Request for Proposal (RFP) for Procurement of UPS to Directorate of Electronic Delivery of Citizen Services

The Bidder/OEM must have been engaged in the business of supply of UPS Hardware in INDIA for a minimum period of 5 years and must have a registered office or branch office located within the State of Karnataka

The bidder should have executed a similar assignment (Supply of UPS) in State/Central Government/PSU/Other Govt. Institution and it should not less than 78.43 lacs in the past three financial years (2022-23, 2023-24 & 2024-25).

The Bidder shall be an OEM or authorized partner of OEM.

Technical Specification-The bidder shall comply with the Technical Specification provided in the Annexure 1

Company Information shall be furnished as per Annexure-5. Bidder/OEM should have corporate/Regional office in Karnataka with good service and technical support team with 15 minimum authorized service centers with minimum of 2 service engineering each of the service centers in the State Karnataka or Undertake to open as service office in Karnataka in case it becomes the Successful bidder within 45 days of award

The bidder certification should be ISO 1400 12015 9001 2015, 450001 2018, 5001 2018 BIS certified

If the bidder is MSME and desires to claim 15% price preference then Bidder should Relevant Documents in Support of this claim.

Bidder should furnish copy of the Registration document where the company/ / Partnership is registered under Indian Companies Act 1986 or 2013/ Partnership Act 1932/ Shops and Establishment Act/Limited Liability Partnership,

Direct Presence of OEM: The quoted Product OEM should have a direct presence in India. Documentary evidence to conform the presence Along with Annexure needs to be Submitted

Average Annual Turnover Statement for the three financial years (2022-23,2023-24 & 2024-25) should not be under Rs. 1.57 crores and should be duly certified by Chartered Accountant.

The Bidder should have Positive Net Worth as on bid date document for the last three financial years (2022-23,2023-24 & 2024-25)

The Bidder (if authorized partner is bidder) and OEM both are not blacklisted/debarred by Government of Karnataka or its agencies or by Central / any other State/UT Government or its agencies for corrupt or fraudulent practices or for indulging in unfair trade practices or for backing out from execution of contract after on award of work as on bid submission last date.

Escalation matrix to co-ordinate with OEM/Respective vendors for resolution of the incident tickets raised by the users during contract period

Authorization Letter for signing of Bid documents

Land border declaration is to be provided by OEM (as per Government Order No: FD 455 Exp-12/2023, dated: 01-04-2023)

Bidder shall have PAN & GST registration

Undertaking by the OEM for 3 Years Warranty onsite comprehensive inclusive batteries

Bidder should have that prices quoted shall be inclusive of all taxes, duties, freight, insurance, installation, commissioning, training and any incidental or ancillary costs.

All equipment supplied is brand- new, unused and of current production, and Equipment is supplied in original OEM-sealed packaging with recent manufacturing dates.
