PROVISION OF DEFICIENT STP AND ALLIED WORKS IN SOUTH CAMPUS AT BATHINDA MIL STN

Design, procurement, construction, and commissioning of 3 MLD STP at Bathinda Military Station all as per Influent (raw sewage) parameters (to be ascertained by the contractor however the tentative parameters only for guideline given below) including finalization of Detail Project Report as per the parameters of the Influent to achieve effluent (treated sewage) parameters as given below and those issued by central/state Pollution Control Board (best among all effluent parameters) including operation, comprehensive maintenance and service with including consumable materials, chemicals, etc. and shall comprise as under for the scope of works: - (i) Carrying out site survey, soil investigation, ascertain influent parameters, Perform site survey (ii) Tentative Influent Parameters shall be as under: - (a) pH - 6.5-9.0 (b) Temperature – Ambient (c) Total Dissolved Solids (TDS) ≤700 mg/l (d) Biochemical Oxygen Demand (BOD) ≤ 300 mg/l (e) Chemical Oxygen Demand (COD) ≤ 450 mg/l (f) Total Suspended Solids (TSS) ≤ 300 mg/l (g) Oil & Grease ≤ 30 mg/l (h) Total Nitrogen ≤ 50 mg/l (i) Total Phosphorous ≤ 7 mg/l (j) Fecal Coliform ≤ 10⁵-10⁶ MPN/100 ml (iii) Average flow- 3000 cum/day Peak duration 3 Hours Peak factor-04 (iv) Effluent parameters to be achieved for discharging into water resources, streams/ rivers, land disposal, oxidation pond : - (a) Temperature shall be ambient. (b) pH - 6.5-8.4

(v) Any subsequent revision of the parameters of effluent to be mandatorily implemented shall be covered under the scope of the contract however the same shall be financially adjusted with prior approval of the Accepting Officer. (vi) Treated water will be disposed to oxidation pond however the works to be required from sewage treatment to oxidation pond shall not under the scope of the item except pump cum motor for pumping effluent to the pipe line which is under the scope of the item. (vii) Standby power back up with Diesel Generator Set and Solar Power Plant as per the discretion of the contractor of suitable capacity. The fuel shall be supplied by the contractor during the operation, maintenance and service period. (viii) Electricity supplied by the department shall be charged from the contractor at the rate charged by the Punjab State Power Corporation Limited from the department. (ix) Online Continuous Efficiency Monitoring System(OCEMS): For continuous monitoring of raw sewage, treated water along with water level, flow rate and remote monitoring and operation of booster pumps for pumping raw sewage and treated water.

Srl Item No 1.001 Continued...... (x) All civil, mechanical and electrical works and equipment for sewage treatment plant deemed to be included in quoted rate. (xi) The contractor shall have liberty to use any technology. (xii) The contractor shall adopt the latest proven technology with minimum footprints to achieve desired parameters. (xiii) The disinfection shall be chemical free. Advanced oxidation based hybrid will be provided without leaving any harmful residual and effectively reduces heavy chlorine dependence. (xii) The rates quoted are inclusive of operation, comprehensive maintenance and service and the payment schedule shall be as under: - (A) After Finalisation of detail project report- Nil (B) After creating assets - 70% of the quoted amount (As per the Yard stick approved by CE for Interim Payment/ Advance on Account) (C) After completion of 1 year of comprehensive maintenance: 71% (D) After completion of 2 year of comprehensive maintenance: 72% (E) After completion of 3 year of comprehensive maintenance: 75% (F) After completion of 4 year of comprehensive maintenance: 78% (G) After completion of 5 year of comprehensive maintenance: 81% (H) After completion of 6 year of comprehensive maintenance: 84% (I) After completion of 7 year of comprehensive maintenance: 88% (J) After completion of 8 year of comprehensive maintenance: 92% (K) After completion of 9 year of comprehensive maintenance: 96% (L) After completion of 10 year of comprehensive maintenance: 100% (M) Proportionate Rate for Interim Payment/ Advance on Account for Srl Nos (C) to (L). (N) The retention money shall be as applicable. (xv) Monthly testing influent and Effluent parameters from NABL approved lab.
