Design, Manufacturing, Supply, installation, testing, commissioning and maintenance during warranty period of 02 Nos Heavy-Duty passenger escalator for vertical height of 3.5 meter approx. at SUBZI MANDI Railway station in Delhi Division NR conforming to RDSO specification no.-RDSO/PE/SPEC/TL/0095 (Rev-4)- 2026 dated 16.01.2026, with warranty of 2 years and Comprehensive Annual Maintenance Contract (CAMC) for 05 years after expiry of warranty period.

The tenderer must have minimum average annual contractual turnover of V/N or 'V' whichever is less ; where V= Advertised value of the tender in crores of Rupees N= Number of years prescribed for completion of work for which bids have been invited. The average annual contractual turnover shall be calculated as an average of "total contractual payments'' in the previous three financial years, as per the audited balance sheet. However, in case balance sheet of the previous year is yet to be prepared/ audited, the audited balance sheet of the fourth previous year shall be considered for calculating average annual contractual turnover. The tenderers shall submit requisite information as per Annexure-VIIB, along with copies of Audited Balance Sheets duly certified by the Chartered Accountant/ Certificate from Chartered Accountant duly supported by Audited Balance Sheet.

The intending tenderers should possess a valid electrical contractor license at the time of opening of tender, issued by any state governmen & same should be submitted along with tender documents by all bidders including working contractors of this unit otherwise offer shall be summarily rejected. IT SHOULD BE NOTED BY THE TENDERER THAT ELECTRICAL LICENSE UNDER RENEWAL AT THE TIME OF TENDER OPENING WILL NOT BE CONSIDERED AND OFFER WILL BE SUMMARILY REJECTED. IT IS THE RESPONSIBILITY OF TENDERER TO UPLOAD VALID ELECTRICAL CONTRACTOR LICENSE ON THE DATE OF TENDER OPENING.

Definition of Similar Nature of Work: Supply, installation,Testing and Commissioning of Escalators /Travelators etc with or without AMC

Technical Eligibility Criteria: Documents to be uploaded in terms of Clause3.5.1 of tender document.

The Tenderer must have successfully completed or substantially completed any one of the following categories of work(s) during last 07 (seven) years, ending last day of month previous to the one in which tender is invited: Northern Railway Standard Tender Document- 2022 15 of 135 (i) Three similar works costing not less than the amount equal to 30% of advertised value of the tender, or (ii) Two similar works costing not less than the amount equal to 40% of advertised value of the tender, or (iii) One similar work costing not less than the amount equal to 60% of advertised value of the tender. (b) (i) In case of tender for composite works (e.g. works involving more than one distinct component, such as Civil Engineering works, S&T works, Electrical works, OHE works etc. and in the case of major bridges - substructure, superstructure etc.), tenderer must have successfully completed or substantially completed any one of the following categories of work(s) during last 07 (seven) years, ending last day of month previous to the one in which tender is invited: (i) Three similar works costing not less than the amount equal to 30% of advertised value of each component of tender, or (iii) Two similar works costing not less than the amount equal to 40% of advertised value of each component of tender, or (iv) One similar work costing not less than the amount equal to 60% of advertised value of each component of tender. Note for (b) (i) Separate completed works of minimum required values shall also be considered for fulfillment of technical eligibility criteria for different components. (b) (ii) In such cases, what constitutes a component in a composite work shall be clearly pre-defined with estimated tender cost of it, as part of the tender documents without any ambiguity. (b) (iii) To evaluate the technical eligibility of tenderer, only components of work as stipulated in tender documents for evaluation of technical eligibility, shall be considered. The scope of work covered in other remaining components shall be either executed by tenderer himself if he has work experience as mentioned in clause 7 (a) (ii) of Part- II of the Standard General Conditions of Contract or through subcontractor fulfilling the requirements as per clause 7 of the Standard General Conditions of Northern Railway Standard Tender Document- 2022 16 of 135 Contract Part-II of GCC or jointly i.e., partly himself and remaining through subcontractor, with prior approval of Chief Engineer in writing. However, if required in tender documents by way of Special Conditions, a formal agreement duly notarised, legally enforceable in the court of law, shall be executed by the main contractor with the subcontractor for the component(s) of work proposed to be executed by the subcontractor(s), and shall be submitted along with the offer for considering subletting of that scope of work towards fulfilment of technical eligibility. Such subcontractor must fulfil technical eligibility criteria as follows: The subcontractor shall have successfully completed at least one work similar to work proposed for subcontract, costing not less than 35% value of work to be subletted, in last 5 years, ending last day of month previous to the one in which tender is invited through a works contract. Note: for subletting of work costing up to Rs 50 lakh, no previous work experience of subcontractor shall be asked for by the Railway.

Tenderers are required to upload the Bank details as per Annexure-XII (Real Time Gross Saving (RTGS)/National Electronic Fund Transfer (NEFT) Model Mandate Form)of tender document

Tenderers are required to upload requisite details as per Annexure-VIIB (DETAILS OF CONTRACTUAL PAYMENT RECEIVED IN LAST THREE FINANCIAL YEARS AND CURRENT FINANCIAL YEAR)

Tenderers are compulsorily required to upload Affidavit as per Annexure-XXIV along with tender document, without which the offer will be considered incomplete and will be rejected summarily.

The rate to be quoted by tenderer shall be inclusive of all state/central taxes including GST. THE TENDERER SHOULD UPLOAD VALID GST REGISTRATION CERTIFICATE ALONG WITH THE OFFER.

The tender shall comply with General Condition of contract (GCC),2022 of Indian Railways (file attached). and its latest amendment, if any. The tenderer shall submit the offer after duly satisfying himself/herself with the GCC,2022 in general

The tenderers in their bids shall indicate the details of their jurisdictional assessing officers (Designation, address & email ID). Also tenderers are required to furnish the correct HSN code for the offered item along with their bid.

Loading and unloading of the machine with good packing condition should be done by supplier at location.

Each tenderer should clearly specify essential technical and commercial parameters in a transparent manner. No deviation to such Essential Technical & Commercial conditions shall be permitted to the vendors in the electronic bid form. Offers with deviations in respect of any condition for responsiveness of offer shall be declared as Ineligible for award of contract.

The bidder shall indicate in the offer, the facilities available with the bidder or local agent for providing the required after sales service during warranty and post warranty periods. The bidder will also mention service organizations located in India and the availability of trained staff and maintenance spares, etc.

Please enter the percentage of local content in the material being offered. Please enter 0 for fully imported items, and 100 for fully indigenous items. The definition and calculation of local content shall be in accordance with the Make in India policy as incorporated in the tender conditions.

After opening of tender, any document/credential pertaining to technical, financial eligibility and available Bid Capacity constitution of firm etc. shall neither be asked nor be entertained/ considered under any circumstances and no claim or representation whatsoever from the tenderer in this regard shall be entertained. Scanned copy of the documents, uploaded by the tenderer shall be clear & readable. However Railway reserves the right to ask for any clarification on the documents/credentials already submitted by the tenderer along with the offer. ii)Tenderer may have to produce the original Documents in physical form at short notice whenever asked by Railway at any stage of tender evaluation process or even after finalization of tender. iii)In E-tender, all submissions of documents are to be uploaded on web-site. There may be last minute hic-cups and delay in uploading the Documents and payment of Earnest Money etc. Tenderer's/Prospective bidders are advised to upload their offer well in time. Railway will not be responsible for any delay/non submission of offer due to any reason whatsoever

No post tender correspondence for submission of additional documents shall be entertained after opening of the Technical & Commercial offers. Even suo-moto post tender letters of the tenderer/s shall be treated as Null & Void

64% payment will be allowed after receipt of the Escalators in good and acceptable condition at consignee's end against the inspection certificate and the supplier's challan certified by the consignee Gazetted Officer. The balance 36% payment will be made on successful installation, commissioning, and testing of the Escalators and also furnishing of a Bank Guarantee towards warranty obligations of the contractor for 10% of the contract value, valid for 6 months further beyond the warranty period of 2 years from the date of commissioning of the lift.

This tender complies with Public Procurement Policy (Make in India) Order 2017, dated 15/06/2017, issued by Department of Industrial Promotion and Policy, Ministry of Commerce, circulated vide Railway Board letter no. 2015/RS(G)/779/5 dated 03/08/2017 and 27/12/2017.

This tender complies with Railway Board instructions for Startups (recognized by Department of Industrial Policy and Promotion, Ministry of Commerce and Industry) for exemption from payment of Bid Security as detailed in GCC 2022 as amended from time to time. Such Startup firms may note that no other exemption is applicable to them in this particular tender.

On account payment, contractor shall submitted indemnity bond with validity up to the completion/extended period in the prescribed format (please refer Annexure-XXVIII) at the contractor's cost, vesting the ownership of such material with the railways.

NR reserves the right to verify all the statements, information and documents submitted by the bidder in the tender offer, and the bidder shall, when so required by the NR, make available all such information, evidence and documents as may be necessary for such verification. Any such verification or lack of such verification, by the NR shall not relief the bidder of its obligation for liabilities hereunder nor will it affect any right of NR there under.

The evidence/documents submitted for meeting the qualifying requirements, if found false/fake/forged/ manipulated at any stage during evaluation of offers and or even during the currency of Contract, the purchaser reserves the right to summarily reject the offer or terminate the Contract at his risk and cost and take action as per applicable law including banning of business dealings etc.
