Supply of 12222 cum Stone ballast (Machine Crushed) 65 mm Gauge on cess in connection with proposed stabling line of Critical Rolling Stock (CRS) at Satrod Yard under ADEN/ SSA.

Financial Eligibility Criteria: The tenderer must have minimum average annual contractual turnover of V/N or V whichever is less; where V= Advertised value of the tender in crores of Rupees N= Number of years prescribed for completion of work for which bids have been invited. The average annual contractual turnover shall be calculated as an average of "total contractual payments" in the previous three financial years, as per the audited balance sheet. However, in case balance sheet of the previous year is yet to be prepared/ audited, the audited balance sheet of the fourth previous year shall be considered for calculating average annual contractual turnover. The tenderers shall submit requisite information as per Annexure-VIB, along with copies of Audited Balance Sheets duly certified by the Chartered Accountant/ Certificate from Chartered Accountant duly supported by Audited Balance Sheet. Note :- (i) For Joint Venture (JV): The tenderer shall submit credentials as mentioned in Clause 17 of GCC April 2022 (Ammended upto date). (ii) In case, date of tender inviting is on or after date of statutory deadline for audit of balance sheet of previous Financial Year (i.e. 30th Sept. or as further extended for this FY), audited balance sheet of 4th previous year shall not be considered unless concerned CA certifies that balance sheet is not audited yet as on date of invitation of this tender.

The tenderer must have successfully completed or substantially completed any of the following during last 07 (seven) years, ending last day of month previous to the one in which tender is invited: (a) Three similar works costing not less than the amount equal to 30% of advertised value of the tender, or (b) Two similar works costing not less than the amount equal to 40% of advertised value of the tender, or (c) One similar work costing not less than the amount equal to 60% of advertised value of the tender. Note :- For Joint Venture (JV): The tenderer shall submit credentials as mentioned in Clause 17 of GCC April 2022 (Ammended upto date).

Defination of Similar Work :- Any Civil Engineering work or supply of Ballast / Boulders /Materials for Concrete Road

Each tenderer at the time of tendering shall submit the test report of impact value, abrasion Value and water absorption value from approved laboratories and list of these laboratories are mentioned in the tender documents in Annexure-D. In absence of this, the offer will be summarily rejected. The test report should not be older than 6 months from date of opening of tender.

The tenderer shall also furnish an undertaking as Annexure- E and include in the tender document that the ballast supply at all times will conform to specifications for track ballast as specified by the Railway without these the tender will be summarily rejected.

Administration does not guarantee for regular supply of Wagon/Hoppers /MBFU. 2.The income tax will be deducted at source at the prescribed enforceable rate for the item involving labour component only on terms of latest instructions of Ministry of Finance. 3.The rates should be quoted including all lead & lift, crossing of track, nallah etc. Nothing extra payment other than accepted rates will be made under any circumstances. The quoted rates shall include all expenditure for any special arrangement, if required, such as mechanical equipment tools and plants etc. 4.The quantities mentioned above are approximate and may vary according to the needs of Railway, variation thereof to the extant of 25% will not be the basis of any claim against the Railway. 5.The work shall be carried out as per IRUSSOR - 2021 (Amended up to date). 6.The contract shall be governed by General Condition of Contract 2022. (amended up to date). 7.The ballast shall be procured strictly as per specifications of RDSO-GE/0001: 2023(amended up to date) and Tender Conditions and Instructions to Tenderers and amended up to date. 8.Each Tenderer at the time of Tendering shall submit the test reports of (i) Impact Value (ii) Abrasion value (iii) Water absorption value from approved laboratory. Otherwise the Tender shall not be considered and rejected. Report from Private Organisation shall not be accepted & rejected. The tenderer should also mention the source of supply i.e. Name and location of the quarry from where the ballast will be supplied. 9.Attention is drawn clause 1 of Tender Condition wherever documents related to Technical performance / ability and financial competencies required along with the offer. 10.DMT may consist of MBFUs /Hoppers/ Wagons for which no claim what so ever will be entertained. 11.The quantity verified by SSE/P.Way in whose Jurisdiction, ballast is unloaded will be final and binding on the contractor. 12.Contractor/ suppliers/ service providers/ parties shall register their firms under EPFO & GSTIN (GST Identification Number).
