OUTSOURCING SERVICES FOR CENTRAL AC PLANT AND COMPREHENSIVE AND PREVENTIVE MAINTENANCE OF RO PLANT INSTALLED AT CABINET SECTT UNDER GE E/M BASE HOSPITAL DELHI CANTT-10

Manning and operation of chiller type central AC plant of capacity 4 x 250 TR, round the clock including Saturday, Sunday & Holidays to maintain inside temperature 21 degree Centigrade +/- 2 degree Centigrade and relative humidity 50 % +/- 5% comprising of 4 Nos horizontal screw type compressors, condensers, chiller expansion valves, starters, microprocessor based control panels, refrigerant piping, controlling valves and ducting system etc including operation of 21 Nos Air Handling Units (AHUs) installed in different floors of Multi Storied building (Make:- Trane) with the following installed equipments and manpower as mentioned here in after complete all as specified and as directed:-

(i) FRP cooling tower, induced draft type, with fan and elect motor, starter, base louvers and ladder etc complete of 500 TR Capacity - 01 No. (Make: PAHARPUR)

(ii) FRP cooling tower, induced draft type, with fan and elect motor, starter, base louvers and ladder etc complete of 250 TR Capacity - 02 Nos (Make:- MIHIR)

(iii) Condenser and chiller water pipes of all size including butterfly valve/sluice valve, non return valves and other accessories complete.

(iv) Chilled water circulating pumps (40 HP capacity each) (07 Nos) and condenser pumps (30 HP Capacity each) (07 Nos), horizontal split case squirrel cage induction motor, starter, pressure gauge etc complete.

(v) LT panel cubical type floor mounted dust and vermin proof for each AC plant unit No. 1, 2, 3, 4 etc complete - 04 Nos.

(vi) AHUs ON/OFF monitor panel - 01 No.

(vii) Dewatering pump sets - 04 Nos

(viii) Make up water pump set of 10 HP capacity - 02 Nos & make up storage tank 10000 litres.

(ix) Air Handling Units with chilled water system, blower motor, pantry, cooling coil, spray and filter section dehumidification arrangement, modutrol motor, strip heater, Thermostat etc suitable for cooling in summer and heating in winter complete of varying capacity 15 TR to 40 TR with elect panel etc - 21 Nos

Notes For item No 1 here-in-before:- (a) The manpower to be deployed shall be as per the following shift timings: - First Shift - 0600 Hrs to 1400 Hrs - 04 Nos Refrigerator mechanic and 01 No Electrician. Second Shift - 1400 Hrs to 2200 Hrs - 04 Nos Refrigerator mechanic and 01 No Electrician. Third Shift - 2200 Hrs to 0600 Hrs - 03 Nos Refrigerator mechanic and 01 No Electrician.

(b) The estimated cost of the work in respect of BOQ Sir item No 1 (as based on minimum wages rates issued vide central/state) is Rs 39,40,000.00. If the quoted amount is found less than the estimated cost of Sir item No 1 of BOQ and tender of lowest bidder is considered for acceptance, then the lowest bidder shall have to deposit FDR in favour of Accepting officer for the difference in estimated cost and Accepted amount in respect of BOQ Sir item Nos 1 within 30 days from date of acceptance. In case the said FDR is not submitted within 30 days the amount in question shall be recovered from contractor’s first RAR/Final bill whichever is earlier. However the FDR/recovered amount shall be released to the contractor after satisfactory completion of work. Attention is further invited added that when the amount of said recovery mentioned herein above is less than the amount of performance security as indicated under Clause 02 on page 04 of CA and Clause 12 on page 11 & 12 of CA, no FDR is required to be submitted for quoting less rate against BOQ Srl Item No 01. However if the amount of performance security is less than the FDR to be submitted for less quoting rate, the difference of performance security amount and FDR amount(for less quoting rates) shall be deposited by the lowest bidder (whose tender is accepted) in the form of FDR for difference amount over and above performance security within 30 days from the date of Acceptance. (c) One Operator/ Technician shall perform only one shift of 08 hours in a day. If the same Operator/ Technician found in other shift, a recovery of Rs 500/- per day shall be recovered from the contractor's dues.

(d) Ref Mechanic shall be ITI qualified having minimum three years of experience in maintenance and operation of Chiller type AC plant 250 TR and above capacity. Contractor shall submit the nominal roll and qualification of operator/technician within 15 days of acceptance of tender. After that penalty for a sum of Rs 500/- per shift per installation shall be recovered from the contractor's dues. (e) Contractor shall ensure attendance of all Operator/ Technician in shift wise. If any operator/technician found absent from duty a sum of Rs 1000/- per shift per person shall be recovered from the contractor's dues. Any damage of loss on this account shall bear by the contractor. (f) All operator/technician shall wear proper uniform, failing which a recovery of Rs 200/- per shift per person shall be recovered from the contractor's dues. (g) The payment of contractor's employee shall be made through nationalized bank account of individual and the proof of transaction and the contractor shall submit the same with bank account pass book of individual within 15 days of acceptance otherwise a recovery shall be made a sum of Rs 200/- per shift per employee from the contractor's dues. (h) The staff deployed for manning/operation of the installations shall not leave the installation under any circumstances before handing over the plant to Next shift duty otherwise penalty @ Rs. 500/- per shift per day shall be recovered from the contractor's dues.

(j) In case of any break down, any additional manpower required shall be arranged by the contractor without any extra cost to the Govt/Deptt. (k) T&P required for the maintenance and operation of the AC plant shall be arranged by the contractor without any extra cost to the Govt/Deptt. (l) Cleanliness of the plant room, forced ventilation, AHUs and cooling tower shall be carried out by the contractor as directed by Engr-in-Charge without any extra cost to the Govt/Deptt. (m) Daily log sheet and maintenance register shall be maintained and signed by each shift tradesman. Record of inside temperature and humidity of deptt/wards to be maintained shift wise.

(n) The contractor shall be bound to maintain the inside temperature 21 degree + 2 degree Centigrade and relative humidity 50 % + 5%. (o) The payment of Contractor's employee shall be made through nationalized bank account of individual only. Contractor will submit the bank account details/pass book of individual within 15 days of acceptance otherwise recovery shall be made a sum of Rs. 500/- per day per employee. (p) Contractor will submit the payment proof i.e. passbook of bank account/Bank statement at the time of submission of RAR.

M&L for dismantling electrically operated three phase 415 Volts 5 HP electric motor from vertical multistage centrifugal pump carrying to workshop, opening the same and rewinding with super enamelled copper winding wire of same gauge, varnishing and replacing paper insulation materials, replacing bearings, gasket and worn out nut, bolts, washers etc. Reassembling the motor and refixing at site its original position including testing on load complete all as specified and directed.

All as per Item Ser No. 2 here-in-before but of capacity 2 HP complete all as specified and directed.

M&L for dismantling defective vertical multistage centrifugal pump from motor of capacity 5 HP, carrying to workshop, opening the same and replacing impeller, gun metal bush, gasket, gland packing, primary cock, stud etc including testing on load complete all as specified and directed.

All as per Item Ser No. 4 here-in-before but of capacity 2 HP complete all as specified and directed.

Attending breakdown/ inspection of 3000 LPH Capacity RO Plant (Make: Eukawa) by Service Engineer of OEM to check the serviceability and replacement of any parts related to breakdown complete all as specified and directed. Note: (a) Spares for replacement shall be measured and paid separately as "Supply only". (b) A sum of Rs. 1000/- per day shall be recovered in case of not attending breakdown by service Engineer of OEM within 24 hrs.

Supply only in replacement industrial membrane of size 80X40 suitable for 3000 LPH RO Plant, as per existing make and model complete all as specified and directed.

Supply only antiscalent chemical as per existing make complete all as specified and directed.

Supply only in replacement multimedia sand as per existing make complete all as specified and directed.

Supply only in replacement activated carbon as per existing make complete all as specified and directed.

Supply only in replacement dosing pump 6 LPH at 4 g/sq.cm as per existing make and model complete all as specified and directed.

Supply only in replacement LPS (Low Pressure Safety) Cut-off Valve as per existing make and model complete all as specified and directed.

Supply only in replacement HPS (High Pressure Safety) Cut-off Valve as per existing make and model complete all as specified and directed.

Supply only in replacement Float Switch (Big) as per existing make and model complete all as specified and directed.

Supply only in replacement Flow meter scale of Range 1200-7800 LPH as per existing make and model complete all as specified and directed.

Supply only in replacement Relay suitable for MNX 12 contactor as per existing make and model complete all as specified and directed.

Supply only in replacement Timer suitable for MNX 12 contactor as per existing make and model complete all as specified and directed.

Supply in replacement blue spun candle 10" as per existing make & model complete all as specified and directed.

Supply in replacement single phase preventer 415 volts, suitable for 3 phase as per existing make & model complete all as specified and directed.

S & F in replacement water pressure gauge of capacity 0 to 7 psi and 0 to 100 Kg/Sqcm rating as per existing make & model complete all as specified and directed.

Note for item Nos 7 to 26: Fixing charges of these items shall deemed to be included in rate quoted against item No 6.

M&L for opening & removing membrane (03 Nos) from the housing of 3000 LPH RO Plant and carried out Chemical Washing by using high power antiscalent powder & liquid, Removing sand & carbon media from the vessels and cleaning the same for dirt and silt, refilling carbon and sand media into the vessels, refixing membranes after chemical washing and drying back to its housing complete all as specified and as directed. Note:- Chemical Washing shall be carried out once in every 6 Months as per normal conditions as recommended by OEM.
