Eligibility Criteria

Tenders from Joint ventures are not acceptable.

Bidders shall not be under a declaration of ineligibility for corrupt and fraudulent practices issued by Government of Karnataka

Bidders shall ensure upload of relevant document certifying his/her status as Scheduled Caste/ Scheduled Tribe/other reserved category as prescribed in the tender document.

It shall be the responsibility of the Bidder to ensure credit of Tender Processing Fee and EMD into the respective receiving bank accounts of e-Procurement on or before the last date and time of bid submission.

EMD Payments through e-Payment mode shall be made as one single transaction and payments made in part are liable for rejection.

As per Karnataka State Government order No.LD/300/LET/2006 Bangalore Dated 01.01.2007 and Government Letter No.PW/134/BMS/2007 Dated 27.7.2007, a sum amounting to 1%of the bill amount will be deducted towards Construction Labour Welfare fund

The Item Rate quoted shall include the Royalty Charges on construction materials and other taxes as per prevailing Government Orders.

All the items in the tender include all lead, lifts, lab our, hire charges of machinery curing for concrete works, and all other incidental charges necessary for successful completion of works as per the direction of Engineer in charge of this work

The Tenderer shall obtain the work done certificate in the prescribed format from the Competent Authority not below the rank of Executive Engineer(District Level Officer)and scan the Original Certificate and attach the scanned file to the Bid.

Financial Year will be reckoned as the period between first day of April and Thirty first day of March of succeeding year(both days inclusive)

The Employer reserves the right to Reject any or all Tenders without assigning any reason

The Department is not responsible for any delay in accessing e-procurement portal

All materials required for this work shall be procured by the bidder himself and should got tested by the quality control authorities at his own cost before use on the work

GST shall be paid to the tendered amount separately

The construction materials (minerals metal, sand and murrum) shall be bought from the authorised quarries along with the mineral despatch permit or else 5 times the royalty will be deducted as penalty as per the Directions on the Director, Mines and Geology Department Bangalore proceedings dated 25.03.2013.

All safety precautions, warning signs, night illumination, reflectors, deployment of security guards has to be ensured so that no untoward incident happens on account of negligence or any project activity till completion. Contractor should indemnify the client to that extent.

Contractor should take all precautionary measures to avoid any damage to the utilities during excavation as well as utility shifting. To that extent the contractor should indemnify the client.

Contractor should follow strictly the prevailing rules of labour act.

Technical Criteria

General

Tenderer or his identified Sub Contractor should possess valid license for executing water supply / sanitary engineering works and should have executed similar works totallng Rs. xxxxxx (not less than 50% of electrical works) n any one year

Total value of civl engineering works executed and payments received in the last five years (year-wise)

List of existing commitments and ongoing works

List of works for which tenders already submitted

Construction equipment owned by the tenderer and equipment proposed to be deployed on this contract, if awarded

Reports on the financial standing of the tenderer, such as profit and loss statements and auditor’s reports for the last five years

Qualification and experience of the key technical and management personnel in permanent employment with the tenderer and those that are proposed to be deployed on this contract, if awarded

Past Experience

To qualify for award of this contract, each Tenderer shall upload the turnover certificate issued by a registered Chartered Accountant stating the turnovers of last five years period i.e.2021-22, 2022-23,2023-24,2024-25 & 2025-26

satisfactorily completed as prime contractor, at least one similar work of value not less than Rs.16.00 Lakhs(Updated to 2025-26 price level

Work Done Certificate

Achieved in at least two financial years a minimum financial turnover of Rs.32.00 Lakhs (Updated to 2025-26 price level)in civil works

Capabilities of Vendor

The tenderer shall demonstrate the availability of liquid assets and/or of credit facilities of not less than Rs.9.50 Lakhs (Unconditional Credit lines/letters of credit/certificates from banks for meeting the fund requirement etc is to be furnished in this regard)

Line of Credit

Eligible Tenderers will be qualified only if their available tender capacity is more than the total tender value. The available tender capacity will be calculated as under assessed available tender capacity is AXNX2.5 - B, Where A is Maximum value of civil engineering works executed in any one year during the last five years taking into account the completed as well as works in progress, N is Number of years prescribed for completion of the works for which Tenders are invited, B is Existing commitments and ongoing works to be completed.
