CWE/CHM(U)-110/2024-25 SPECIAL REPAIR FOR REPLACEMENT OF BER DG SETS UNDER GE (U) CHANDIMANDIR AT CHANDIMANDIR CANTT

Supply, laying, jointing and testing LT underground cable, XLPE insulated, screened PVC bedded, galvanized steel strip or wire armored, electric power cables (heavy duty), 1100 volts grade with stranded aluminium conductor of size 185 Sqmm 3½ core complete all as specified and as directed by Engineer-in-Charge.

Excavation in trenches in hard/ dense soil not exceeding 1.5 Metre wide and not exceeding 1.5 metre in depth for laying of cables and getting out including dressing/ trimming sides and levelling/ grading and ramming of bottom of excavation complete all as specified and as directed by Engineer-in-Charge.

Returning, filiing in, including spreading, levelling, watering and well ramming excavated soil in layers not exceeding 25 cm thick, after cables have been laid and tested complete all as specified and as directed by Engineer-in-Charge.

Removing excavated surplus soil obtained from excavation to a distance not exceeding 1.5 metre above the starting point, complete all as specified and as directed by Engineer-in-Charge.

Supply and laying DWC (Double Wall Corrugated) HDPE pipe of outer dia 120 mm and inner dia 103 mm, ISI marked with smooth internal and profiled external surface for protection of under ground cable including all connected accessories like socket, coupler, bends, tees, etc., complete all as specified and as directed by Engineer-in-Charge.

M&L for earthing complete with galvanized steel plate electrode 60 cm x 60 cm x 6 mm surrounded by charcoal & salt buried directly in a pit of depth not less than 1.5 metre below ground level with top edge of the earth plate at a depth of not less than 1.50 metre below ground level, connected to and including GI strip 32 x 6 mm upto 7.5 metre length by means of bolts, nuts, check nuts & washers of galvanized iron, earth strip protected by galvanized steel pipe 40 mm bore (light grade) & connected to main control board including necessary excavation & earth work, disposal of surplus soil not exceeding 50 metre, in any type of soil. (The rate also includes for cost of charcoal & salt in alternate layers of 15 cm thickness, 20 mm bore GI pipe (medium grade) for watering, funnel, wiremesh, PCC chamber in cement concrete (1:3:6) type C-1, 40 mm thick RCC 1:2:4 type B-1 cover & frame etc) complete all as indicated in electric plate No 3 of SSR 2009 Part I including testing complete all as specified and as directed by Engineer-in-Charge.

S&F earth continuity conductor or main earthing lead 32 x 6 mm Galvanized Iron Strip fixed to walls, on battens or chases or buried in ground or drawn in conduit/ pipe or fixed to poles or any other indicated situation for loop earthing etc as required complete all as specified and as directed by Engineer-in-Charge.

Supply, installation, commissioning and testing (Auto Mains Failure Silent type) Diesel Engine Driven Generating Set (DG set) capable of delivering 180 KVA, 415 Volts (AC 3 Phase, 1500 RPM, 4 wire system of supply), 50 Hz at power factor 0.8 (minimum). The DG Set shall consist of a diesel engine flexible coupling coupled directly to matching alternator and mounted on metalastic foundation pads on a common base frame and thereafter installed in the CPCB approved acoustic enclosure (the complete set conforming to and test certified as per CPCB norms IV or latest and as specified) all as specified, complete with AMF control panel, fuel tank with mounting arrangement and inlet, outlet return oil arrangement, suitable exhaust pipe complete and shall comprise and including the following :-

(A) Engine (Prime Mover) : The diesel engine should be totally enclosed, compression ignition, water cooled (radiator cooled) turbo charged cooled suitable for Power generation application having minimum of suitable BHP capacity to drive the 180 KVA alternator at 1500 rpm under NTP condition conforming to BS 649, complete with all inter connecting piping and equipped with standard accessories such as Suitable fly wheel, Flexible coupling, Air Cleaner, Radiator heavy duty type, Cooling fan, Water circulating pump, Corrosion resistor, PT Fuel pump, Electronic governing control (EGC), Fuel filter, Fuel shut down solenoid (24 V DC, stop solenoid, Lubricating Oil filter, Oil cooler, By pass filter, Silencer, Starter, cold starting kit, anti vibration pad etc.

(B) ALTERNATOR:- AC alternator copper wound, self excited, self regulated, self vent 180 KVA, Power Factor 0.8, 1500 RPM, insulation class 'H', Enclosure IP 23 complete with AVR with +0.5 % voltage regulation, directly coupled to and match the above engine and alternator conforming to IS-4722, permissible over load 10% for 1 hour in 12 hour operation complete all as per IS-13364.

(C) Auto Main Failure(AMF): (i) AMF control panel suitable for 180 KVA DG set consisting of overload relay, under current relay, phase failure detector, battery charger, delay timer Line voltage, Monitoring relay, MCBs, Relay Cord, Suitable busbar, Control wiring etc consisting of quick auto mode system. AMF panel shall be floor mounted, outdoor type 3.15 mm thick CRCA sheet including meter connected and copper busbar of suitable rating and also having data logging history of engine etc. (ii) LED display designed to meet temp compensation, Start/ Stop engine metering, oil pressure, coolent temp, battery voltage, engine speed,and AC alternator metering. (iii) MCCB 400 Amps, 4 Pole, 50 KA (ICS -100% icu)-01 Set (02 Nos) with adjustable thermal and fixed magnaetic setting with bus bar spreader links.

(D) METAL ACOUSTIC: Anti-vibration pads for mounting engine, alternator assembly on the base frame/ plate. (E) BASE PLATE: Base Plate shall be made out of structural steel as per manufacturer's recommendation design/ specifications.

(F) ACOUSTIC ENCLOSURE : Provision of an integral type approved/ certified acoustic enclosure weather proof, water proof and corrosion free, as per latest CPCB norms IV or latest, for the DG Sets to restrict the noise level to 75 db at one meter distance and temp rise within canopy shall not exceed 50 - 70 degree Celsius. It shall be made of minimum 16 SWG CRCA MS Sheet with powder coated finish on outside and provided with non igniting fire retardant foam as acoustic material. There shall be four hinged doors out of which one shall be with a glass window.

(G) BATTERY: (i) Suitable capacity battery maintenance free as per manufactrer recommendation. (ii) Battery charging alternator with inbuilt regulator and suitable size copper leads. (H) Silencer shall be absorption type, non resistance, residential and exhaust pipe covered with asbestos roof of suitable size that extend to about 2 meters outside the acoustic enclosures.

(i) Internal wiring with PVC copper conductor cables, IS - 694 marked, FRLSH in conduit and fluorescent lamp fittings. (ii) Fuel tank of capacity sufficient to continously run the DG set atleast upto 8 hours made out of 16 SWG CRCA MS sheet as per manufacturer's recommended design/ specification, duly powder coated and provided with float, gauge and fuel float switch - 01 Set.

Note: (i) DG set shall be "pre-commissioned" by rep of Accepting Officer within overall cost quoted. Fuel for "Pre-commissioned" test shall be arranged by contractor. (ii) Before delivery/ dispatch of DG Set(s) from approved manufacturing unit, the contractor shall give notice to the GE and accepting officer before one month for consideration by accepting officer and detailing the representative to witness the factor testing (routine tests as per IS) at factory premises. Necessary arrangement & tie up the manufacturer etc, the test will be of contractor’s responsibility without any extra cost to the Govt. (iii) Suitable capacity battery maintenace free as per OEM recommendation shall be provided within overall quoted rates. (iv) If any modification are required on existing main panel, it will be deemed in contract quoted rate. (v) Drawing for AMF panel and LT supply shall be approved by GE before placement of order and installation.

Note (Contd..): (vi) The quoted rate shall be deemed to be inclusive of 12 Hrs test run at site including of 1 Hrs 110% load in presence of officer detailed by Accepting Officer, all arrangement to made by the contractor for tests including fuel complete. (v) The offered Engine & Alternator is warranted for a period of 2 years from the date of dispatch OR 5000 Hrs. of operation from the date of commissioning, whichever is earlier against any manufacturing defect / defective materials only. The offered Equipments are warranted for 12 months from the date of commissioning or 15 months from the date of supply, whichever is earlier. The warranty is against manufacturing defects or faulty workmanship. (vi) The foundation shall be provided at site as per recommandation of manufacturers design & drawing. Construction cost for the same is deemed to be included in unit rate of above item. (vii) Taking down of BER DG Set including disconnection of cable is included in the rate quoted against Serial item No. 8.00. (viii) The BER DG set has to be deposited in the store yard of AGE EM-I, Chandimandir (T&P etc required for the same) is included in the quoted rate.
