Railway reserves the right to place bulk order on OEM or their authorized dealers. Dealers participating on behalf of OEM should upload tender specific authorization from OEM. Offers from sub dealers will not be considered.

Test certificates from NABL certified Labs OR from the OEM Test Lab (NABL accredited Lab) (issue date of test certificates submitted shall not be more than four years old from the date of opening of tender) indicating compliance to all the test parameters to be submitted along with offer otherwise offer is liable to be rejected.

Railway reserves the right to place the entire/bulk quantity on firms who has successfully supplied tendered item/similar item(Similar item shall be Fire Extinguisher of any capacity as per IS: 15683-2018) to Zonal Railways/PU/PSU /Other Govt. Department for more than 20% of tendered qty in one of the last three financial year and current financial year up to date of tender opening. The bidder should submit documentary evidence (copies of PO, Inspection certificates, Receipt Note etc.) towards such past performance along with the bid. Or Firm who has prototype approval for the tendered item as detailed at Para 6 of specification

Bidder should submit valid BIS license conforming to BIS:15683-2018 with latest amendments along with offer otherwise offer is liable to be rejected

Firm have to submit Clause wise compliance of attached specification No.MDTS 46270 along with offer otherwise offer is liable to be rejected.

Dry chemical powder used as extinguisher agent should be Mono Ammonium Phosphate with more than 90% concentration conforming to IS:4308- 2019 for which compliance to be given by firm in offer. Material safety data sheet of the powder being used needs to be submitted along with offer.

Are you coming under MSE status given as per guidelines issued by Railway Board for purchase preference vide letter No. 2010-RS [G] -363-1 Dt. 05.07.2012 or latest.

If yes, have you attached valid documents towards being MSE?

Have you submitted authenticated copy of the document authorizing the signatory to submit offer and commit on behalf of tenderers. Other conditions will be as per attached tender document.

Have you attached valid UDYAM certificate if applicable to you?

Have you quoted delivery period correctly and precisely?

To be delivered at concerned destination. Delivery at single point is not acceptable. In case, tenderer quote for delivery of entire tendered quantity to one consignee against Railway%u2019s requirements of delivery to multiple consignees, such offer shall be considered valid only for quantity required as per tender schedule by the consignee to whom delivery is offered by the tenderer and it shall be considered that there is no offer for remaining consignees.

Have you quoted Mode of dispatch on FOR destination basis for free delivery at destination with rate structure clearly indicating the basic rate, GST and freight etc, up to destination [consignees premises].

Have you quoted the discount if any in the specified column only in IREPS?

Have you furnished Bank account details such as Name of the Bank and address, account no., MICR, IFSC code and type of account to facilitate EFT payment?

Firm to indicate make-model-brand offered if any.

(a) I have read the clause 13.8.3 of Instructions to tenderers and general conditions of tenders for supply contract attached with the tender regarding restrictions on procurement from a bidder of a country which shares a land border with India and on sub-contracting to contractors from such countries. (b) I certify that this bidder is not from such a country and will not subcontract any work to a contractor from such countries unless such contractor is registered with the Competent Authority. I also certify that this bidder will not offer any products/services of entity from such countries unless such entity is registered with the Competent Authority. (c) I hereby certify that this bidder fulfills all requirements in this regard and is eligible to be considered. (d) I hereby acknowledge that in the event of acceptance of my bid on above certificate and if the certificate is found to be false at any stage, the false certificate would be a ground for immediate termination of contract and further legal action in accordance with the Law. (Bidders confirming this certificate for Compliance shall select Yes in the Complied column. However, in case you do not confirm above certificate for Compliance, select NO in the complied column. In such cases you are required to submit the certificate for Compliance as per Instructions to tenderers and general conditions of tenders for supply contract along-with their Bid/Offer
