other technical details mentioned above at Ser No 1.03 (a) to 1.04 (g) above be got vetted by the Contractor from any one of the Indian Institute of Technology (IITs) / National Institutes of Technology (NITs) / Government owned Engineering Collage having Refrigeration & Air-Conditioning as one Engineering steam at graduation level Or from Corporate Office / Head office of any one of the approved Original Equipment Manufacturer i.e. DAIKIN/ VOLTAS/ CARRIER/ KRILOSKER/ TRANE/ BLUE STAR.
(v) All the documents / technical details mentioned above dully vetted as specified above shall be approved by Garrison Engineer (GE) within 15 days of Submission. The GE may approve the documents as submitted by contractor or may suggest modification/alteration in documents / technical specifications duly supported with reasons and technical justification for the same. The work shall be executed based on these approved documents. In case of any dispute in approval of documents by GE the matter shall be referred to Accepting Officer. The decision of accepting officer shall be final and binding.
(vi) Execution Plan: Since the work is required to be executed at a functional Hospital while causing least disturbances to smooth functioning of Hospital. Therefore after approval of documents and before actual execution of work a detailed execution plan shall be worked out by the contractor in consultation with Garrison Engineer and Hospital authorities. The Shutdown or Closure of rooms etc for specific period shall be decided and accordingly followed.
(vii) The refrigerant to be used in the HVAC system shall be Non CFC & Non- HCFC based R-410A/ R407C/ R401A/R134A or Superior and shall be meeting all environmental safety stipulations as laid down by the Government of India as on date.
(viii) The Department shall be responsible for providing electric connection at 415 VOLTS 3 Phase 4 Wire 5 Hz through suitable rated electrical cable up to inside of existing AC plant room/Sub Station Building and water connection, through a suitable size pipes available in near vicinity of AC plant room (up to a maximum 50 Meter distance from the AC plant). All other works for the complete AC system shall be the responsibility of contractor. The unit rate quoted for this item shall be deemed to be inclusive of all items, sub systems, civil works and incidental works.
(x) The Capacity of plant shall be based on manufacturers design but it shall be of 7 Units (6 Working and 1 Standby) each capable of meeting 100% of full load capacity of heat load independently. The Units shall be placed on Roof top of Existing Building.
(xi) The first fill of all consumable items including refrigerant , compressor oil, lubricant, etc. shall be provided by the contractor. The Contractor shall also be responsible for making up / replenishing these consumables during testing and the defects liability period of one year.
(xii) The design drawings and other technical details submitted by the successful contractor, along with all calculations, drawings, technical writes ups etc shall become department property. Department may use these subsequently as deemed necessary. The Contractor shall have no claim on these documents and their use by the department.
(xiii) A tentative BOQ with minimal specification is given below as APPENDIX - 1 purely for facilitation of appreciation of design methodology to be generally adopted by the contractor and for preliminary estimation. The quantities given are approximate and are as assessed. The Contractor must note that no financial adjustment for variation in quantities (Plus or Minus) shall be done. The work shall be executed purely based on approved design as elaborated here- in -before.
SCHEDULE 'A' PART - II (ELECTRICAL DISTRIBUTION WORKS)
Excavation in trenches, in soft/loose soil, not exceeding 1.5 Meters in width and not exceeding 1.5 Meters in depth for laying of electrical cables etc and getting out including forming bottom surface and sides all as specified and as directed at site by Engineer-in Charge.
Excavation in trenches, in hard/dense soil, not exceeding 1.5 Meters in width and not exceeding 1.5 Meters in depth for laying of electrical cables etc and getting out including forming bottom surface and sides all as specified and as directed at site by Engineer-in Charge.

Material and Labour for sand filling with clean, dry and sieved fine sand, unwashed including gently pruning around cables , after the cables are laid, in trenches for cable protection complete all as specified and as directed at site by Engineer-in-Charge.
Supplying and laying old size sub class "B" bricks Kiln brunt or Over burnt Bricks or Fly Ash bricks, neatly laid adjacent to each other with axis of bricks perpendicular to the axis of cable for cable protection all as specified and as directed at site by Engineer-in-Charge.
Supply and Lay Double Wall Corrugated HDPE Pipes Confirming to IS: 14930-Part I & II and BIS Marked, in standard black colour for cable protection of sizes 90 mm dia ( O.D.-90 mm, I.D.- 75 mm) complete all as specified and as directed at site by Engineer-in-Charge. Note : (i) Dismantled items shall become contractor's property for which credit shall be deducted. Excavation and earthwork required for dismantling of cables shall be measured and paid for separately. Wherever the same trenches are to be used for laying new cables the excavation earthwork shall be paid only once. Any civil work necessary to remove the cable from site and again relaying of cable shall be deemed to be included the quoted rate of this item.

Material and labour for earthing complete with galvanized iron earth plate electrode 600MMX600MMX6MM thick , buried directed and preferably vertically in ground , earth pit not less than 2.25 Mtr deep below ground level with top edge of the plate not less than 1.5 m below ground level connected with galvanized strip of size 32X6 mm by means of nuts, bolts, check nuts and washers made of galvanized iron or steel earthing lead to be protected by galvanized iron pipe 40 mm bore (light grade) and other end connected to earthing test point or lightening arrestor or main controlling switch as directed including providing funnel with 20mm bore galvanized iron pipe (Medium grade) wire mesh , charcoal or coke and common salt in alternate layer of 15 cm (compacted thickness) all round the earth electrode, concrete earth pit in PCC (1:3:6) type C-1 (With 20mm graded aggregate) , 50mm thick precast RCC (1:2:4) cover slab (re-inforce with 8mmdia TMT bar @ 15 cm C/C both ways and suitable handle made of 10mm dia) including necessary earth work in excavation, returning filling and removal of surplus earth up to a distance not exceeding 50m etc all as shown on electrical plate No.3 of MES schedule Part-I(2009) complete including testing on completion all as specified and as directed by the Engr-In-Charge. GROUND FLOOR LEFT WING PANEL Design, supply, installation, testing and commissioning of LT cubical panel board indoor type factory fabricated totally enclosed dust and vermin proof fully compartmentalized and design suitable for 415 volts, 3 phase 50 Hz 4 wire AC system and made out of 2.00 mm thick CRCA sheet, powder coated and suitable to accommodate bus bar, MCCBs as per IE regulation. The panel shall have TPN copper bus bar made of high conductivity electrolyte copper and provision of interconnection with copper strip of different size from main bus bar to switch gear. The TPN bus bar shall be insulated with colour coded heat shrinkable sleeve and shall be mounted on DMC/epoxy insulators conical/square type at maximum interval of 300mm through out the length of the TPN bus bar and provided with CTs of appropriate rating for metering equipments. Providing services for operating including general maintenance with 01 AC Mech (Skilled) per shift of 08 Hours for three shifts in a day i.e. 3 shifts per day (including Sunday and Holidays) for the Sch 'A' Part-I Air Conditioning plants and equipments complete all as directed. Notes:- (i) Contractor has to provide all necessary tools for general maintenance and check up and two uniform to every operator, one No first aid box, cotton waste, wipping clothes to each installation under schedule, required log sheets for noting down daily readings and sweeping instruments and the cost thereof deemed to be included in the quoted rate. (ii) The rate is inclusive of operating etc with other related equipments of the installations, reporting of fault immediately and switching on plants and equipments as per time schedule where applicable including cleaning of inside and outside areas of the respective installations and general cleanliness of surrounding area complete all as specified and directed by the Engineer-in-charge and the cost thereof deemed to be included in the quoted rate. (iii) The time schedule for shifts shall be 0600 Hrs to 1400, 1400 Hrs to 2200 Hrs, 2200 Hrs to 0600 Hrs. (iv) The installations shall be manned round the clock without any interruption. (v) Cleaning of inside and out side of the installation and check oil level in the oil separator on daily basis, and check the system operating pressure and temperatures to ensure proper operating conditions and the cost thereof shall be deemed to be included in the unit rate quoted against this item. (vi) Contractor shall maintain temperature of AC plants as per direction of AGE or his rep within design limit as specified in PS. (vii) The oprator should be well qualified, convergent with AC plant and the system running in it. Contractor will impart training to update the manpower deployed one in a month regarding operation of plant. (viii) Rates quoted for this items are inclusive of the cost of consumeable parts if any required as per manufactureer instruction for smooth running of the plant.

(v) Cleaning of inside and out side of the installation and check oil level in the oil separator on daily basis, and check the system operating pressure and temperatures to ensure proper operating conditions and the cost thereof shall be deemed to be included in the unit rate quoted against this item. (vi) Contractor shall maintain temperature of AC plants as per direction of AGE or his rep within design limit as specified in PS. (vii) The oprator should be well qualified, convergent with AC plant and the system running in it. Contractor will impart training to update the manpower deployed one in a month regarding operation of plant. (viii) Rates quoted for this items are inclusive of the cost of consumeable parts if any required as per manufactureer instruction for smooth running of the plant.
