1. Rates are the estimation criteria prescribed by MoRTH vide letter No. RW/G-23012/01/2019-W&A (Pt. III) dated 09.02.2021 (Annexure-II) for invitation of bids for Incident Management Services, and are inclusive of vehicle, fuel, manpower, GPS/VTS, equipment, insurance, consumables and all incidentals; only GST is payable extra.

2. Deployment: one RPV per stretch, the two stretches being non-contiguous and each requiring independent patrolling at least once in 4 hours; one tow-away crane (20 T) on sharing basis, the combined length of about 36 km being within the norm of one crane per 60 km stretch (MoRTH SOP, Annexure-I, para (i)) / one facility per 50 km (NHAI Policy Circular No. 12.19 dated 20.03.2018, para 5(c)).

3. Vehicle specifications, equipment inventory and manpower as per NHAI Policy Circular No. 12.36/2024 dated 12.12.2024 (Appendix-I, II and III) read with Policy Circular No. 12.19 dated 20.03.2018.

4. Period 06 months; no price adjustment. Ambulance is being separately arranged through HLL and is not included.

4 NHAI Policy Circular No. 10.2.37/2024 dated 08.07.2024 — SOP for implementation of Risk & Cost measures Para 5(f): ROs may utilise the RO-empanelled agencies (Class D, up to Rs. 25 Cr) for urgent restoration and other emergent nature of works up to Rs. 10 Cr per stretch of 50 km (equivalent 4-lane), subject to in-principle approval of the concerned Member, following the quotation timelines at para 5(b) — 15 days for quotations and LOA within the next 07 days (22 days in all). Para 5(c): till empanelment is complete, RO may call quotations with suitable qualifying criteria as per Policy Circular No. 213/2016 dated 01.09.2016.

5 RFP on file (Road Incident Management, PIU-Meerut) — Section VI / Contract Data Patrol frequency at least once in 4 hours on the entire stretch; tow-away crane to reach the incident spot within 10 minutes of call; penalty Rs. 50,000 per item per incidence for absence/deficiency; services 24x7 through local Control Room integrated with 1033.

6 Stretch lengths Package-III: Km 97.450 to Km 123.450 = 26.000 km (as per NIT). Spur of Muzaffarnagar: about 10.157 km measured from the alignment KMZ on file (Muzaffarnagar Bypass Spur); NIT total of 112.817 km for three stretches implies 8.067 km for the Spur — length to be confirmed from the EPC Agreement schedule before the NIT/quotation notice is issued. Length does not affect the estimate amount (deployment is on per-vehicle basis).
