PC-1448 Manufacture and supply of various types of electrical poles to O&M Division Bidar of GESCOM as per GESCOM Technical Specifications

The bidder shall be a Micro and Small Enterprise (MSE), should be a manufacturer of tendered/ any type of electrical poles and the manufacturing center shall be located within GESCOM jurisdiction and should possess the necessary valid registration certificates.The bidder shall scan and upload the valid UDYAM registration certificate showing as a Micro or Small Enterprises with address of the Unit located within GESCOM jurisdiction.

The bidder shall have a minimum experience of 3 years in manufacturing, testing and supply of poles. Purchase order/Order completion certificate/Performance Certificate demonstrating experience of minimum 3 years as manufacturer of electrical poles shall be scanned and uploaded.

The bidder should have manufactured and supplied not less than 40% of the tendered quantity of tendered/any type of electrical poles in any Two cumulative Financial years (Rate contract is for a period of two years) of 2021-22, 2022-2023, 2023-24 & 2024-25 to any ESCOMs/ KPTCL to any other state Electric utility/ Govt. Organizations in India. Order completion certificate issued by not below the rank of Executive Engineer OR Delivery challan for receipt of said material by the authorized officer of the ESCOMs/ KPTCL/ any Government Electrical utilities in India for tendered/ any type of electrical poles directly supplied to ESCOMs/ KPTCL/ to any other state Electric utility/ Govt. Organizations in India shall be scanned and uploaded.

The bidder should furnish performance certificate for satisfactory operation for 40% of the tendered quantity/any type of electrical poles in any Two cumulative Financial years (Rate contract is for a period of two years) of 2021-22, 2022-2023, 2023-24 & 2024-25 supplied to any ESCOMs/ KPTCL to any other state Electric utility/ Govt. Organizations in India. Performance certificate issued by not below the rank of Executive Engineer of any ESCOMs/KPTCL/any Government Electrical utilities in India for tendered/ any type of electrical poles directly supplied to ESCOMs/KPTCL/to any other state Electric utility/ Govt. Organizations in India shall be scanned and uploaded.

The bidder shall upload GTPs. Guaranteed Technical Particulars shall be uploaded.

The bidder must not have been defaulted/ blacklisted in supplies during last five years against purchase orders placed by any electrical utility/ PSU/ Government departments.Scanned copy of the self-declaration on notarized stamp paper of Rs. 100/- by the tenderer adhering to this clause shall be uploaded.

The bidder shall supply the poles to the concerned O&M Divisional GESCOM stores. In case if the poles are to be supplied on need basis to work spot/any location (within the jurisdiction of O&M Circle) and as per the direction from the concerned SEE O&M Circle, the same has to be done without any extra transportation cost. Scanned copy of the self-declaration on notarized stamp paper of Rs. 100/- by the tenderer adhering to this clause shall be uploaded.

In case of emergency/urgency the bidder shall agree to supply poles to any other O&M Division in GESCOM without any extra cost. Scanned copy of the self-declaration on notarized stamp paper of Rs. 100/- by the tenderer adhering to this clause shall be uploaded.

The Annual Financial Turnover of the bidder should not be less than 50% of the half (Rate contract is for two years) of the amount put to tender during the Two Financial years cumulatively (i.e. 2022-2023 and 2023-24 OR 2023-24 and 2024-25).The audited balance sheets (including profit and loss account sheet) for the above shall be scanned and uploaded.

The Liquid Assets should not be older than 60 days from the date of opening of Techno- commercial bids consisting of Cash at Bank PLUS Term Deposits PLUS availability fund based credit facility in any Nationalized/ scheduled Bank shall not be lesser than 12.5% of the half (Rate contract is for two years) of the amount put to tender. The cash at Bank, Term deposits and availability of fund based credit facility should not be older than 60 days from the date of opening of Techno- commercial bids, which shall be supported by a certificate issued by any Nationalized/scheduled Bank with whom the bidder has banking facilities as per Annexure-A shall be scanned and uploaded.

The bidder participated in this tender can participate in other similar type of poles tender invited by the GESCOM from PC No 1442 to PC No 1458. However one individual bidder can participate in maximum of Five Bids/tenders. Otherwise the bids will not be considered and liable for rejection of bids. Self-declaration in this regard shall be scanned and uploaded on a Rs. 100 stamp duty.

If the bidder participated for more than one enquiry, then the bidder shall fulfil the Technical Requirements A (4) & A(5) and Financial Requirements B (1) & B(2) cumulatively for all the enquiries participated. If the Bidder does not meet the cumulative Technical & Financial Requirement of all the enquiries participated, then the offer of the bidder shall be considered to the extent of enquiries starting with tender with highest amount put to tender to lowest. If this condition is not met, then the offer of the bidder will be considered as non -responsive. Scanned copy of the self-declaration on notarized stamp paper of Rs. 100/- by the tenderer adhering to this clause shall be uploaded.
