Technical Bid

Eligibility Criteria

Tenders from Joint ventures are not acceptable.

Bidders shall not be under a declaration of ineligibility for corrupt and fraudulent practices issued by Government of Karnataka

The bidder is required to ensure browser compatibility of the computer well in advance to the last date and time for receipt of tenders. The departments shall not be responsible for non-accessibility of eProcurement portal due to internet connectivity issues and technical glitches at bidders end.

It shall be the responsibility of the Bidder to ensure credit of Tender Processing Fee and EMD into the respective receiving bank accounts of e-Procurement on or before the last date and time of bid submission.

EMD Payments through e-Payment mode shall be made as one single transaction and payments made in part are liable for rejection.

Conditional tenders will not be accepted.

The tender is of two tender document system.

Section I, II, III, Instruction to bidders, Form of Bid are part of the Tender document

The bidder shall quote in Indian Rupees only. The bidder shall quote his rates including Packing & Forwarding, Freight & Insurance, Loading & Unloading etc., Insurance & any other miscellaneous expenses and with exclusive of GST as per the latest GOK/GOI orders.

After evaluation of Technical Bid and whose offer meet the PQR and technical specification of the tender/bid in complete manner will be accepted and only such bidders Financial bid will be opened

The quantity of materials and work mentioned/indicated in tender may vary depending on the requirement at the time of placing of the work order

KPCL reserves the right to verify the authenticity of any or all the certificates furnished by any or all the tenders from the authorities who have issued the same. If it is found that any of the agency/agencies have furnished false certificates/ information, the tenders submitted by them are liable for rejection.

Tender with stipulation for settlement of dispute by reference to arbitration will not be accepted and tender with conditions are liable for rejection.

Rates of each item to be quoted in e-portal only

Bidders are advised to visit the work site at Sharavathy Generating Station before bidding to obtain the hands on information about the quantum of work and supply involved from the concerned division head, thorough view of location of work place, arrangements required to execute the work and safety arrangements for execution of work. Further, post tender correspondences regarding technical specification, scope of work and supply involved will not be entertained and it is the responsibility of the bidders to get any queries cleared before bidding for subject work

Prices should be entered in Tender schedule (Financial Bid) in the website itself and Prices will be evaluated based on the rates quoted in Financial bid of the website only.

Technical Criteria

Past Experience

The Bidder shall be Original Equipment Manufacturer or Authorized Service provider or the agency with proven experience in the similar work i.e., Installation/Annual Maintenance of Ductable Split AC and Cassette AC works at power utilities/reputed organizations. In proof of the above, the bidder should upload scanned copies of Work/Job order and corresponding Work Completion certificate/performance certificate of at least one single order of the value not less than Rs.0.97 Lakhs issued from competent authority.

Financial Status

The bidder should have an average annual turnover of Rs.1.94 Lakhs in any two financial years in the last five financial years (i.e., 2021-22, 2022-23, 2023-24, 2024-25 & 2025-26). In proof, the bidder shall upload scanned copies of annual turnover certificate/profit & loss statement duly certified by the Chartered Accountant.

Others

The bid of the bidders whose contracts have been terminated/foreclosed in KPCL or elsewhere during last three (03) years and also who do not meet the above Pre-Qualifying requirement will be rejected. Scanned copy of duly signed Self declaration as per the prescribed format shall be uploaded by the bidder in e-portal. (Format-II)

Bidder shall have PF registration certificates, IT PAN, GST registration certificates. In proof copies of PF registration certificates/affidavit on Rs.100/- stamp paper duly signed and notarized as prescribed in FORMAT-III given by the corporation in case they do not have done the PF registration certificate due to the number of employees employed by them is less than 20 members, IT PAN and GST registration certificates issued from competent authority shall be furnished.
