Carrying out through USFD testing of running Rails & Welds (excluding flange testing) including level crossings, lead portion of points and crossings and scabbed rail testing of all types of Rails by NBC (Need based concept) method under traffic conditions as per provisions of IR's "USFD manual & Specifications for Ultrasonic Testing of Rails and Welds" with latest correction slips & related instructions, duly marking defects, submission of daily reports and storing back up data as specified & directed with Contractor's USFD machine. NOTE: The SRT/DRT machine should have minimum of 9 probes B scan (including 37 degree forward/backward probe for detecting bolt hole cracks) with Contractors USFD machine.

The tenderer must have minimum average annual contractual turnover of V/N or 'V' whichever is less ; where V= Advertised value of the tender in crores of Rupees. N= Number of years prescribed for completion of work for which bids have been invited. The average annual contractual turnover shall be calculated as an average of "total contractual payments" in the previous three financial years, as per the audited balance sheet. However, in case balance sheet of the previous year is yet to be prepared/ audited, the audited balance sheet of the fourth previous year shall be considered for calculating average annual contractual turnover. Tenderers should upload/submit to this effect any of the following authentic documents/certificates as per for evaluating the above financial eligibility criteria: (a)Attested Certificates(s) issued by Executive or Nominated Authority of the government Departments or Semi- Government/Public Sector ndertakings for the value of the work done for them during the qualifying period. Agreement- wise and Datewise or attested photo copy of such certificates. Such certificates will be accepted only from Govt. /Govt. bodies /PSUs authorities. Certificates issued by Private Bodies will not be considered. (b)Audited Balance Sheets clearly indicating contractual receipts from the works done for Govt./Govt. bodies/PSUs/Pvt. Organisation in the P&L Account of the balance sheet duly certified by the Chartered Accountant for the completed Financial years/Certificate from Chartered Accountant duly supported by Audited Balance sheet. NOTE:(i)Financial Year shall normally, be reckoned as 1st April to 31st March of the Next Year. However, for Turnover Criteria, the Financial Year as applicable to the Company/Tenderer is to be considered, if it defers from the above. (ii)Current Financial year is reckoned as the incomplete Financial year in which the date of tender submission falls. (iii)Chartered Accountant statements duly indicating yearly receipts will not be considered until and unless backed by Audited Balance Sheets, Profit & loss account statements. (iv)If the tenderer is not accompanied by the certificates(s) in support of financial eligibility as above, the tender shall be rejected. No post-tender correspondence will be entertained. (v)Attestation of documents may be self attested or attested by a Gazetted Officer.

RDSO certified USFD machines SRT/DRT/Hand held testing equipment with B-scan facility equipped with 9 channels and two extra 37 degree probes for the testing is mandatory. To ensure it, the contractor must provide documentary evidence of (i) Owning of, a minimum of 5 nos. of SRT (or) 3 nos. of DRT of RDSO certified machines OR (ii) Proof of entering into MOU with manufacturer/supplier of RDSO approved vendor for required no. of RDSO certified machines as specified in (i) above. Note : for both (i) & (ii) above, copy of Test Reports (i.e, certificate) issued by RDSO for the machines owned by the owner/manufacturer/supplier of the machine must be furnished as documentary evidence in the tender itself, otherwise the offer will be summarily rejected.
