Bidder (other than PSUs) should have supplied at least 420 kgs of Industrial Grease to Indian Railways/Central Govt./State Govt./PSU through a single Purchase Order in any of the last three financial years or in the current financial year up to the date of tender opening. Proof of such successful supply should be uploaded along with the offer in the form of R/Note, Inspection Certificate/CRAC etc.
Acceptable Make: LITHON 3 of M/s. HPCL and SHELL GADUS S2 V 100 3 GREASE of M/s. SHELL only. Offers from OEMs of the tendered make or authorized dealers of OEMs of the tendered make shall only be considered. Dealers should attach valid dealership certificate from the OEM without which their offer will not be considered.
(i) In a tender, either the Indian agent on behalf of the Principal/OEM or Principal/OEM itself can bid but both cannot bid simultaneously for the same item/Product in the same tender. ii) In a tender, if Indian agent on behalf of the Principal/OEM or Principal/OEM bids simultaneously for the same item/product in the same Tender, then both the offers will be considered ineligible and will be summarily rejected.

Have you attached any performance statements with your offer? For proof of supply to other railways/production units copy of Inspection certificate and receipt note/certificate mast be uploaded. Non-submission of such vital documents may be taken as their not having any such past performance.
Have you furnished the statement of deviations.[preferably nil]

Have you kept your offer valid for 90 days.[validity of 120 days is required for items of Machinery and Plants]
The bidder confirms that Rates and other financial terms quoted in relevant columns of financial bid will only be ruling terms for acceptance , and such terms quoted anywhere else should be ignored.
Have you quoted price on the basis of free delivery to destination , indicating the breakup.
The bidder agrees to supply the tendered stores at the rates quoted by him in accordance with the IRS Conditions of Contract and [or] special Conditions and [or] other Conditions specified/attached with the tender.
In case of road delivery, the date of delivery at destination [consignee's end] shall only be treated as delivery date irrespective of F.O.R. / F.O.T. condition mentioned elsewhere in the contract / tender.
[a] Tenderers are hereby instructed to supply the tendered quantity to the respective consignee(s) as indicated in tender document. [b] If tenderers mention anywhere in its offer contrary to (a) above and/or mentions not to supply to some of the consignees, such offer may not be considered for ordering for such consignees where the tenderer has not agreed to directly deliver the stores without any back reference.
Goods and Service Tax (GST) shall be applicable as per GST Act 2017 (Please refer para 14.0 (a to h) Part-A of tender condition.
HSN CODE: [a] All the bidders/tenderers should ensure that they are GST compliant and their quoted tax structure/rates are as per the GST Law. Firms must indicate its GST registration number along with their offer.[b] In case the successful tenderer is not liable to be registered under CGST/IGST/UTGST/SGST Act, The Railway shall deduct the applicable GST from his/their bills under Reverse Charge Mechanism (RCM) and deposit the same to the concerned tax authority. [c] The firm should indicate the tariff code (HSN Code) for claiming GST for the tendered item. [d] The offer shall be evaluated based on the GST rate as quoted by each bidder and same will be used for determining the inter-se ranking. While submitting offer, it shall be the responsibility of the bidder to ensure that they quote correct GST rate and HSN number. [e] It shall be the responsibility of the bidders to quote correct HSN number and corresponding GST rate. The Purchaser shall not be responsible for any misclassification of HSN number or incorrect GST rate, if quoted by the bidder. [f] Wherever, the successful bidder invoices the goods at GST rate or HSN number which is different from that incorporated in the Purchase order, payment shall be made as per GST rate which is lower of the GST rate incorporated in the Purchase order or billed. [g] Vendor is informed that she/he would be required to adjust her/his basic price to the extent required by higher tax bill as per invoice to match the All inclusive Price as mentioned in the Purchase order. [h] Any amendment to GST rate or HSNnumber in the contract shall be as per the contractual conditions and statutory amendments in the quoted GST rate and HSN number, under SVC.
Compliance to MSE Policy: : [a]Please indicate whether you are registered with UDYAM REGISTRATION CERTIFICATE. If yes, then for availing benefits under MSE Policy, bidder should upload copy of their UDYAM REGISTRATION CERTIFICATE under relevant column of Techno- commericial tabulation of tender. Otherwise, claim for benefits under MSME Act may not be entertained and also indicate whether the Enterprise is owned by SC/ST/woman. Please upload documents in support of this. As per extant rules, traders are outside the purview of MSE Policy. [b] If you are not a MSE or consortia of MSEs formed by NSIC, please indicate percentage of sub contracts in execution of this tender that will be from Micro and Small Enterprises. [In percent of order value] with further breakup of MSE owned by SC/ST [Information will be provided in percentage terms with 6 fields; Micro owned by SC, ST, Others and Small Industries owned by SC, ST and Others]. FOR Destination by Road.
Railway is not bound to accept/cancel the lowest or any tender or assign any reason for doing so and Railway reserves the right to accept/cancel any tender in respect of the whole or any portion of the items specified in the Schedule annexed ( or Tender Schedule ) and the Contractor shall be required to supply the same at the rate quoted.
Vendors may please note that giving intimation regarding the tender in open tender case or giving limited tender enquiry does not guarantee the suitability of offer for placement of purchase order. Railway reserves the right to place purchase order subject to fulfilment of Technical/Commercial eligibility condition/tender conditions.
Procurement of the item is restricted to Local suppliers with minimum local content of 50%(Class-I Local supplier as defined in Railway Board letter no: No.2020/RS(G)/779/2/Pt.1 dated 25.09.2020) only and the vendors who do not qualify to be "Local suppliers" (i.e., Class II and "Non- Local suppliers" with local content less than 50%) should not quote in the tender as their offers shall not be considered for any ordering. In case any vendor who does not qualify to be a Yes Mandatory NotAllowedPurchase Request https://ireps.gov.in/fcgi/runfrm2 of 4 04-11-2025, 5:336102759/2025/O/oCh.OS/Cons/MM/Hqrs/SR 55 "Local supplier" for the tendered item participates in the tender, it does so at it's own risk and cost and Railways shall not be liable for any loss or damage caused to the vendor
