Special Eligibility Criteria

   (1) The bidder shall submit all the relevant documents as per below- mentioned clauses otherwise, the offer will be liable to ignored. (2) Bidders must ensure all documents are correctly uploaded under their respective clauses or sections as specified in the tender. Documents placed incorrectly or scattered across unrelated sections may be liable to ignored during evaluation. (3) Any deviation quoted by the bidder in any uploaded document or elsewhere in any tab other than the deviation tab while submitting the bid shall be liable to be ignored.
2. 1.1

   The Bidder/OEM must have successfully supplied "Leadless Pace Maker VDDR" within the last ten (10) years from the tender closing date to Railway Hospital, Central Government Organization, State Government Organization, Public Sector Undertaking (PSU), Government Hospital. A copy of the relevant Purchase Order (PO) or Contract Order must be uploaded. In addition to the Purchase/Contract Order, the Bidder must upload documentary evidence confirming successful execution of the order. Acceptable documents include Consignee Receipt and Acceptance Certificate/Receipt Notes/Inspection Certificate of TPI.

3. 1.2

   (1) Either OEM should quote directly or OEM can authorize and give Tender Specific (Tender Number and Opening Date must be mandatorily mentioned) Authorization to its Agent / dealer to quote on their behalf. (2) The authorized dealer should submit valid tender specific authorization, along with the offer, otherwise offer will be summarily rejected without any back reference.

   Earnest Money Deposit (EMD): Applicable as per para 0400 of WR e- tender document (Global tender) or latest with all corrigendums and amendments, if any, issued before the tender closing.

Commercial-Compliance

1. 1

   MSE Clause: Applicable as per para 1400 of WR e-tender document (Global tender).

   Security Deposit : Applicable as per para 0600 of Section III of Part I of WR e-tender document (Global tender) attached.

   Goods and Service Tax (GST): As per para 0705 of Section I of Part I of WR e-tender document (Global tender) attached .

   Make in India: Applicable as per para 1401 and 1402 of Section I of Part I of WR e-tender document (Global tender) attached .
5. 5

   The Bidder agrees to supply the tendered stores at the rates quoted by him in accordance with the Standard Governing Conditions of this tender.
6. 6

   The bidders should quote the applicable HSN codes and it is the responsibility of the tenderer to quote the correct HSN code and upload the document.

   An Indian Agent quoting in INR on behalf of a foreign Principal/OEM should submit a copy of Invoice/Proforma Invoice from OEM along with their offer as well as should undertake to furnish all import documents.

   All bidders shall confirm declaration as below in compliance of restrictions under Rule 144 (ix) of GFR-2017 and as per term and condition of WR e- tender (Global tender) :- I have read the clause regarding restrictions on procurement from a bidder having Transfer of Technology (ToT) arrangement. I certify that this bidder does not have any ToT arrangement requiring registration with the competent authority" OR "I have read the clause regarding restrictions on procurement from a bidder having Transfer of Technology (ToT) arrangement. I certify that this bidder has valid registration to participate in this procurement." If the bidder fails to give such declaration, as above, then it will be presumed that the contents of above declaration have been read and unconditionally agreed and accepted by the tenderer. If any tenderer is not agreeable to this declaration they have to categorically mention about the disagreement in Techno Commercial Deviation.

   Please enter the percentage of local content in the material being offered. Please enter 0 for fully imported items, and 100 for fully indigenous items. The definition and calculation of local content shall be in accordance with the Make in India policy as incorporated in the tender conditions.
