Special Eligibility Criteria

   The firm must mention the make/brand of the item offered. Firms should ensure Make/ OEM: Jindal Steel/TATA/SAIL/RINL/ESSAR. Own make/Any other than specified makes (i.e Jindal Steel/TATA/SAIL/RINL/ESSAR) will be considered suitable if OEM has supplied the material against Railway Board indent order, and documentary evidence in support of this must be submitted along with the offer otherwise the offer will be summarily rejected. Also firms quoting erroneously and specifying in make "as per Tender" without clearly specifying make/makes their offer will be summarily rejected. The bidder shall clearly mention the make/brand of the offered item in the bid. Offers mentioning make as AS PER TENDER or any vague/unspecified description without clearly indicating the make/brand shall be summarily rejected.

   (a) Bulk/Entire order will be placed on the valid Bureau of Indian Standards (BIS) license holder of IS 2062: 2011 (or latest) or their tender specific authorized dealer, having past proven performance. The valid Bureau of Indian Standards (BIS) license holder firm must have satisfactorily executed at least one single purchase order of Same / Similar Item (similar means any type/size of MILD STEEL PLATES TO IS: 2062) to SC Railway, or Other Zonal Railways/PUs for a quantity of 20 percent or more of tendered quantity against a single contract during the last three years prior to, and excluding bid opening date may be considered as responsive to SC Railways requirements for placement of bulk and regular order. Valid BIS License from OEM to also be uploaded with the bid. (b) If such past performance level is lower, then the offer may be considered as responsive to SC Railways requirements for placement of developmental order not exceeding 20 percent of the net procurable quantity. The tenderers, who have no past performance as above, may also be considered for such developmental orders, but for consideration of such developmental orders, they shall submit details of M & P, testing facilities, STR & QAP, technical manpower available, UDYAM Registration Certificate for same/similar items etc., along with their offer (c) In case, the tenderer participates as an authorized dealer, then the performance as required above shall be that of Principal (OEM) authorizing the agent or bidder for the same OEM. It may so happen that the agent/dealer has credentials of past supply for a different Principal/OEM, then it will not be considered as performance.    Material is required strictly as per tendered description. Deviation in grade and size is not acceptable and any offer with deviation in these two parameters will be summarily rejected.

Any contract placed after ignoring such financial / commercial terms at the place other than the specified in tender enquiry will be binding on you.

Commercial-Compliance

   Each tenderer should clearly specify essential technical and commercial parameters in a transparent manner. No deviation to such Essential Technical & Commercial conditions shall be permitted to the vendors in the electronic bid form. Offers with deviations in respect of any condition for responsiveness of offer shall be declared as Ineligible for award of contract.

   Firm willing to avail benefits of micro and small enterprises, must submit documentary evidence of being micro or small enterprises for tendered item in the certificate issued by nodal agencies as per public procurement policy, failing which firms offers will be treated as Non-MSE firm. For detailed instructions refer Para 15 of General Tender Conditions attached with NIT and/or available as Public Document on IREPS website Goods and Services/SCR.

   If you are not a MSE or a consortia of MSEs formed by NSIC, please indicate percentage of sub contracts in execution of this tender that will be from Micro and Small Enterprise [in percent of order value] with further breakup of MSE owned by SC/ST.
