PRODUCTION AND SUPPLY OF PAPER BASED EXCISE ADHESIVE LABELS

The tenderer shall be a security printer of good reputation and shall be a manufacturer of paper based Excise Adhesive Label (EAL). The Tenderer should be having in house facilities of designing, multi color web Offset Printing, Intaglio printing machines, machineries related to hologram embossing, lamination, electro forming, slitting, hologram transferring machine, computerized variable data printing machine for check digit, serial numbering and bar-code, machinery for roll making and inspection and any other machinery to fulfill the tender requirements. Self-declaration in this regard, duly certified, to be submitted

The Tenderer shall submit all the documents mentioned in Clause 7.1 of section II - ITT.

The Tenderer should have supplied item similar to the type specified in the Schedule of Requirements of goods not less than 80% of the annual tendered quantity in any one of the last 3 years and in respect of Micro and Small Enterprises (MSEs), it will be 40% of the tendered quantity in any one of the last 2 years to any State or Union Territory of India or PSUs or any other Government Institutions or supplied through any Government Agency.

The Tenderer shall have an average annual turnover of at least Rs. 150 Crores in the last three preceding financial years, and with respect to Micro and Small Enterprises (MSEs), average annual turnover of at least Rs.75 Crores in the last two preceding financial years. The tenderer will be required to furnish copies of their audited balance sheets in this regard.

The Tenderer should be empaneled by Reserve Bank of India (RBI) / Indian Bank Association (IBA) for the last three years continuously. Relevant certificate to be submitted

The Tenderer should produce a good performance certificate from their Customers for whom they have executed similar contracts. Certificates issued from concerned head of the Department/competent authority shall be submitted

The Tenderer should be an ISO certified Company/Unit and submit the copy of the certificate

The Tenderer should have infrastructure to produce at least 45 crore PAPER based Excise Adhesive Labels (EAL) per month with all the specified features. The decision of the Purchaser with regard to the capacity assessment shall be final.

The net worth of the Tenderer should not have eroded more than 30% during the last 3 years.

The Tenderer firm should not be black-listed by any State/Central Government Departments/PSUs/Banks during the last 5 years. Declaration as per Section XV shall be submitted.

Tenderer should submit EAL samples at least two rolls of 19,200 EAL of Green Color (within State), as mentioned in Section VI on or before 5:30 P.M on 07/09/2026. The same will be evaluated by the Tender Evaluating Committee. Samples not confirming with the specifications will not qualify for the Financial bid.

Tenderer shall not hold or have held any Excise Licence for Manufacturing, Marketing or Sales in any part of India.

The entire EAL Production should be in the premises of the Manufacturer in India. Self-declaration in this regard duly certified to be submitted.
