Supply, Installation, Testing, Commissioning and CAMC of IP based Video Surveillance System in 1710 LHB Coaches of N. F. Railways (RSP P.B No. 323/2025- 26).

Financial Eligibility Criteria: The tenderer must have minimum average annual contractual turnover of V/N or 'V' whichever is less; where, V= Advertised value of the tender in crores of Rupees N= Number of years prescribed for completion of work for which bids have been invited. The average annual contractual turnover shall be calculated as an average of "total contractual payments" in the previous three financial years, as per the audited balance sheet. However, in case balance sheet of the previous year is yet to be prepared/ audited, the audited balance sheet of the fourth previous year shall be considered for calculating average annual contractual turnover. The tenderers shall submit requisite information as per Annexure-VIB, along with copies of Audited Balance Sheets duly certified by the Chartered Accountant/ Certificate from Chartered Accountant duly supported by Audited Balance Sheet.

SPECIAL ELIGIBILITY CRITERIA: 1)The bidder shall be an original equipment manufacturer (OEM) or an authorized representative of the respective OEMs (i.e. a bidder authorized by a specific OEM to represent its products) or a System Integrator (i.e. a bidder integrating products of one or more OEMs). Authorized representative of OEM or the System Integrator shall submit tender specific authorization for Camera, MNVR (Mobile network video recorder) from OEMs of Camera and MNVR. 2)Where a bid is submitted by an Authorized Representative of an OEM or by a System Integrator, such bidder shall not submit another bid in the same tender on behalf of any other OEM for the same item/product. The bidder shall submit tender-specific OEM authorization(s) for each product, clearly indicating the make and model offered in the Schedule of Requirements (SoR). Generic or open authorizations shall not be accepted. 3)In case the bid is submitted by an Authorized Representative of an OEM or a System Integrator, the entire financial, technical, and experience eligibility criteria as specified in the tender shall be met by the bidder itself. The credentials, experience, or financial strength of the OEM(s) providing authorization shall not be considered for the purpose of determining bidder eligibility. 4)The bidder shall be eligible to participate in the tender only if they comply with all applicable security clearances, approvals, and certifications as stipulated in RDSO Specification No. RDSO/SPN/TC/106/2025, Version 3.1, as amended from time to time. Mandatory compliance shall include, but not be limited to, submission of valid documentary evidence for the following clauses: 1.Clause No. 3.10 - ONVIF Profile-S compliance for VMS/MNVR and IP Cameras. 2.Clause No. 3.15 and Clause No. 4.1 (xvi) - Mean Time Between Failure (MTBF) certification for Full HD Fixed Dome/Wedge Type IP Colour Cameras. 3.Clause No. 4.1 (xxiii) and Clause No. 4.1 (xxiv) - Regulatory approvals/certifications and Security Verification Certification respectively for Full HD Fixed Dome/Wedge Type IP Colour Cameras. 4.Clause No. 4.2 (xxi) and Clause No. 4.3.21 - Regulatory approvals/certifications and Security Verification Certification respectively for Mobile Network Video Recorder (Mobile NVR) and Video Management Software (VMS). 5.Clause No. 4.1 (xxi) and Clause No. 5.5.5 - Compliance with Ingress Protection for Full HD Fixed Dome/Wedge Type IP Colour Cameras. 6.Clause No. 4.1 (xxii) and Clause No. 5.5.6 - Compliance with Vandal-proof casing for Full HD Fixed Dome/Wedge Type IP Colour Cameras. Submission of all above applicable security clearances, approvals, and certifications, duly issued by the competent authorities/agencies, for all OEM-authorized tender-specific products/items quoted by the bidder, shall be mandatory at the time of bid submission. Non-submission or non-compliance with any of the above requirements shall render the bid technically non-responsive, and such bids shall be summarily rejected.

SPECIAL ELIGIBILITY CRITERIA (contd..): 5)Declaration of OEM to be submitted by bidders: Bidder must submit a declaration certificate from OEM regarding "their genuinity, have their own manufacturing setups and IPR for the hardware(s)/software(s), and shall not have 3rd party manufacturing from any company blacklisted in India or abroad (due to proven backdoor access and data vulnerability) or any company sharing land border with India. The Intellectual Property Rights (IPR) of all manufactured final product and source code of all software including camera firmware etc. should not reside in countries sharing land borders with India, until unless specifically allowed by the Government of India and is registered with the Competent Authority of Government of India. Proof of IPR & source code residing in which country and requisite permission & registration with Competent Authority of Govt. of India, as applicable to comply with the above, shall be provided by the OEMs. (Sample declaration as attached at Annexure-III). Non-submission or non- compliance with any of the above requirements shall render the bid technically non-responsive, and such bids shall be summarily rejected.
